THAT Report WD-35-93 be received; 2 . THAT parking be prohibited on both sides of Prince Street, Bowmanville, in accordance with the residents, requests; and 3 . THAT the proposed By-law attached to Report WD-35-93 be passed by Council . REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2: By-law to amend Schedule I of By-law 91-58, "No Stopping" No. 3: By-law to amend Schedule II of By-law 91-58, "No Parking" 2.0 BACKGROUND 2 . 1 At a regular meeting of the General Purpose and Administration Committee held on Monday, June 21, 1993, direction was given to the Director of Public Works to review the parking on Prince Street, in view of the fact that it was under construction. REPORT NO. : WD-35-93 PAGE2 3.0 REVIEW AND COMMNT 3 . 1 The reconstruction of Prince Street from Regional Road 14 to .Simpson Avenue was designed as an urban cross section with a ten (10) metre (32 . 8 foot) surface with curb and gutter. The pavement width was designed to accommodate one ( 1) parking lane of 2 .5 metres (8 .2 feet) and two (2) traffic lanes of 3.5 metres ( 11.5 feet) each. Parking is presently prohibited on the south side of Prince Street. 3 .2 The. Public Works Department, in discussions with the Senior By-law Enforcement Officer, proposed the introduction of parking meters and pavement markings for the north side of Prince Street, from Frank Street to the Hospital. The introduction of meters would encourage staff and long-term visitors to use the Hospital parking lot. The location of the meters and painted parking stalls would reduce the amount of on-street parking from seventeen ( 17) cars to nine (9) designated stalls . Enforcement efforts would be improved with meters regulating parking instead of the three (3) hours chalking tire method. Residents would have improved visibility exiting from driveways. 3 . 3 An Information Centre was held on Wednesday, June 30, 1993, to obtain the views of the residents concerning parking on Prince Street. The Information Centre was well attended. The residents, with the exception of two (2) , were in favour of having parking prohibited on both sides of Prince Street. Although parking meters and pavement markings would have improved the situation, it did not alleviate all the residents ' concerns. The residents felt that their residential street was burdened by the hospital with a constant turn over of vehicles parking in front of their homes, turning in their driveways and thereby reducing their privacy and enjoyment of their homes . The introduction of f UU �_ REPORT NO. : WD-35-93 PAGE3 parking meters would have further reduced the residential atmosphere and presented a more commercial appearance. 3 .4 Due to the overwhelming response by the residents, combined with the adequate supply of parking available at the Hospital, the proposed introduction of parking meters has been set aside. The reconstruction of Prince Street was near completion by July 13, 1993, and it was desirable to deal with the parking problem immediately and introduce a parking prohibition as soon as the road re-opened before the residents and others became used to parking on the street. Section 3, Subsection 4, of the Municipality of Clarington Traffic By-law 91-58 gives the authority to the Chief of Police and the Director of Public Works to erect or place temporary "NO PARKING" and/or "NO STOPPING" signs on any highway. These temporary signs were installed on July 13, 1993, and amending By-laws have been prepared for Council's consideration to make the installations permanent (Attachments Nos . 2 and 3) . The existing two (2) disabled parking spaces would remain at the Hospital main entrance. The Hospital did not want on-street disabled parking extended east of the driveway as it may have reduced visibility. The north side of Prince Street, . from Regional Road 14 to the disabled parking spots, includes the ambulance entrance and water valves required by the Fire Department. This critical area must be upgraded to a "NO STOPPING ZONE" to deter abuse. The area from the disabled parking stalls to Simpson Avenue would be designated as "NO PARKING" . Since the temporary signs have been installed only one (1) complaint has been received. "NO PARKING" signs were also extended on Queen Street, from Lambert Street to St. George Street, to assist the ambulance response unit. 3 .5 A number of other ideas and concerns were presented by the residents and are detailed below: i I I REPORT NO. : WD-35-93 PAGE4 Speed: Suggestions of speed bumps were not acceptable for maintenance and legal reasons . Suggestions of a 40 km per hour speed zone were not accepted_ due to enforcement difficulties, the lack of any hazards and the superior road conditions . One-way: The suggestion of a one-way street system again was unacceptable due to the location of the hospital emergency entrance and traffic patterns and enforcement concerns . Parking: Special parking permits for residents only and resident parking for certain hours such as 8:00 p.m. to 8:00 a.m. could not be accepted due to enforcement problems. Trucks: Banning trucks cannot be justified on this reconstructed road. There are no serious safety or noise concerns and, if banned, trucks could then use Jane Street or Southway Drive as alternates . Prince Street is also part of the GO Transit Bus route. Some trucks use Prince Street to access the I .G.A. Mall off Frank Street to avoid the tight turning radius of the Durham Regional Road 14 (Liberty Street) and King Street intersection. Only the reconstruction of Regional Road 14 and the intersection at King Street would reduce this traffic . Other trucks use Prince Street to avoid the "s" bend on Simpson Avenue north of Baseline Road. Reconstruction of this I REPORT NO. : WD-35-93 PAGE5 bend is being reviewed by the Public Works Department. 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that expanding parking prohibition from the south side only to include the north side of Prince Street would not be detrimental to residents or hospital visitors and would alleviate residents' concerns . WHEREAS the Council of The Corporation of the Municipality of Clarington deems it desirable to amend By-law 91-58; NOW THEREFORE the Council of The Corporation of the-Municipality of Clarington enacts as follows: 1. Schedule I, "NO STOPPING", of By-law 91-58 is amended by: A) Adding the following reference: Column 1 Column 2 Column 3" Column 4 Prohibited Highway Side Between Times or Days Prince Street North Durham Regional Anytime (Bowmanville) Road 14 and 100 m easterly 2 This By-law shall come into force and take effect on the date of the passing thereof and when signs to the effect are erected.
