Subject: REQUEST FOR STREET LIGHTS ON COURTICE ROAD
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-34-95 be received; and
3. THAT a copy of Report WD-34-95 be forwarded to Josephine A.
Love and that she be advised of Council 's decision.

2.0 BACKGROUND
2 . 1 At a regular meeting held on Monday, June 13, 1994, Council
passed Resolution #C-400-94:
"THAT the correspondence dated June 7, 1994
from Josephine Love requesting the
installation of street lights on Courtice Road
north of Westmore Street, be received;
THAT the correspondence be referred to the
Director of Public Works for review and

preparation of a report to the General Purpose
and Administration Committee; and
THAT Josephine Love be advised of Council's
decision. "
3.0 REVIEW AND COMMENT
3 . 1 Request from Josephine A. Love
Mrs . Love has requested that street lights be installed on
Courtice Road (Regional Road 34) from Highway 2 northerly to
Pebblestone Road. This section of Courtice Road is located
within a developing "Urban Area" and a relatively undeveloped
"Rural Area" (see Attachment No. 1) .
3.2 Urban Area
The urban area section of Courtice Road, from Highway No. 2
northerly for approximately 1,650 metres, is comprised of lots
with frontages generally less than 30 metres . The north limit
of this section is consistent with the north limit of the
Courtice urban area as defined in the Municipality's draft
Official Plan dated May, 1994 .
3. 3 Rural Area
The rural area section of Courtice Road, from 1,650 metres
north of Highway No. 2 northerly to Pebblestone Road, is

comprised of lots with frontages generally greater than 30
metres .

3.4 Compliance to By-law 84-21, Criteria and Warrants for Street
Lighting
Mrs . Love's request was reviewed in relation to the above-
mentioned urban and rural area sections. Staff found that the
warrants under By-law 84-21, Criteria and Warrants for Street
Lighting for the Rural Area Section, were not met. However,
the warrants were met for the Urban Area Section because of

the higher concentration of developed area, pedestrian traffic
and proximity to the Courtice Secondary School.
3.5 Discussion with Resident
This matter and our findings were discussed with Mrs . Love who
informed us that the installation of street lighting on the
urban area section of Courtice Road satisfies her concerns .
3. 6 Street Lighting Cost
The street lighting of Courtice Road within the Courtice urban
boundary is included in the Municipality's Development Charge
By-law 92-105. The Municipality's 1995 Capital Budget and
Four Year Forecast proposes for 1996, the installation of
street lighting on Courtice Road from Highway No. 2 northerly
for 1,650 metres, as well as from Highway No. 2 southerly to
Fieldcrest Avenue (see Attachment No. 1) . The cost to provide
street lighting on Courtice Road from Fieldcrest Avenue
northerly to 1,650 metres north of Highway No. 2 is estimated
at $75,000 .
