2.0 BACKGROUND
2 . 1 The breakup of roads during the spring of this year has been
the most severe in recent memory. Provision was made in the
approved 1993 Budget for an expenditure of $230,000 for
surface treatment. This amount will not be adequate to

restore the many sections of the roads which were damaged.
3.0 REVIEW AND COMMENT
3. 1 Provision was made in the approved 1993 Capital Budget for
construction of storm sewers on King Street East from Ontario
Street to Frank Street. As noted on the project detail sheet,
Attachment No. 1, the funding for the project was to be
$55,000 from normal subsidy, $215,000 supplementary subsidy
and $270,000 from the tax levy. The Ministry of
Transportation has advised that the $215,000 supplementary
subsidy will not be available. It is proposed that $100,000
of the $270,000 tax levy budgeted for the storm sewer project
on King Street East be re-allocated to the surface treatment
program.
3.2 This report has been reviewed with the Treasurer who agrees
with the recommendation.
