THAT Report WD-40-93 be received; 2 . THAT sanding/salting of the sidewalks be included in the snow clearing program for senior citizens and the physically disabled; and 3 . THAT the 1993/94 program be extended to include the Hamlets of Newtonville, Tyrone, Leskard, Hayden, Kendal, Solina, Hampton, Burketon, Enniskillen, maple Grove, Enfield, Mitchell Corners and Kirby, all in accordance with the boundaries illustrated on Attachment No. 2 to Report WD-40-93 . REPORT 1.0 ATTACHMENTS No. 1: Drawings showing the physical limits of Courtice, Bowmanville, Newcastle, Orono and the hamlets for which the snow clearing program for senior citizens and the physically disabled will be provided. No. 2 : Estimated cost for snow removal program for senior citizens and the disabled. IIfNR l I. 1A- REPORT NO. : WD-40-93 PAGE 2 2.0 BACKGROUND 2 . 1 At a meeting held on October 13, 1992, Council approved Resolution #GPA-668-92 as follows: "THAT, in accordance with Council's direction, removal of snow and ice from sidewalks and driveway windrows be provided for senior citizens and the physically disabled; THAT the program be monitored this season for possible changes in the future; THAT funds for the estimated cost of $15,650 for providing the service in 1992 be obtained from Account #7212-92004-0261, Senior Snow Clearing, in the approved 1992 Capital Budget; and THAT funds be provided in the 1993 Budget for the program. " 3.0 REVIEW AND COMMENT 3 . 1 Cost for the 1992/93 Winter Program The 1992/93 winter program was carried out by contract with G.W.S. Landscaping. The service was provided at 251 locations in Bowmanville, Courtice, Newcastle and Orono. The costs were: November and December, 1992 $ 2 ,340 January to March, 1993 10 ,350 TOTAL $12,695 About eighty-eight (88) hours of staff time were required to process the applications and supervise the contract. I i REPORT NO. : WD-40-93 PAGE 3 3 .2 Complaints and Inquiries During the 1992/93 winter, several complaints and inquiries were received about the service. The majority of the complaints were: (a) The whole driveway was not done; and I (b) The windrow removal was not completed as soon as the resident expected. In each case the resident was advised: a) The program is for the removal of the windrow in the driveway only; and b) The removal of the windrow will commence only after the snowploughing on the road is completed. 3 . 3 Deletion of Sanding/Salting from the Program The 1992/93 program included the application of sand and/or salt on the sidewalks to remove ice as required. It has been suggested that it was not Council's intention that sanding/salting be part of the service and that the sanding/salting. should not be included in the program for the 1993/94 winter. However, the deletion of the sanding/salting as required will almost certainly result in a large number of misunderstandings and complaints. Also, since the snow is removed from the sidewalks using a plough, up to one ( 1) inch of snow may be left on the sidewalk after ploughing. Depending on the weather, this snow may become packed and slippery as pedestrians use the sidewalk. Therefore, from a safety viewpoint, the application of sand/salt, as required, should be included in the program. I i REPORT NO. : WD-40-93 PAGE 4 3 .4 Extension of the Program to Hamlets As Council is aware, the 1992/93 snow removal program for senior citizens and the physically disabled was offered only for Courtice, Bowmanville, Newcastle and Orono. Some complaints were received from residents of other hamlets, such as Hampton, that they felt it was unfair that the program was not provided to them also. They were advised that consideration would be given to extending the program to the hamlets for the 1993/94 winter. The extension of the program to the hamlets of Newtonville, Leskard, Burketon, Solina, Maple Grove, Kendal, Tyrone, Enniskillen, Hampton, Kirby, Hayden, Enfield and Mitchell Corners would result in an estimated ninety (90) additional locations . The cost estimates for expanding the program to the hamlets are detailed on Attachment No. 2 . Respectfully submitted, i Walter A. Estimated costs for November and December of 1993 and for 1994 are based on 251 locations for Courtice, Bowmanville, Newcastle and Orono and an additional 90 locations with 1 out of 10 having a sidewalk in the hamlet areas and on an estimated increase in the tender prices of 75% for November and December of 1993 and for March to April of 1994. 2.
