(oO `Y , Pr4 Date: MAY 15, 1995 Res. # i, Ii`) Report#:--WD-24-9-5- File #: Ry-Law# Subject: REQUEST FOR PERMITS FOR ON-STREET PARKING FOR MORE THAN THREE (3) HOURS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-28-95 be received; 2 . THAT the request for permit parking be DENIED; and 3. THAT Mr. Johnson be advised of Council's decision. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2 : Drawing showing the House, Driveway, etcetera at 31 Wren Boulevard No. 3: Tickets issued for 3 Hour Parking Limit 2.0 BACKGROUND i 2 . 1 At a regular meeting held on March 27, 1995, Council passed Resolution #C-240-95: "THAT the delegation of Peter Messer Johnson be acknowledged; and i 1063 DP PE� ECYCL iH4S IS PP MEDq PECY-DPAPER REPORT NO. : WD-28-95 PAGE 2 THAT Mr. Johnson's comments be referred to the Chief Administrative Officer to review same with staff and to prepare a report to be submitted to the General Purpose and Administration Committee which addresses policies of neighbouring municipalities regarding permits for on-street parking. " 3.0 REVIEW AND COMMENT 3. 1 Survey of Other Municipalities The following are the results of a telephone survey of municipalities in the south part of Durham Region and the City of Toronto: • Ajax, Whitby and Oshawa do not have permit parking. • The Town of Pickering has permit parking at one ( 1) location only which is located on the "south side of the south leg of Ilona Park Road from 73 metres west of Liverpool Road to 140 metres west of Liverpool Road" . This is a townhouse development. • The City of Toronto has permit parking with the following qualifications: The applicant must be a resident of the street for which the permit is issued. If no access is available, the cost is $32. 10 per six (6) month period. If access is available, but additional space is required, the cost is $160.30 per six month period. i i X64 REPORT NO. : WD-28-95 PAGE 3 3.2 Traffic By-law Section 61 Subsection 6 ( 1) of By-law 91-58 states: " (6) No person shall on any highway park any vehicle: ( 1) for a period longer than three (3) hours unless otherwise indicated by official signs; " 3.3 Reason for Three (3) Hour Restriction Some of the reasons for the three (3) hour parking limit are as follows: • If a car is parked across the street from a driveway, it makes it more difficult to back out of the driveway and there is always the risk that a driver might back into it. • The streetscape looks cluttered. • Children running into the street between parked cars. • Visibility is restricted when backing out of a driveway when cars are parked near the driveway on the same side of the street. • It prevents people from parking their cars all day in downtown business areas. i i 1065 REPORT NO. : WD-28-95 PAGE 4 3.4 Enforcement of Three (3) Hour Limit The three (3) hour parking limit is enforced on a complaint basis only. From March 7, 1994 to April 13 in 1995, there were 126 tickets issued for violations of the three (3) hours maximum parking limit. i Therice of the ticket is $15 if P paid within seven (7 ) days and $23 if paid later. 3.5 How Big is The Problem 3.5. 1 Wren Boulevard There are thirteen ( 13) houses on Wren Boulevard. There is a sidewalk on the east side and no sidewalk on the west side. The street is 175 m long. Mr. Johnson lives at 31 Wren Boulevard which is the east side of the street. His house has a single car garage and room for parking one ( 1) car on the driveway. 3.5.2 Cars Parked on the Road On two (2) different occasions, at 6:30 a.m. there were eight (8) vehicles parked on Wren Boulevard, some on each side of the street. I 3.5. 3 Options Available to Homeowners Based on the assumption that none of the homeowners have more than two (2) vehicles, the options are as follows: i 1066 REPORT NO. : WD-28-95 PAGE 5 • Park one ( 1) vehicle in the garage and one ( 1) vehicle in the driveway. The problem is that many homeowners use the garage to store items such as lawnmowers, snowblowers, etcetera. In this case, the homeowner can build a small shed in the backyard for storing these items. I • If the homeowner does not wish to build the shed, another option is to widen the driveway to provide room for two (2) vehicles. Some of the homeowners have already done this. 3.5.4 Moving Vehicles The fact that, if a homeowner has to "jockey" the vehicles from the garage to the driveway, depending on which driver leaves the house first, is not, in my opinion, a sufficient reason to consider permit parking 3.5.5 Areas Other Than Wren Boulevard A drive through many subdivisions in Bowmanville at 6:00 I a.m. revealed that there are very few streets in Bowmanville which do not have one ( 1) or more cars parked I on the street. There were three (3) exceptions worth noting. There were no cars parked on the street in the Durham Region Non-Profit Housing Projects located at the northeast corner of Concession Street and Mearns Avenue and in the subdivision located south of Concession Road 3 on the east side of Liberty Street. The other exception is the Co-op Housing Project located on the i south side of Jackman Road. The reason being that the designof the developments provides sufficient parking for the residents and visitors. I 1067 REPORT NO. : WD-28-95 PAGE 6 3.5.6 Conclusions and Recommendations • Permit parking is generally approved in this location where there is no driveway and/or garage. • Many homeowners own two (2) cars but do not use their garage because it is used for storage. They have the option of building a shed in the backyard freeing up the garage for parking a vehicle and/or they can widen their driveway. • Since there are cars parked more than three (3) hours on the majority of the residential streets, and since the Zoning By-law allows a storage shed in the backyard subject to certain restrictions, such as height, size and setback, property owners should be encouraged to construct a storage shed as an alternative to using the garage for storage and/or widening the driveway to provide sufficient room to park two (2) cars.
