Subject: REQUEST FOR STOP SIGN, TRAFFIC LIGHT OR CROSSWALK
CENTRE STREET AND MAIN STREET, ORONO
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-35-95 be received;
2 . THAT no further action be taken on this matter; and
3 . THAT Jack Colville and the Orono B. I .A. be provided with a
copy of Report WD-35-95 and be advised of Council's decision.

2.0 BACKGROUND
2 . 1 At a regular meeting held on January 16, 1995, Council passed
the following Resolution #C-14-95:

installation of either a stop sign, traffic
light or crosswalk in the vicinity of Centre
Street and Main Street, Orono, be received;
THAT the correspondence be forwarded to the
Director of Public Works for review and
preparation of a report to be submitted to the
General Purpose and Administration Committee;
and
THAT Jack Colville be advised of Council 's
decision. "
3.0 REVIEW AND COMMENT
3. 1 This matter was referred to the Region of Durham who have
jurisdiction over the intersection of Regional Road 17 (Main
Street) and Centre Street. The Region of Durham's response
(Attachment No. 3) does not support any of Mr. Colville's
requests and is self-explanatory. The information on page 3
of Mr. McMullen's letter is related to another matter.
4.0 CONCLUSIONS
4 . 1 From the above, it is concluded that no further action be
taken on this matter.

The concerns relating to your Council's resolution C-14-95 as received-from Mr.-Jack
Colville have been reviewed.
The review included the operationalaspects of the intersection of Main Street and Mill
Street;pedestrian activity;collision statistics anti operating speed:and.conclusions arrived
at are,as follows:.
Main and Mill Streets Intersection
The acute an of1VIi11.Street where it intersects Main Street makes it very difficult for
southwest Mill.Street.vehicle operators to observe southbound'Wn' Street traffic. It
was also noted that vehicles exiting Mill Street to proceed north on Main Streef could
only complete .the manoeuvreby utilizing the- southbound lane of Main' Street.
Reconstruction required to correct the alignment of this intersection would be very
' expensive due to the grade differential between Main Street and Mill Street and the
presence of the high voltage hydro line.
Although there is no history of collisions at
this location; a.solution' to rectify the
potential of collisions would be to make Mill Street a one-way operation in-the northeast
direction between Main Street and Dickson.Street.

The change in traffic operations ori this section of Mill Street would solve the potential
problems at-the Main Street intersection;-but as NO Street,is an off ramp for southbound
Highway 35/115,the volume diverted onto the local streets.(Dickson-and Church streets.
may not be'desirable. Traffic volume studies would have to be conducted to determine
'the amount of traffic entering Orono via the.Mill Street off ramp in order to assess the
impact a change in traffic pattern would create.
Pedestrian/Vehicle Volume
Historic vehicle volume on the-section of Ri4onal Road 17 through Orono has remained
relatively stable since .198.7 with'a two-'way average annual daily volume of 2,000
vehicles. .Observations of pedestrian volume indicate that the number of crossing is also
very light.. The low:volume of vehicles provide sufficient gaps to allow pedestrians.to
cross the 8.8 metre vide.driving,lanes without prolonged waiting. .The.combination of
vehicle7pedestrian volume do not warrant the installation of a pedestrian crosswalk any .'.
where within the business section of Orono.
Parking' .
During obseivatign studies, it.was noted that illegal parking (within corner restrictions)
is quite prevalent:. This may be due to the.condensed business section and the absence
of off street parking facilities. The.permitted parking area on.the east side of Main Street.
between Mill Street and Centre Street does not impede sight.distance for vehicles exiting.
Mill Street: The-installation ofa pedestrian cross-over within the business section.would
further reduce the available Main'Street parking as "no,stopping".zones, totalling 45
metres, would be required'on each side-6f the street within the area of the cross-over.
Intersection*Controls
The suggestion of an additional stop sign to control southbound Main Street traffic at the
Mill Street-intersectionor the 'installation of traffic control signals are-neither warranted.
nor desirable at this location.
Operating Speed
Speed samples obtained by the use of radar equipment of southbound Main_Street traffic .
approaching Mill Street and the north end,of the business section show that speeds are .
well within the accepted range considering the horizontal alignment at.this location. The
average recorded speed was 42 km/h with the-highest recorded speed being 53 km/h in
the 50 kin/h speed zone.

The Region's position on installing traffic. control signals at. the Bowriianville
Mall/Galbraith Court intersection has not changed from that as stated in a letter to the
Municipality of Clarington'dated August 20, 1992..A copy of that letter is attached for
Your review(Attachment No. 1).
The requested signal.locatiori at King Street/Galbraith Court and the Highwa 7A/Plaza
shopping centre in Port Pe isnot a comparable situation. . y .
The requested signal in Bowmanville would be only'88 metres from an existin signal.
There are a total of three accesses to the Bowmanville Mall, two of which acc e s Kin

The Port Perry plaza signal is located approximately 200 metres from an adjacent si
The signal installation was funded by the plaza own and installed by the Ministry olf
Transportation of Ontario. The.signal installation was.designed and approved by the
Ministry on the basis of a large retail development* slated for the opposite side of
Highway 7A The Port Perry plaza owners funded the installation in"lieu of paying an
annual fee of:.$25,000.:00 for paid duty
Ontario Police Officers.to direct traffic at the
plaza entrance on Weekends. The Port Perry"plaza has one access only.
