who attended the Information Centre.

2.0 BACKGROUND
2 . 1 Construction of a stormwater Management Facility and
Channelization for the West Branch of the Soper Creek was a

requirement for residential development of the West Branch of
the Soper Creek Watershed. Schickedanz Brothers Limited has
the largest development within the watershed. Therefore,
Schickedanz Brothers Limited is required through the execution
of a Subdivision Agreement, Plan 18T-87033, to assume
responsibility for the design and construction of the facility
and channelization.
An Information Centre was held on March 24, 1993, to provide
residents in the area with information regarding the
construction and to address concerns expressed by area
residents .
3.0 REVIEW AND COMMENT
3. 1 Approximately twenty-three (23) people attended the
Information Centre. A Question and Answer Fact Sheet was
distributed at the Information Centre (Attachment No. 3) .
Comments which were received at the Information Centre are
summarized in Attachment No. 4 .
4.0 CONCLUSION
4 . 1 Construction of the Stormwater Management Facility and
Channelization is scheduled to occur between June 15, 1993,
and September 15, 1993; however, construction outside the
creek bed may continue beyond September 15, 1993 .

Storm Water Management Facility and Channel
for the West Branch of Soper Creek
in Bowmanville
Q WHAT IS THE FACILITY'S PURPOSE?
A The facility is designed to control the post development storm
water rates of flow to the predevelopment (existing)
conditions for storm events up to the 1 in 100 year storm
event, while not exceeding the downstream floodlines and flow
depths .
Q WILL THE FACILITY AND CHANNEL BE ON PUBLIC PROPERTY AND WHO
WILL MAINTAIN IT?
A The facility and channel will be built on lands owned by or
controlled by the Town of Newcastle. The Channel passes
through some privately owned lands on which easements have
been obtained. The land owned by one private owner, who has
not granted an easement, will not be disturbed. The Town of
Newcastle will maintain the facility and channel when it is
completed.
Q WHO WILL PAY FOR THE PROPOSED CONSTRUCTION?
A The facility and channel will be 100% paid by the developers
benefiting from the works .
Q ARE GOVERNMENT APPROVALS IN PLACE FOR THE WORK?
A Yes, approvals have been received from all necessary agencies
including:
• the Central Lake Ontario Conservation Authority
(C.L.O.C.A. ) ;
• the Ministry of the Environment (now the MOEE) ;
• the Ministry of Natural Resources (MNR) ;
• the Northumberland-Newcastle School Board.
Approvals are anticipated soon from the Town of Newcastle.
Construction will not proceed until these are obtained.

Q HOW DOES THE FACILITY WORK?
Q The facility comprises a 2-cell stormwater management and
water quality facility with a lined outfall channel . The
upstream cell is designed to facilitate the collection of
sediment. The cell will be drained by a perforated pipe which
will outlet downstream of the second cell. This pipe is
designed to promote infiltration and hence 1groundwater
recharge.
For storms greater than a 2 year event, the upstream cell will
overtop the berm and storm water will be controlled by the
downstream berm. The combination of both cells will provide
storm water control up to the 100 year event. Flows in excess
of this event are designed to overtop the berm.
The downstream channel is designed to convey flows up to the
2-year storm. Flows in excess of this storm will overtop the
channel . Floodlines under existing conditions are not
exceeded under post development conditions .
Q WILL ANY EXISTING TREES HAVE TO BE REMOVED?
A Special attention has been made to maximize the retention of
the existing trees . The downstream channel has been designed
to meander around existing trees . Only the trees in the area
of the downstream berm will be removed to construct the berm.
Q WHAT ENVIRONMENTAL CONSIDERATIONS HAVE BEEN INCLUDED?
A The facility is also designed to protect the sensitive cold
water fisheries downstream in the Soper Creek. This has been
achieved by promoting sediments to settle out in the upstream
cell. Also, the protection of the existing tree cover, and
the planting of new trees, will provide shading of the channel
which minimizes warming and hence facilitates the protection
of the coldwater fisheries.
Special attention will be made during construction to minimize
sediments being carried downstream while the ground is
disturbed.
The incidence of flooding of the existing trees in the
downstream cell has been minimized by the construction of the
upstream berm.

RE: Comments Received at Information Centre, March 2A, 1993
Stormwater Management Facility and Channelization
West Branch of Soper Creek
As a follow up to our March 24, 1993 Information Centre concerning the proposed SWM Facility and
Channelization for the West Branch of Soper Creek, we have summarized the concerns and comments of
residents who attended the meeting. We have attached copies of the sign-in sheet from the meeting and
the Question and Answer Fact Sheet which was provided to all attendees.
In general, we feel that the display was well received by the attendees and that many of their concerns
were sufficiently addressed in discussions with yourself and us. A total of 18 people signed the sign-in
sheet, while approximately 5 additional people attended without signing in.
Specific concerns/comments and how they have been or will be addressed follow:
1. Comment: Praise for the quality of the drawings and the display, but scepticism from a few
people as to whether the drawings were too slick and might therefore shield what
was "really" happening.
Resolution: The drawings were prepared for the presentation to make them look less
"engineered" and to provide a realistic picture of what the facility will look like
after construction is completed.
2. Comment: Why had some residents not heard of the project previously?
Resolution: The facility and channel were supposed to have been constructed prior to many
of the newer developments being constructed. Residents along King Street were
notified in 1989 of the facility and an Information Meeting was held with them
at that time. Unfortunately, the facility was delayed in the approval process by
CLOCA, MNR and MOE. Since the design concept was only recently approved
by all the authorities, it would have been premature to notify residents again
without an approved design.

3. Concern: Why is Schickedanz Brothers Limited leading the project?
Resolution: Since Schickedanz Brothers Limited were one of the larger upstream developers
to commence construction, the Town requested that they assume responsibility for
the design and construction of the SWM Facility and Channelization
construction. The cost of construction will be shared by all benefitting
developments and will be subject to a Front Ending Agreement with the Town.
4. Concern: Is the SWM Facility really needed?
Resolution: The facility is required to control the quality and quantity of water which will
discharge from the west branch of Soper Creek to the main branch of Soper
Creek.
5. Concern: Is this a watershed solution or just a solution for future development?
Resolution: The facility is designed as a watershed solution. The facility will provide
qualitylquantity control for both existing and new development. It was pointed
out to several homeowners that the facility actually serves their homes as well.
6. Concern: Is runoff from other drainage areas being diverted into this facility?
Resolution: The existing pre-development drainage boundaries will be maintained and
therefore, no runoff from adjacent drainage areas will be diverted into this
facility.
7. Concern: Will the flooding of areas downstream of the facility be increased/decreased after
construction?
Resolution: The facility is designed to maintain existing floodlines to pre-development levels
as set by CLOCA. Residents were reminded that the floodplain area downstream
of the facility will therefore, continue to flood after construction.
8. Concern: Is there any chance the project will not proceed?
Resolution: Approvals have been received from MNR, MOE and CLOCA. The facility is
required now to address existing water qualitylquantity concerns in addition to
the future concerns, The facility has the full support of the Town.

9. Concern: The construction of the south berm will require some trees to be cut down.
Resolution: While it will be necessary to remove some trees to construct the south berm, a tree
and shrub planting program will be undertaken to replace the removed trees.
10. Concern: Trees will be cut down as a result of the channel construction.
Resolution: While questions about the status of specific trees could not be addressed at the
meeting,residents were assured that the proposed channel alignment was selected
to minimize and where possible, eliminate the removal of trees.
11. Comment: The area where the proposed facility will be located needs to be "cleaned up"
anyway.
Resolution: Construction impact in the south cell will be minimal. Post-construction seeding,
tree and shrub planting, and pedestrian access will enhance the aesthetics of the
north cell.

12. Concern: Will there be pedestrian access to the area?
Resolution: The existing and proposed developments adjacent to the facility have been
designed to include the potential for pedestrian access through the area. The final
location of walkways within the facility will be approved by the Town Parks
Department.
13. Concern: There is flooding currently occurring at the newly constructed footbridge
immediately south of the proposed facility.
Resolution: The channel invert elevation will be lowered greater than 0.60m at this location.
The footbridge has been constructed to match the proposed elevations of the
channel.

14. Comment: A wet pond solution would have been better.
Resolution: Given the storage requirements and the concerns over liability with respect to a
wet pond, this option was considered impractical for this application.

15. Concern: One Peachtree Crescent resident was concerned that a fence would be
constructed around the pond which would therefore impact their view.
Resolution: A fence is recommended to limit pedestrian access to the facility.
16. Concern: The low flow channel in the south will be dry.
Resolution: Under low flow conditions, runoff will be piped underground from the north
berm to south of the south berm to promote the cooling of the water and
groundwater recharge (if any).
17. Concern: Mr.Nimigon still believes a piped solution across his property is the best solution.
Resolution: Mr.Nimigon was informed that the MNR and CLOCA have rejected this option.
18. Concern: Some residents expressed concern that the channel would not be constructed
across the Nimigon property.
Resolution: Since Mr. Nimigon has not agreed to an easement across his property, the Town
cannot construct or maintain the channel in this section. However,funds will be
included in the cost sharing to cover a future easement and channel construction.
19. Concern: One Highway#2 resident was concerned that the bridge that is to be constructed
over the channel at the back of her property as part of her agreement to grant
the easement would be forgotten.
Resolution: The proposed bridge will be shown on the landscape plans and constructed as
part of the landscaping contract.
20. Concerns: Construction scheduling, noise, dust, etc...
Resolution: Residents were informed that construction within the existing creek bed can only
occur between June 15 - September 15 (MNR's window), however, construction
outside the creek bed may continue beyond September 15. Noise and dust will be
mitigated as best as possible. Anticipated disruptions will be those normally
associated with construction sites.

21. Concerns: The cost of maintaining the facility.
Resolution: Maintenance will be the responsibility of the Town. The facility is designed to
minimize maintenance operations, and therefore, cost.
We trust this summation accurately reflects the comments/concerns we received at the meeting and our
responses to these concerns. If any comment sheets are submitted to you subsequent to our Information
Centre, please forward them to us for our records.
