Subject: SEPARATE SCHOOL BOARD SCHOOL SITE (ST. STEPHENS) , AUTHORIZING
BY-LAW FOR THE EXECUTION OF A SERVICING AGREEMENT BETWEEN
ROBERT RUSSELL CARRUTHERS AND ELIZABETH GRACE SMITH AND THE
CORPORATION OF THE MUNICIPALITY OF CLARINGTON
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-52-95 be received; and
2 . THAT the attached By-law, authorizing the execution of a
Servicing Agreement between Robert Russell Carruthers and
Elizabeth Grace Smith and The Corporation of the Municipality
of Clarington be approved FORTHWITH and that the Mayor and
Clerk be authorized to execute this agreement at such time as
it has been prepared to the satisfaction of the Director of
Public Works .

2.0 BACKGROUND
2 . 1 The Official Plan Amendment for the Separate School Board was
approved by Council on May 30, 1994, and staff is currently

processing a site plan application for the proposed secondary
school site on Middle Road in Bowmanville (Attachment No. 1) .
2 .2 In conjunction with the secondary school site plan, external
sidewalks and road construction, storm sewer, and stormwater
management works are required to be addressed through a
Servicing Agreement between the Municipality and Robert
Russell Carruthers and Elizabeth Grace Smith. This agreement
is presently being prepared by staff.
3.0 RECOMMENDATIONS
3. 1 It is recommended that Council approve the attached By-law
(Attachment No. 2 ) FORTHWITH authorizing the execution of a
Servicing Agreement between Robert Russell Carruthers and
Elizabeth Grace Smith and The Corporation of The Municipality
of Clarington.
