Report#: File#: _P3_,2_0,_72 By-Law# Subject: TOWN OF NEWCASTLE DARLINGTON NUCLEAR EMERGENCY PLAN Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . THAT Report WD-10-93 be received; 2 . THAT the proposal from IER Planning Research and Management Services for the preparation of the Town of Pickering and the Town of Ajax Pickering Nuclear Emergency Plans and the City of Oshawa and the Town of Newcastle Darlington Nuclear Emergency Plans for a total cost of $64,093 be accepted FORTHWITH; 3. THAT the funding for the Town of Newcastle share for $16,023 be obtained from the Station Account "B" related to the Darlington Generating Station ($5,500) and the Joint Emergency Planning Program ($4,500) as previously approved by Council on December 14, 1992; 4 . THAT the Special Committee of Council on the Darlington Nuclear Generating Station be requested to provide an additional $6,023 from Station Account "B" for the preparation of the plan; /2 REPORT NO. : WD-10-93 PAGE 2 5 . THAT if the Special Committee of Council on the Darlington Nuclear Generating Station does not approve providing an additional $6,023 from Station Account "B" that $6,023 be obtained from the 1993 Budget for contingency (Account #7007- X-298) ; 6 . THAT Council pass the proposed by-law attached to Report WD- 10-93 and; 7 . THAT IER Planning Research and Management Services, Noel Marshall, David Low, Robert Henderson and Aleem Afridi be advised of Council's decision. ---------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Proposed By-law 2.0 BACKGROUND 2 . 1 At a meeting held on December 14, 1992, Council approved the hiring . of a consultant to prepare a Town of Newcastle Darlington Nuclear Emergency Plan. The estimate cost of $10,000 was to be funded with $4,500 from the Joint Emergency Planning Program and $5,500 from Station Account "B" related to the Darlington Generating Station Impact Agreement. 3.0 REVIEW AND COMMENT 3 . 1 Proposals Received The Towns of Pickering, Ajax and Newcastle and the City of Oshawa have jointly called for proposals for the preparation of Nuclear Emergency Plans for their respective municipalities . The proposals were received on Monday, February 15, 1993, and were reviewed on Thursday, February 18, 1993 . /3 REPORT NO. : WD-10-93 PAGE 3 Following is a summary of the proposals received: a) The Anison Company $38,500 The price quoted was for the preparation of plans for Pickering, Ajax, Oshawa and Newcastle. It is also the lowest bid received. However, the proposal has the municipalities doing most of the work. For this reason, the proposal was rejected. b) CAST Safety Systems $95,872 The quote of $95,872 was for the Town of Newcastle plan only. Similar proposals were submitted to the other three municipalities. The CAST proposals were rejected by all four municipalities. c) IER Planning Research and Management Services $64,093 This quote is for the preparation of plans for the four municipalities. In the proposal, IER has estimated the distribution of costs for each municipality as follows: PICKERING $18,507 AJAX $14, 158 OSHAWA $19,523 NEWCASTLE $12,905 The differences in cost are mostly related to the "developmental costs" in preparing the Pickering and Ajax plans . Since this developmental cost is related to all four plans, it has been agreed that the total cost of $64,093 will be split evenly between Pickering, Ajax, Oshawa and Newcastle. This results in a cost of $16,023 for each municipality. . . . /4 i REPORT NO. : WD-10-93 PAGE 4 3.2 Fundina On December 14, 1992, Council approved funding for the estimated cost of $10, 000 (Report WD-90-92, dated November 27, 1992) as follows: Joint Emergency Planning Program $ 4,500 Station Account "B" 5,500 TOTAL $10,000 It is recommended that the Special Committee of Council on the Darlington Nuclear Generating Station be asked to approve funding for an additional $6,023 from Station Account "B" . Box 623 Whitby, Ontario L1N 6A3 ATTENTION: Aleem Afridi, Emergency Co-ordinator i I THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 93- Being a By-law to authorize the entering into of an agreement between IER Planning Research and Management Services and the Town of Newcastle WHEREAS on March 1, 1993, the Council of the Town of Newcastle approved Report WD-10-93 accepting the proposal from IER Planning Research and Management Services for the preparation of the Town of Pickering and the Town of Ajax Pickering Nuclear Emergency Plans and the City of Oshawa and the Town of Newcastle Darlington Nuclear Emergency Plans. NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS: 1. THAT the Mayor and Clerk be authorized to execute on behalf of the Corporation of the Town of Newcastle and seal with the Corporate Seal, a Memorandum of Agreement between The IER Planning Research and Management Services and The Corporation of the Town of Newcastle in the form attached hereto as Schedule "A".
