Subject: INSTALLATION OF TRAFFIC CONTROL SIGNALS AT THE INTERSECTION
OF TOWNLINE ROAD (REGIONAL ROAD #55) AND NASH ROAD
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-30-93 be received;
2 . THAT the Region of Durham be advised that the Municipality of
Clarington agrees to pay 25% of the cost of the installation
of traffic control signals at the intersection of Townline
Road (Regional Road #55) and Nash Road based on a total
estimated cost of $50,000;
3 . THAT the Municipality of Clarington's share be obtained from
the Public Works lot levy reserve fund; and
4. THAT C.W. Lundy be advised of Council's decision.

2.0 BACKGROUND
2 . 1 At a meeting held on June 28, 1993 Council passed
Resolution #C-464-93:

"THAT the correspondence dated June 16, 1993, from C.W. Lundy,
Regional Clerk, Regional Municipality of Durham, requesting
that the Town of Newcastle cost share on the installation of
traffic control signals at the intersection of Regional Road
#55 (Townline Road) and Nash Road, be received;
THAT the correspondence be referred to the Director of Public
Works for review and preparation of a report to be submitted
to the General Purpose and Administration Committee; and
THAT C.W. Lundy be advised of Council's decision. "
3.0 REVIEW AND COMMENT
3 . 1 The background and need for traffic signals at the Nash
Road/Townline Road intersection are detailed in Report 93-W-79
which is attached to the correspondence from Mr. Lundy. It is
important to note that the installation of traffic signals at
this intersection do not meet the warrants of the Ministry of
Transportation. Therefore there will be no subsidy on the
installation and maintenance of the traffic signals until such
time as the warrants are met.
3.2 Based on the estimated cost of $50,000, the Town's share,
assuming 25% from the City of Oshawa and 25% from the
Municipality of Clarington, is $12,500 .
4.0 CONCLUSIONS AND RECOMMENDATIONS

4 . 1 Although the Townline Road/Nash Road intersection does not
meet the Ministry of Transportation's warrants for the
installation of traffic signals, the signals should be
installed. It is therefore recommended that the Region of
Durham be advised that the Municipality of Clarington will pay
25% of the cost of the installation based on an estimated cost
of $50,000 .

on June 9, 1993 Council adopted the following amended
recommendations of the Committee:

REQUEST FOR SCHOOL CROSSING PROTECTION ON REGIONAL ROAD 55
(TOWNLINE ROAD) IN THE VICINITY OF COLLEGE PARK SCHOOL.
Recommendation
A) THAT the Region agree to cost share in the installation of
traffic control signals at Regional Road 55 (Townline Road)
and Nash Road.
B) THAT a copy of this report be forwarded to the Town of
Newcastle, the City of Oshawa, Ms . T. Keys, Mr. and Mrs .
Ewanko and Mrs . R. Satelmajer, Principal, College Park School.
C) THAT the Town of Newcastle, the City of Oshawa and College
Park School advise the Region of Durham of their willingness

Mrs . R. Satelmajer, Principal of College Park School and area
residents are requesting school crossing protection to ensure the
safety of students attempting to cross Townline Road. Enquiries
have been received in the past communicating similar concerns
regarding the high operating speeds on Townline Road since it was
reconstructed in 1992 to a 4 lane urban cross-section.
Townline Road is a Type "A" Regional Road , which carries
approximately 10,500 vehicles per day. This section of road has a
posted 60 km/h speed limit, however, speed studies indicate an
average operating speed in excess of 72 km/h north of Nash Road.
Based on 1991 student registration data provided by College Park
School, approximately 70 out of an enrolment of 155 students reside
in the Town of Newcastle, of which 38 students live within suitable
proximity to walk to school across Townline Road.
In ascending order of assistance, consideration is normally given
in these circumstances to the use of school patrols, adult crossing
guards, pedestrian crossovers, pedestrian traffic signals or full
intersection traffic signals . It was immediately obvious that the
volume of traffic on Townline Road, combined with the high
operating speeds, did not permit the use of school patrols, adult

crossing guards or a
g qu pedestrian crossover. Recent studies failed
to meet the minimum prescribed criteria to justify a full traffic
control signal installation as outlined in the Ministry of
Transportation warrant. Similarly, the volume of pedestrian
traffic was too low to meet the criteria for a pedestrian signal
installation.
In meeting with representatives from College Park School, the Town
of Newcastle and the City of Oshawa, jurisdictional issues
regarding the responsibility for the financing of school crossing
protection surfaced due to the lack-of a boundary agreement between
the Town of Newcastle and the City of Oshawa. The City has
indicated that the majority of children crossing Townline Road
originate in the Town of Newcastle and that although the City has
in the past participated in funding signals on Regional Roads, the
element of cost sharing in this case should be between College Park
School and the Town of Newcastle. The Town considers the matter of
responsibility and jurisdiction a City matter as the school is
located within the municipal boundaries of the City of Oshawa and
is the prime generator of the pedestrian crossings .
In attempting to find a technical resolution which would be in the
best interest of all parties, it is recommended that a full traffic
signal be installed at the intersection of Townline Road and Nash
Road. Signalizing Nash Road would provide for both pedestrian and
vehicular activity and is preferred to the installation of
pedestrian actuated signals adjacent to College Park School which
would- normally be-considered=-in this application. Given the fact-
that all parties support the Nash Road scenario and that traffic _
conditions at this site suggest that a signal may soon be
warranted, it is proposed that the Region participate in the
funding for this non-warranted installation to an extent not to
exceed 50 percent. It is suggested the remaining 50 percent be
cost shared between College Park School, the Town of Newcastle, and
the City of Oshawa.
The cost of installing signals at this location is estimated to be
approximately $50, 000 . 00
