Subject: REID ROAD BETWEEN HIGHWAY 2 AND THE FOURTH CONCESSION,
FORMER TOWNSHIP OF CLARKE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT the Report WD-42-93 be received;
2 . THAT The Northumberland and Newcastle Board of Education be
advised:
(a) That, in order to improve the visibility on Reid Road at
the Hardcastle driveway, it is necessary to realign Reid
Road at an estimated cost of $230,000;
(b) That an expenditure of this magnitude cannot be justified
at this time; and
3. THAT a copy of Report WD-42-93 be forwarded to The
Northumberland and Newcastle Board of Education.

2.0 BACKGROUND
2 . 1 At a meeting held on December 14, 1992, Council passed
Resolution #C-800-92 :
"THAT the correspondence dated November 12, 1992, from R.
T. Malowney, Director of Education, The Northumberland
and Newcastle Board of Education, regarding Reid Road
between Highway 2 and the Fourth Concession, be received;
THAT the correspondence be referred to the Director of
Public Works for review and preparation of a report to be
submitted to the General Purpose and Administration
Committee; and
THAT R. T. Malowney be advised of Council's decision. "
3.0 REVIEW AND COMMENT
3 . 1 Bus Service Refused-----

As noted in the correspondence from The Northumberland
Newcastle Board of Education, bus service has been refused for
the student due to the potential dangers of the curve on Reid
Road at the entrance to the Hardcastle home.
3 .2 Stopping Sight Distance
The stopping sight distance at the Hardcastle entrance is only j
45 metres which is considered the minimum stopping distance
required for a speed of 40 km per hour, while the speed limit
on Reid Road is 80 kms per hour. At 80 kms per hour, the
theoretical stopping sight distance is 140 m.

3 . 3 Reason for Sharp Curve
The reason Reid Road is built as a forced road and with a
sharp curve near the Hardcastle entrance is that there is a
large hill on the west side of the road and Graham Creek on
the east side of the road.
3 .4 Realignment of Reid Road
In order to improve visibility on Reid Road at this location,
it would be necessary to realign the road as illustrated on
Attachment No. 2 . The estimated cost for the construction of
this realignment, including land purchase, engineering and
contingencies, is $230,000 .
3 .5 Warning signs, which are illustrated on Attachment No. 4, have
been placed on Reid Road, north and south of the sharp curve.
4.0 CONCLUSIONS AND RECOMMENDATIONS
4. 1 In order to solve the visibility problem at the Hardcastle
driveway, it is necessary to realign Reid Road at an estimated
cost of $230,000. It is difficult to justify an expenditure
of this magnitude at this time.

Dear Patti Barrie
This letter is in regard to Reid Road between Highway 2 and the
Fourth Concession.
A resident, who lives on Reid Road approximately 1 . 6 km north of
Highway 2, has requested that we provide a school bus stop at his
driveway. After much investigation, staff refused his request
for safety reasons, due to the extreme curvature of the road at
this location. The resident then approached the Operations and
Finance Committee of the Board and received the same answer.
At their Regular Meeting of 22 October 1992 , the Board passed the
following motion:
that the Town of Newcastle Public Works Department be
advised that a parent delegation has approached the Board
regarding school bus transportation safety on Reid Road, and
that the Board request the Town to consider improving the
road site, and that transportation, from in front of the
Hardcastle residence, to Newcastle Public School be denied
to the Hardcastle student, due to the potential dangers of
the curve on Reid Road- in the Town of Newcastle.
Please accept this as the Board ' s formal request for a review of
the above mentioned road segment, in an effort to improve
sightlines and overall safety.
