Subject: CRITERIA USED TO DETERMINE WHEN TO REPLACE VEHICLES AND
HEAVY EQUIPMENT
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-31-93 be received; and
2 . THAT Council approve the guidelines for the replacement of
vehicles and heavy equipment in the Public Works, Community
Services and Fire Departments as follows:
Tandem and Single Axle Trucks every ten
( 10) years;
Gradalls, Loaders and Graders every eight (8)
years; and
Small Trucks every four (4) to seven (7) years .

2.0 BACKGROUND
2 . 1 During the 1993 budget discussions, Council gave direction
that a report be submitted to the General Purpose and
Administration Committee outlining the criteria used by the
Public Works Department in making recommendations to Council
for the replacement of equipment. Direction was also given
that no equipment be purchased (by any department) until the
report has been considered by Council.
3.0 REVIEW AND COMMENT
3. 1 Rental Rates and Equipment Reserve Fund - Public Works
Department
The Ministry of Transportation has two (2) methods by which
subsidy is provided to municipalities for the cost of road
maintenance equipment:
(i) By providing subsidy at the time of purchase of new
equipment. Generally, for a considerable number of
years, this method of providing subsidy has been used by
rural townships and some counties .
(ii) By providing subsidy on the actual use of equipment on
an hourly basis . Each year, the Ministry of
Transportation issues "Rental Rates" for the various
pieces of equipment which are to be used in determining
the rate at which the equipment is to be charged to the
various operations carried out in maintaining the roads .
These rental rates also apply if a municipality carries
out some of the reconstruction of roads with their own
forces and equipment. The rental received, as a book
value, is then placed in an "Equipment Reserve Fund"
which is used to replace the equipment when required.
This is the method used by the Public Works Department.

(iii) The estimated balance in the Public Works equipment
reserve, as of December 31, 1993, after budget draws, is
$600,000 .
3 .2 Community Services and Fire Departments
The Community Services Department has a parks and recreation
equipment reserve with an estimated balance, as of December
31, 1993, after budget draws, of $37,000 .
The Fire Department has a fire equipment reserve with an
estimated balance, as of December 31, 1993, after budget
draws, of $39,000 .
3. 3 Criteria Used for Replacing Equipment
Following are the criteria which are used to determine when to
replace equipment:
(a) Anticipated future repairs;
(b) Anticipated downtime;
(c) History of repairs; and
(d) Estimated trade-in value.
Attachment No. 1 provides a record of replacement and
purchases of additional vehicles and heavy equipment from 1988
to 1992 inclusive for the Public Works, Community Services and
Fire Departments . Generally, it has been found that the dump
trucks should be replaced about every ten ( 10) years . If the
trucks are kept for a longer period, major repairs such as
engine replacement will be needed. These items are not only
costly, but result in a considerable amount of downtime. As
downtime increases the level of service will decrease or spare
trucks/sanders/plows would have to be kept to maintain the
level of service.
It can be noted from the list of equipment replacements from

1988 to 1992 that pickup trucks have been replaced when they
were from 4 to 7 years old.
One factor to be considered is that by the time a vehicle has
been in our fleet for ten ( 10) years, the mechanics and the
Fleet Superintendent have a very good knowledge of the vehicle
and their recommendations regarding replacement carry a great
deal of weight.

3 .4 Proposed Equipment Purchases in 1993 - Public Works Department
Following are the reasons for the recommended equipment
replacement in the 1993 Capital Budget:
(a) 1984 Ford Dump/Plow/Wing/Sander and 1983 Ford
Dump/Plow/Wing/Sander
These two (2) vehicles are being replaced because of age
and body rust.
(b) 1988 Champion Grader
Normally a grader is replaced about every 8 years.
However, in 1988 a decision was made to reduce the
number of graders in the fleet from three (3) to two
(2) . As a result, the 1988 grader has been used
extensively. It is the opinion of the Fleet
Superintendent that it is cost-effective to replace this
grader this year.
(c) 1977 I.H.C. with Loader and Mower
This equipment will be replaced with a new tractor and
reach mower.
(d) 2 Ton Truck with Boom (New)

The main reason for the recommendation to purchase this
equipment is to make it possible for our work crews to
perform certain functions in a safe manner and in
accordance with safety regulations. The types of work
for which this equipment will be used are:
(i) Removal of small branches overhanging the roads
which interfere with traffic. In the past, this
has been accomplished by putting a worker in the
bucket of a loader to raise the worker to the

level required to remove the branch. This method
is not considered to be safe and is in violation
of safety regulations .
(ii) Installation of signs .
This equipment will be used mainly by the Traffic
Section of the Public Works Department. The equipment
would also be available to other departments .
Each year, a contract is called for the removal of large
trees and branches. However, there are many occasions
where a tree or branch must be removed immediately. It
is very expensive to call a contractor in to do this
work and the contractor is not always able to. respond as
quickly as we would like from a safety viewpoint.
3 .5 Proposed Equipment Purchases in 1993 - Community Services
Department
a) 1985 G.M.C. 1/2 Ton Pickup
This vehicle has been heavily used and because of its
deteriorated condition has been used in recent years to
drag and line baseball diamonds.

b) Two Ton Crew Cab Truck
The horticultural crew consists of 5 seasonal employees
who have shared a pickup truck with Andy Gryg,
Horticulturist. As a result, the lack of appropriate
and adequate transportation has interfered with getting
materials and staff to the jobs of various locations .
3.6 Proposed Equipment Purchases in 1993 - Fire Department
a) 1979 G.M.C. Pumper
This vehicle was taken out of service because of
Occupational Health and Safety concerns .

The vehicles and heavy equipment have been listed by
department, by type, by year of purchase and by probable year
of replacement to assist in understanding the fleet of
equipment.
3 . 8 What Contractors Do
In 1988, the Town entered into a five (5) year contract with
Browning-Ferris Industries for the collection of garbage and
in 1992 the Town and other municipalities entered into a five
(5) year contract with Miller Waste, Systems for the collection
of recyclables from Blue Boxes. In both cases, the
contractors started the contract with new equipment. One can
only conclude that both companies consider it to be good
business to have relatively new and reliable equipment.
