THAT Report WD-8-93 be received; 2 . THAT staff be authorized to advertise a public hearing required by the Municipal Act to stop up and close Williams Mill Bridge and part of Williams Mill Road (the approaches) to vehicular traffic, in Lot 19, Concession 6, Darlington, Part 2 , Plan 40R-14291; 3 . THAT if following such Hearing, Council decides to pass the by-law to stop up and close the bridge and part of the road (the approaches) to vehicular traffic, the Mayor and Clerk be authorized to execute the necessary documents to complete the closure; 4 . THAT following the passing of the by-law, Public Works Staff be authorized to: a) install permanent barricades at each end of the closed approaches and; b) remove the bridge deck and abutments . 5 . THAT $3,500 be provided in the 1993 Budget for installation of barricades and removal of the bridge deck and abutments; /2 ✓ r REPORT NO. : WD-8-93 PAGE 2 6 . THAT the Town's solicitor be directed to take all actions necessary to complete the closure; and 7 . THAT Mr. Michael David and Mr. Van Schyndel be advised of Council's decision and be provided with a copy of Report WD-8-93 . ---------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2 : Report WD-55-89 2 .0 BACKGROUND 2 . 1 Williams Mill Road is a forced road in Lot 19 , Concession 6, former Darlington (Attachment No. 1) . Williams Mill Road varies in width from 15 to 20 feet. The road runs west from Old Scugog Road, crosses Bowmanville Creek and continues westerly to Holt Road. 2 .2 In 1988, the Williams Mill Bridge was evaluated and declared in poor condition and in danger of collapse, by Totten Sims Hubicki. Totten Sims Hubicki recommended at that time that the bridge be demolished. The bridge was then signed with a 3 tonne load limit. In 1990 the bridge was physically closed when a horse's hoof went through the bridge platform. Subsequently, barricades were erected restricting access to the bridge. 2 . 3 Property Owners There are two property owners affected; Mr. and Mrs . Michael David, who live on the east side of Bowmanville Creek and own property on both sides of the Bowmanville Creek, and Mr. Van Schyndel, who owns property on the west side only. I . . . /3 1C) O � REPORT NO. : WD-8-93 PAGE 3 Mr. and Mrs . David and Mr. Van Schyndel were advised by letter of the Town's intention to stop up and close the bridge and the approaches . No response was received from either homeowner; however, during previous discussions with the property owners, they both strongly opposed closing the bridge and encouraged reconstruction of the bridge. 2 .4 Report WD-55-89 (Attachment No. 2 ) was considered by Council. Resolution C-388-89 was passed by Council on May 29 , 1989 . "THAT the reconstruction of the Williams Mill Road Bridge be DENIED; THAT the Williams Mill Road Bridge be improved easterly to Holt Road to provide access to the properties owned by Mr. and Mrs. Michael David and Mr. and Mrs . Joseph Drew; and THAT Mr. and Mrs. David and Mr. and Mrs . Drew be so advised. " 2 . 5 The Public Works Department recommends that the bridge be closed by by-law and barricades erected to prevent use of the bridge and to eliminate the potential for liability. 2 . 6 Alternate Access Williams Mill Road east from Holt Road is the alternative access to the Van Schyndel residence and the David property on the west side of the Creek. The road is deficient in width, however, it is being maintained by the Town and is considered adequate to serve two property owners . Access to the David residence is unaffected by the closure of the bridge. n � REPORT NO. : WD-8-93 PAGE 4 3.0 CIRCULATION 3 . 1 The Public Works Department notified all agencies, authorities and departments of its intention to recommend that part of Williams Mill Road and Williams Mill Bridge be stopped up and closed by by-law. No objections were received. 3 .2 Central Lake Ontario Conservation Authority have no objection but recommend that the bridge deck be removed rather than let it collapse into the creek. 4 . 0 RECOMMENDATIONS 4 . 1 That Part of Williams Mill Road and Williams Mill Bridge be stopped-up and closed to vehicular traffic and that the bridge deck be removed and permanent barricades installed at either end of the bridge. THAT Report WD-55-89 be received; and 2. THAT the Williams Mill Road Bridge crossing Bowmanville Creek be reconstructed in 1989; and 3. THAT the additional $60,000 required for the project be obtained from Allowance for Construction at Unspecified Locations; and 4. THAT a copy of this report be sent to Mr. & Mrs. Joe Drew and to Mr. & Mrs. Micheal David. ATTACHMENT N0, 2 1 O 6 WD-8-93 I REPORT NO.: WD-55-89 PAGE 2 ------------------------------------------------------------------------------ 2.0 BACKGROUND 2.1 Several years ago, the bridge on Williams Mill Road collapsed and was replaced with a temporary structure. 2.2 The temporary structure consists of steel beams, laid on the earth embankments with a timber deck on top of the steel beams. The deck is only wide enough for a single vehicle. 2.3 Williams Mill Road (see Attachment No.l) varies in width from 15 to 20 feet. The road allowance from Old Scugog Road to the Joe Drew farmhouse is maintained year round by the Town and provides access to the property owned by Michael David and Alwine David and to the property owned by Joseph Hiram Drew and Lilah Drew. The land ownerships are shown on Attachment No.2. 2.4 The road allowance from Holt Road to the Drew farmhouse is not maintained by the Town. 3.0 REVIEW AND COMMENT 3.1 The bridge on Williams Mill Road has a 3 tonne load limit restriction and is signed accordingly. Since our snow plows cannot safely use the bridge, arrangements have been made to have the road maintained from the bridge to the Joe Drew farmhouse with a tractor and snow-blower. 3.2 Replacement of Bridge 3.2.1 Our consultants, Totten Sims Hubicki & Associates Ltd. have examined various alternatives for replacing the bridge and have recommended that the bridge be replaced with a 20'-9" x 13'-3" structural plate culvert. The estimated cost is $100,000. . . .3 REPORT NO.: WD-55-89 PAGE 3 ----------------------------------------------------------------------------- 3.2.2 Access can be provided to the Drew property by the road from Holt load. This road is not maintained by the Zbwn, summer or winter. The estimated cost of upgrading this road to provide year round access is $40,000. 3.2.3 Provision has been made in the 1989 Capital Budget for $40,000 to upgrade the road from Holt load to the Drew and David properties rather than spend $100,000 on replacing the bridge over the Bowmanville Creek. 3.3 Closing of Williams Mill load 3.3.1 As part of the alternative to provide access to the Drew and David properties, it was intended that the bridge be demolished and the road be barricaded on each side of the Bowmanville Creek. This would mean that access to the David property on the west side of Bowmanville Creek would have to be by the road in from Holt load. 3.3.2 The alternative of closing the road, demolishing the bridge and placing a barricade on each side of Bowmanville Creek has been reviewed with Mr. Joe Drew and Micheal and Alwine David. Both property owners are against this alternative. 4.0 RECOMMENDATION 4.1 Based on the above, it is recommended that the bridge on William Mill Road crossing Bowmanville Creek be reconstructed in 1989 and that the additional $60,000 required for this be funded from Allowance for Construction, Account No. 7205-01002. . . .4 1098 k fir♦en��a�♦yr�lw� ir� � �+ �wp p.
