Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-22-93 be received;
2 . THAT the location of the existing GO Bus stop at 52 King
Street West remain unchanged; and
3 . THAT Mr. Garth Gilpin and Ms . Barbara Cunningham be advised of
Council's decision.

2.0 BACKGROUND
2 . 1 At a meeting held on April 26, 1993, Council passed
resolution #C-313-93:

"THAT the correspondence dated April 16,
1993,from Garth Gilpin, Secretary-Treasurer
and General Manager, Bowmanville Business
Centre, requesting that Council request that
the GO Bus stop located in front of 52 King
Street West be moved to coincide with the
Voyageur bus stop located within the same
block, be received;
THAT the correspondence be referred to the
Director of Public Works for review and
preparation of a report to the General Purpose
and Administration Committee; and
THAT Garth Gilpin be advised of Council's
decision. "
2 .2 At a meeting held on May 10, 1993, Council passed
resolution #C-347-93:

"THAT the correspondence dated May 3, 1993,
from Barbara Cunningham, Scugog Professional
Building, regarding the relocation of a GO bus
stop to 98 King Street West, be received;
THAT the correspondence be referred to the
Director of Public Works to be considered in
conjunction with the review of this matter;
and
THAT Barbara Cunningham be advised of
Council 's decision. "

3.0 REVIEW AND COMMENT
3. 1 This matter was reviewed during 1992 at the request of Peter

WD-52-92 (Attachment No. 2) , as approved by Council,
recommended:
"THAT the existing GO Bus stop location at 52
King Street West remain unchanged. "
3.2 The correspondence from the Bowmanville Business Centre
suggested the possible relocation to an area near 98 King
Street West under the misunderstanding that this was the
regular stop for a Voyageur bus and that no complaints had or
would be received from the neighbouring businesses .
Discussions with Bowmanville Travel, which schedules
passengers for the Voyageur Bus Line, indicated that the bus
stops briefly near the Bank of Montreal and has not stopped at
98 King Street West for approximately four (4) years . The
voyageur bus which interferes with traffic, only stops for
scheduled passengers, which may require five (5) stops per
week in contrast to the GO Bus which has an hourly schedule.
3 . 3 Traffic Studies over the past number of years and discussions
with GO Transit all favour keeping the existing location. The
correspondence from Barbara Cunningham indicates she does not
support the proposed relocation of the GO Bus stop. The
existing location is 400 metres (1,312 feet) from the stop at
the Veltri Building and 320 metres ( 1,050 feet) from the
Vanstone Bridge stop location. Eliminating the stop would
create a walking distance of 720 metres (2,363 feet) between j
the two locations . The distance between the stops would
inconvenience riders, reduce ridership, seriously affect
elderly passengers and reduce accessibility to downtown
businesses .
3.4 Provincial initiatives dealing with fully accessible transit
services and general planning principles all promote central

business areas through transportation by encouraging public
transit routes and stops .
3 .5 Elimination of the stop at 52 King Street West, because of
littering or other inconveniences, could create a domino
effect and encourage other businesses to request their stops
be removed.
3 . 6 GO Bus drivers are required to stop at officially designated
and marked bus stop locations to improve efficiency, traffic
movement and passenger safety. If designated GO Bus stops are
eliminated the drivers are still obligated to stop for
passengers at any location, marked or not, if it can be done
without endangering passenger safety. If stops are eliminated
the buses may be forced to stop in the travel lanes and block
traffic while passengers enter and exit the vehicle.

3 . 7 The stop at 52 King Street West has a garbage receptacle but
there is insufficient room to accommodate any type of bus
shelter. Mr. Kowal has stated he does not wish to have a
bench placed in front of his business as it would only attract
other pedestrians throughout the day.
4.0 CONCLUSIONS

4. 1 From the above, it is concluded that the location of the
existing GO Bus stop at 52 King Street West should remain
unchanged.

stop located directly in front of his business at 52 King

3.0 REVIEW AND COMMENT
3 . 1 Many of the concerns which Mr. Kowal listed in his letter do
not occur on a daily basis nor are they necessarily directly
attributable to the GO Bus stop. Littering and vandalism
occur to some extent at most businesses on King Street and a
refuse container is available at the bus stop. Nevertheless,
many of his concerns are valid and affect other businesses
which have a GO Bus stop adjacent to their property. The main
disadvantage for Mr. Kowal is that his business entrance is
an alcove which provides shelter for riders waiting for the
bus .
3 .2 The existing location at 52 King Street West is physically the
best location available for both GO Transit and the riding
public . The only other possible location suggested would be
near 84 King Street West which also has an alcove entrance and
would generate the same type of problems which Mr. Kowal has
mentioned and would be more difficult for the bus drivers to
manoeuvre into. There is insufficient space to install a bus
shelter at either location due to the narrow road allowance.
GO Transit is prepared to offer a bench if Mr. Kowal would
accept one at his location.
3 . 3 GO Transit has indicated that no other suitable location is
available, but is prepared to remove the bus stop at 52 King
Street if requested by Council. This would force the riders
to walk to other GO Bus stops located at the Veltri Complex
and Vanstone Bridge. The removal of the bus stop would create
a walking distance of 720 metres (2362 feet) between the two
locations . The distance between stops would inconvenience
riders, reduce ridership, seriously affect elderly passengers ,
and reduce accessibility to downtown businesses . George
Webster, Chair of the Bowmanville Business Improvement Area,
has indicated that the merchants would not wish to lose a bus
stop as it does make the downtown area more accessible.

3.4 If the GO Bus stop is to remain at its present location the
only improvement which could be made is to ensure that GO
Transit installs a bench for the use of the riders.
Unfortunately, Mr. Kowal does not wish to have a bench
installed as he feels it could attract other undesirable
groups .
4.0 CONCLUSIONS
4 . 1 From the above, it is concluded that there is no available
alternate location for the GO Bus stop.

RE: GO Bus Stop
52 King St. W. , Bowmanville
As you may be aware, the stop for the westward bound Go Bus, is directly in
front of our office, at 52 King Street West, Bowmanville. It has been located here
for many years, and is a constant source of aggravation for us as a business and
a property owner.
We have endured very unpleasant conditions over the years directly related
to the bus stop, and take the liberty of listing some of them:
- food stuff left and spilled on our entrance steps
- cigarette butts littering the entrance way to our office
- people vomiting and urinating in our doorway and on our entrance steps
- very foul language used by people waiting for the bus, which is heard within
the office
- youths sitting in our entrance, blocking customers and employees entry
- broken glass bottles, on our steps and sidewalk in front of the office
- vandalism - ripped door screen (at least 15 times) , and door glass broken
- people spitting on our windows, door, and steps
- we could go on and on.
We realize the importance of the bus stop for commuters, and that it needs a
convenient location, however, 'we feel we have had our fill of it being directly in
Font of our building. In fact, it seems to us we have had more than our turn, done
:ore than our share, put up with more than is good for the blood-pressure, etc.
May we tlien respectfully request that an alternative location be found for the
estward bound Go Bus.Stop. A shelter for waiting passengers would also be a good
idea. Arly help you can give us in this regard would be appreciated.

At the most recent meeting of the Board of Management, held on
Tuesday, April 13 , 1993 , the following motion alas passed:
"That Council be urged to request that the (GO) bus stop in
front of 52 King Street West (Bowmanville) be moved to coincide
with the Voyageur bus stop which is located within the same
block, as it is a continuing nuisance to several businesses in
that area, including Jamieson Tir,=, Peter Kowal Real Estate
Limited, Bowmanville Audio-Vision Ltd . and the Canadian
Statesman. "
The problems connected with this location are detailed in the
correspondence which is attached, including a copy of a letter
which was sent to the Mayor, dated February 25 , 1992 . The
proposed site is in front of a parking .lot and should not.
become a concern to other businesses .
Early action on this long-standing problem would be greatly
appreciated.

With regard to the above we would like to put forward our
objections for the following reasons : -
1 . Littering
2 . Blocking off eight businesses
3 . We have Private Parking
4 . Foul language and vandalism
5 . Too close to stop light
6 . NO PARKING signs posted by Town from this location to lights .
We would also point out that we have a limit of a 5 garbage bag
allowance and could not cope with cleaning up any mess that may occur
related to the bus stop.
