THAT Report WD-20-93 be received; 2 . THAT the Mayor and Clerk be authorized to execute an agreement on behalf of The Corporation of The Town of Newcastle and seal with the Corporate Seal, an Agreement between Her Majesty the Queen in Right of Ontario, as represented by the Ministry of the Environment and Energy, and The Corporation of the Town of Newcastle, to hire four (4) students to complete the proposed projects outlined in the application approved by the Ministry; 3 . THAT Council pass the By-law attached to Report WD-20-93 (Attachment No. 3) ; and 4 . THAT the By-law and the Agreement be forwarded to the Ministry of the Environment and Energy, Attention: Yves Deschenes, Co- ordinator, Environmental Youth Corps, Human Resources Branch, and the Port Granby/Newcastle Environment Committee, Attention: Helen MacDonald. REPORT 1.0 ATTACHMENTS No. 1: Correspondence from Yves Deschenes, Co-ordinator Environmental Youth Corps Program, dated April 26, 1993 (MOEE 71) REPORT NO. : WD-20-93 PAGE 2 No. 2 : Correspondence from Yves Deschenes, Co-ordinator Environmental Youth Corps Program, dated April 26, 1993 (MOEE 657) No. 3: Proposed By-law (Copy of the Agreement is available in the Public Works Department) 2.0 BACKGROUND 2 . 1 In 1992, By-laws 92-126 and 92-172 were passed and The Town of Newcastle entered into an agreement with the Province to hire a total of four (4) students under the Environmental Youth Corps Program. The Students conducted waste audits at a number of local businesses, encouraged the use of backyard composting through efforts in public education and intensified waste reduction initiatives in Town of Newcastle workplaces . 2 .2 In 1993, application was made to the Ministry of Environment and Energy and the Public Works Department has received approval to hire four (4) students under the Environmental Youth Corps Program. 3.0 REVIEW AND COMMENT 3. 1 Projects In 1993, the following projects have been approved: a) Public education and outreach on composting and recycling; i i b) Implementation of the use of backyard and vermiculture composters; c) Enhancement of 1992 Environmental Youth Corps projects; d) Facilitation of the implementation of on-site composting in all multi-unit dwellings in the Town of Newcastle; and REPORT NO. : WD-20-93 PAGE 3 e) Assessment of the cost of and options for providing recycling services to the multi-unit dwellings of the .Town of Newcastle. 3 .2 Funding Funding for the project will be borne by the Province as approved in the attached application. 3. 3 Agreement The Ministry of the Environment and Energy requires that the employer enter into an agreement with the Ministry in order to participate in the program. Clause 5 . 6 requires that the Town obtain and provide to the Ministry written proof of liability insurance coverage for the participants of not less than one million dollars ($1,000,000) per occurrence within one week after the agreement comes into force and maintain the coverage in force. 3.4 Supervisor Day-to-day supervision will be provided by the Public Works Department with in-put provided from time-to-time by the Port Granby/Newcastle Environment Committee. Enclosed you will find a copy of your approved project proposal, three contracts, and a revised edition of the EYC Invoicing Guidelines.- Review your proposal carefully .for any modifications which may have been made .during the approval process. For example, changes may have been made to the number of participants allocated to your project or to the project start -and end dates. All three contracts must be signed by at least one senior member of your organization. As an EYC employer, you must obtain liability insurance coverage for your participants (refer to section 5. 6 of your contract) . Keep one copy of the contract for your reference and return the remaining two signed copies along with proof of liability insurance to the Ministry of Environment and Energy (Human Resources Branch.). EYC guidelines require that a fair. selection process be conducted for the recruitment of each position. All approved positions must be posted at Canada Employment Centres and/or Canada Employment Centres for Students. Regional Assistants may request to review your competition files, when visiting your organization during the course of. your project. To avoid funding- delays, review all the enclosed literature in this package to 'familiarize yourself with EYC procedures, and use the Invoicing Guidelines as a reference when preparing invoices or requesting advance funding. WHEREAS the Council of The Corporation of the Town of Newcastle has agreed to participate in the Environmental Youth Corps Program. NOW THEREFORE the Council of The Corporation of the Town of Newcastle hereby enacts as follows: 1. THAT the Mayor and Clerk be authorized to execute on behalf of The Corporation of The Town of Newcastle and seal with the Corporate Seal, an Agreement between Her Majesty the Queen In Right of Ontario, as represented by the Minister of the Environment and Energy, and The Corporation of the Town of Newcastle in the form attached hereto as Schedule "A".
