THAT Report WD-25-93 be received; and 2 . THAT the By-laws attached to Report WD-25-93 be forwarded to Council for approval. REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2 : By-law amending general provisions and creating a new Schedule XXXII to By-law 91-58 No. 3: By-law amending Schedules 1 and 2 of By-law 91-58 2.0 BACKGROUND 2 . 1 The reconstruction and widening of King Street East and Mearns Avenue will be completed by mid-July. The widening of King Street provides for two (2) lanes eastbound and westbound, plus a centre left-turn lane. It is necessary to make amendments to the Consolidated Traffic By-law to provide for signing King Street East to provide for the left-turn lane and other changes . Ij REPORT NO. : WD-25-93 PAGE 2 3.0 REVIEW AND COMMENT 3 . 1 The new configuration of the traffic lanes and the centre left-turn lane are illustrated on Attachment No. 1. In order to provide for the changes, the following are required: (a) Amend the general provisions of the Consolidated Traffic By-law to create a Schedule XXXII and to provide for the left-turn lane. The proposed By- law (Attachment No. 2) will achieve this. (b) King Street from Liberty Street to Haines Street (which is located 2 . 0 kms east of Mearns Avenue) is now posted' as 'No Parking' . The new centre turning lane, will now require a change to , create a 'No Stopping Zone' . This will prevent people from stopping in the through traffic lanes and causing congestion. Section 12, "One-way Highways", of By-law 91-58 is amended by adding the following reference: 12. (2) The HIGHWAYS set out in Column 1 of Schedule XXXII to this By-law having been divided "into clearly marked lanes for vehicular traffic between the limits set out in Column 2 of the said Schedule, each of the said lanes indicated in Column 3 of the said schedule, during the times or days set out in Column 4 of the said schedule is hereby designated for vehicular traffic moving in the particular direction set out in Column 5 of the said schedule and such designation shall .be indicated by an official sign. 2. List of Schedules of By-law 91-58 is amended by adding the following reference: XXXII ONE-WAY TRAFFIC LANES 3. By-law 91-58 is amended by adding the following schedule: SCHEDULE XXXII ONE-WAY TRAFFIC LANES Column 1 Column 2 Column 3 Column 4 Column 5 Times Highway Between Lanes or Days Direction King Street 50 metres Centre Anytime Eastbound West east of and (Bowmanville) Durham Westbound Regional left turning Road 14 and 50 metres west of Mearns Avenue ATTACHMENT NO. 2 WD-25-93 4. This By-law shall come into force on the date that it is approved by the Council of The Regional Municipality of Durham and when signs to the effect are erected. BY-LAW read a first and second time this 12th day of July, 1993. BY-LAW read a third time and finally passed this 12th day of July, 1993. Schedule I, "NO STOPPING", of By-law 91-58 is amended by adding the following reference: Column 1 Column 2 Column 3 Column 4 Highway Side Prohibited , Between Time King Street North-and Durham Anytime - (Bowmanville) South Regional- Road 14 and Haines Street 3. This By-law shall come into force when signs to the effect are erected. BY-LAW read a first and second time this 12th day of July, 1993.
