THAT Report WD-29-93 be received; 2 . THAT staff be authorized to hire an adult school crossing guard for the intersection of Nash Road and Fourth Street in Courtice to commence in September, 1993 and that the cost be funded from the contingency account for 1993; and 3. THAT Mrs . Charlene Wilbur of 23 Lynwood Avenue, Courtice, be advised of Council's decision. --------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Correspondence from Mrs. Charlene Wilbur 2.0 BACKGROUND 2 . 1 By letter dated April 28, 1993, (Attachment No. 1) Mrs. Charlene Wilbur of 23 Lynwood Avenue advised the Town of the potential hazard related to school children crossing Nash Road at Fourth Street in Courtice. 2 .2 Subsequently, staff conducted a school crossing guard need study on three (3) occasions and the results indicated that REPORT NO. : WD-29-93 PAGE 2 school children had experienced between 50 to 70% delay time in crossing Nash Road. 2 .3 Pursuant to Council's adopted policies, a school crossing guard would be required if the delay time is in excess of 50%. This location therefore requires an adult school crossing guard. 2 .4 At the budget deliberations in early spring of this year staff pointed out that the school crossing guard budget does not contain extra funds for any additional guards for 1993 . Council indicated that should a future need be identified, the funds will be drawn from the Town's contingency account for 1993 . The estimated cost for 1993 is $2,000 and for a full year is $5,000 . The Treasurer has advised that there is sufficient money in the contingency account to cover the cost. Respectfully submitted, Recommended for presentation to the Committee, Walter A. Wu ; PJA NviNG DL P,', TM.ENT I am writing to you regarding the intersection of Fourth St . and Nash Road in Courtice. This intersection is between Courtice Secondary School and Courtice North Public School . I have two children who attend Courtice North Public School and we find it a challenge everyday trying to cross Nash Road. Today I watched horrified as another child narrowly missed being hit by a car as he crossed Nash Road on his bike . It can be busy enough , that those of us who have to cross Nash Road at Fourth Street end up taking a chance crossing with hopes that the traffic will see us and slow down . Other parents who do not have to cross Nash Road have expressed their anger at the speeds that vehicles travel by the time they reach Fourth Street and Nash Road . There is a major problem with the traffic coming from the high school , = alot of these drivers have absolutely no regard for the speed limit and the safety of others . The police have set up radar occasionally but this is costly and so far not too effective effort to a problem that is occuring every single day ! With the expansion of Courtice North Public School to include Grades 7&8 in the very near future and the increase of drivers at Courtice High School the traffic will only be increasing and so will the danger . We are afraid that there is going to be an injury or a death as a result of trying to cross Nash Road or people parked on the side of Nash Road picking up their children at Courtice North Public School . Last October my children and I were walking on the sidewalk approaching the intersection . A parent had just picked up her children and was pulling on to Nash Road not realizing that the truck approaching behind her from the high school was driving in excess of the speed limit . The teenager in the truck had to lock up his brakes and temporarily lost control of his truck because he was going too fast ! Luckily for us , he was able to ..regain contro-l-...of.-bi.s t,r,uck.-. because he had been heading directly for ups on 'the sid weak: Answer �. There would be two major advantages to doing this : 1 . It would slow traffic down considerably by not allowing the vehicles to pick up speed as they do now by the time they reach Fourth St . 2 . If traffic had !.to stop this would allow people on foot to safely cross Nash Rd. and allow cars pulling on to Nash Road to do so at a much slower and safer speed. Of course a third advantage would be the tax dollars saved by not needing police there with radar or the cost of paying a crossing guard. It is my sincerest wish that you will follow through on this matter , as it will not get better only worse as traffic increases ! Please do this as soon as possible before someone is hurt or worse - killed ! Please do not hesitate to contact me if you have any questions or comments .
