2.0 BACKGROUND
2 . 1 At a meeting held on November 9, 1992, Council passed
Resolution #C-724-92 :
'THAT the correspondence dated October 30, 1992,
from Gilles Pouliot, Minister, Ministry of
Transportation, regarding a new policy which was
announced to Implement Fully Accessible Transit
Services, be received;
THAT the correspondence be referred to the Director
of Public Works for review and preparation of a
report to be submitted to the General Purpose and
Administration Committee; and
THAT Gilles Pouliot be advised of Council's
decision. '
2 .2 At a meeting held on January 25, 1993, Council passed
Resolution #C-54-93:
'THAT the correspondence dated January 4, 1993,
from A. Cormier, Executive Director, Ontario Urban
Transit Association, regarding the preparation of
an Accessible Transit plan for Municipalities, be
received for information and referred to the
Director of Public Works for preparation of a
report to be forwarded to the General Purpose and
Administration Committee on items applicable to the
Municipality of Clarington at such time as final
guidelines are made available. '
3.0 REVIEW AND COMMENT
3 . 1 The purpose of the Implementation Plan Guidelines is to ensure
that each Municipality assesses the current status of

accessible transit services, then considers alternate vehicle
types and services designed to improve individual community
needs . Each Municipality, in order to continue receiving
Provincial financial assistance for transit, is required to
submit an implementation plan by the deadline of January 1,
1994 . The Municipality of Clarington received $54,000 as
subsidy payment towards Handi Transit Operations during 1992
and will receive a similar amount during 1993 .
3 .2 The Ontario Urban Transit Conference held April 14 to 16,
1993, in St. Catharines was attended by Ron Baker, Traffic Co-
ordinator, Public Works Department. The 1993 Conference was
especially designed to assist Municipalities with the
preparation of their Accessibility Plans . During the
Conference the draft Guidelines from 1992 were replaced with
the revised Guidelines dated January 1993 .
3. 3 Mr. Baker was named Accessible Implementation Plan Co-
ordinator for Clarington with other members as follows:
Walter Evans : Director of Public Works
Len Creamer : Senior By-law Enforcement Officer
Carlo Pellarin : Senior Planner/Development Review Branch
Doug Manuel : Manager, Handi Transit Incorporated

3.4 The new Policy has less effect upon the Municipality of
Clarington than other Municipalities which operate their own
i
transit system. Municipalities with transit fleets must look
at purchasing new accessible vehicles or retrofitting existing
fleets . Although there is no Municipally-owned/operated j
transit system, the Municipality of Clarington is required to
work with its own departments in conjunction with GO Transit,
Handi Transit and taxi operators to develop a plan to achieve
full accessibility within a reasonable time frame.

3.5 The "family of services" approach used by the Ministry of
Transportation suggests an implementation plan using alternate
vehicle types to provide a variety of services to meet
community needs which are categorized as follows:
A. Specialized Transit/Dynamic Routing
The Municipality of Clarington is under contract with
Handi Transit Inc. which services Oshawa, Whitby,
Clarington, Scugog and Uxbridge to provide transportation
for the physically disabled.
Handi Transit operates three (3) Municipally-owned
vehicles within Clarington providing door to door service
to eligible residents. The service is subsidized 50% by
the Province and 50% by the Municipality. These vehicles
meet all Provincial Guidelines published to date and are
not affected by the new policy being introduced.
This subsidized service operates Monday to Friday, 7:30
a.m. to 5:30 p.m. , and offers low one-way fares of $1.50
within Bowmanville, $2 .50 Newcastle to Bowmanville and
$4 . 00 from Bowmanville to Oshawa.
A booking may be made up to seven (7) days in advance,
but rides may be booked within 24 hours ' notice if a
vehicle is available. The Handi Transit Five Year
Operating Forecast is detailed on Attachment No. 3.

B. Community Bus
The Municipality of Clarington does not operate a
community bus and has not received any formal proposals .
C. Taxi Conventional or Accessible

The use of accessible taxis is often a municipality's
best opportunity to provide improved local transit

services . Accessible taxis do not require advanced
scheduling and operate 24 hours per day, seven days per
week. None of the existing local taxi firms have
accessible vehicles . The fleets consist of Bowmanville
Taxi with four (4) cars, Deluxe Taxi with seven (7) cars
and Clarington Taxi with one (1) car.
The taxi companies have been advised of ways to obtain
the Ministry of Transportation's $10,000 grant, a Federal
Grant and receive special taxi operator training to
assist the disabled (Attachment No. 4) .
The use of accessible taxis could allow Handi Transit to
sub-contract a portion of their services and reduce costs
to the Municipality while improving services .
Access Taxi of Oshawa does service the Bowmanville area
on occasion and may consider expansion into the area if
the two (2) local firms are not able to provide the
service.
The cost of a fully accessible taxi is approximately
$48,000 less the Provincial grant of $10,000 and the
Federal grant of up to $15,000 .
Despite the advantages of accessible taxis they will not
replace the Handi Transit Service due to the subsidized
rates which are offered by Handi Transit and the larger
capacity of the Handi Transit vehicles.
D Conventional Transit
GO Transit operates a regular bus schedule from

Bowmanville to connection points in Oshawa and Whitby.
New purchases will meet Provincial Guidelines while

retrofit opportunities on the existing fleet will be
reviewed. Detailed information from GO Transit related
to vehicles may not be available until closer to or after
the January 1, 1994, deadline.
3 .6 The five Guideline Tables for each vehicle classification
provided by the Ministry of Transportation have been completed
(see Attachment No. 5) .
3. 7 Durham Region Community Care Association
Although not listed in the Provincial Guidelines, Clarington
residents are provided with this Public Non-Profit
Organization's services .
The Durham Region Community Care Association provides a
transportation assistance service which consists of volunteer
drivers in personal, standard equipped vehicles, transporting
primarily the elderly who do not qualify for Handi Transit.
This service which started in 1977 should be booked 24 hours
in advance with the rider paying a gas allowance to the
driver. This service provides up to 500 one-way trips per
month.
Community Care also has a low cost snow shovelling service for
private property sidewalks and driveways . The Municipality of
Clarington assists this organization financially by means of
a grant. The 1993 grant is $5,500.
3.8 The Municipality of Clarington has improved services to the
elderly and disabled in a number of areas, including:
A. Snow Clearing
A program to clear snow from municipal walkways and
windrows from private driveways for seniors and the
disabled was introduced during the 1992/93 winter season

in the urban areas of Courtice, Bowmanville, Newcastle
Village and Orono. This program is free to qualified
residents. The 1993/94 program has been expanded to
include the hamlets in Clarington.
B. On-Street Disabled Parking
Five (5) on-street locations have been approved and other
exemptions allow holders of Provincial Disability Permits
to park freely in most areas of the Municipality.

3. 9 The Fully Accessible Transit Implementation Committee has
discussed a number of ways of improving accessible transit and
the actions have been summarized (see Attachment No. 6) .
4.0 CONCLUSIONS
4. 1 From the above, it is concluded that the Municipality of
Clarington has taken reasonable steps to assist the elderly
and disabled and will continue to review potential
improvements.

To: Heads of Council of Municipalities providing
Conventional and/or Specialized Transit Services
On June 9 , 1992 , a new policy was announced to implement
fully accessible transit services . In order to reach this
goal, a January 1994 deadline has been set for
municipalities to identify their requirements in an
Accessibility Implementation Plan. Enclosed you will find a
copy of the DRAFT guidelines that will assist those involved
in preparing this implementation plan. Copies of this
letter- and the guidelines have also been sent to your
municipal transit representatives and your local MPP for
their comments . In order to allow time to fully consider
all comments/suggestions prior to issuing the final version
of the guidelines, please forward any comments to Mr. David
Ferguson, Manager, Public Transportation Office, 3rd Floor,
West Tower, 1201 Wilson Avenue, Downsview, Ontario, M3M 1J8,
by the end of November 1992 .
The transportation requirements of each municipality are
unique . These guidelines were therefore designed to be both
simple and flexible in order to address the needs of
individual municipalities . This implementation plan
provides an opportunity for each municipality, regardless of
the present type of transit service provided, to review its
transit service (s) , and examine other available service
opportunities, such as community bus or accessible taxis .
The purpose of this implementation plan is to ensure that
each municipality evaluates its existing service, and plans
for its future transit needs .
We suggest that it may be advantageous for all concerned
that you appoint an individual to coordinate the
implementation plan. While we anticipate that your transit
agency will assume the lead role in developing an
implementation plan, it is the municipality itself which
will be responsible. We urge you and your staff to work
cooperatively and seek input from user groups, union
representatives and municipal departments to ensure that the
implementation plan truly reflects the community
transportation needs of the community.

Re: Preparation of Accessible Transportation Plan for your municipality MAYORS OFFICE
On October 30, 1992, the Honourable Gilles Pouliot, Minister of Transportation wrote to you announcing the
requirement for all municipalities to prepare an accessible public transportation plan before the end of 1993.
With that letter, the Minister attached draft guidelines for the preparation of such plans.
In the next few weeks, I expect the Minister will be writing again to you enclosing the final guidelines and re-
iterating the requirement to have a plan ready and approved by Council before the end of 1993. The
preparation of such a plan will require that consideration be given to, among other things, the following items:
- current and projected population with mobility restrictions and their mobility requirements;
- the acquisition of fully accessible low-floor buses or the retrofit of existing vehicles;
- the modifications necessary to transit terminals, bus shelters, sidewalks and approaches to bus stops;
- the snow removal requirements for access to transit stops;
- the training of transit personnel;
- input and sanction from organizations representing persons with disabilities;
- the appointment of a municipal coordinator to address these cross departmental issues.
The 1993 Ontario Transit Conference is especially designed to assist your municipality with the preparation of
these accessibility plans. Keynote speakers, workshops and other events are planned so that your
representatives can get full information on the issues to be addressed in the plan.
In addition to your transit personnel, I encourage you to also register representatives from your Council, other
Departments (e.g. Planning, Engineering) as well as your Coordinator. All costs related to attendance to this
conference are eligible for 50 percent subsidy from the Ministry of Transportation. The registration fee for the
conference, which will take place at the Parkway Complex in St. Catharines,will be$275.00.
Your Transit Department will soon be receiving the full program and registration forms for the conference. ^J

RE: $10,000 GRANT TOWARDS PURCHASE OF
FULLY ACCESSIBLE TAXIS
The Town of Newcastle along with other municipalities is working
with the Ministry of Transportation to improve transportation
services for the disabled, frail and elderly.
One of the avenues for improved service is to provide fully
accessible taxis to provide a cost effective portion of the transit
service. By utilizing taxi services it would free up specialized
handi transit services exclusively for people who need greater
assistance. The Ministry of Transportation is encouraging local
taxi operators to access a special Ministry $10, 000 grant towards
the purchase of fully accessible taxis . The accessible taxi may
either replace an existing car or be an addition to a fleet. I
have attached an overview of the program and agreement forms for
your convenience.
Mr. David Hanes of the Ministry of Transportation Passenger
Mobility Section will provide additional information about this
grant program at 416-235-3983 . To date 39 municipalities have
implemented this service however, only one taxi service per
municipality will qualify for this provincial program. .
The successful taxi firm will be able to subcontract some work from
Handi Transit Inc . If the existing local taxi firms do not wish to
make purchases of new equipment they may be able to work on a
brokerage basis with Mr. Bill Crosby of Access Taxi at 432-6900
which has provided the special service in Oshawa for three years .
The Ministry of Transportation is also encouraging specific
training programs focusing on skills, knowledge and attitudes
required to provide the very best service possible. Mr. Dave

the course named Taxi Operator Training (C.T.I . ) .

MUNICIPALITY OF CLARINGTON
FULLY ACCESSIBLE TRANSIT IMPLEMENTATION PLAN
SUMMARY OF ACTIONS TAKEN EXISTING CONDITIONS AND PROPOSALS
AS OF OCTOBER 4, 1993
IMPLEMENTATION OF ADVISORY COMMITTEE ESTABLISHED:
The Ontario Urban Transit Association and Canadian Urban Transit
Association Accessible Transit Workshop" was attended by Ron Baker,
Traffic Co-ordinator on April 14 to 16, 1993. A Committee was
established which includes:
Walter Evans - Director of Public Works
Carlo Pellarin - Senior Planner
Len Creamer - Senior By-law Enforcement Officer
Ron Baker - Traffic Co-ordinator
Doug Manuel - Manager, Handi Transit
The purpose of this Committee is to develop, for Council's
consideration, an Implementation Plan which would satisfy
Provincial requirements and help integrate transit services with
operational and public needs and monitor future progress .
PART A: TRANSIT PROVIDERS
1. Specialized Transit:
Handi Transit, based in Oshawa, has operated in the Clarington
area for approximately ten (10) years with the Municipality
and the Province each providing a 50% subsidy.
The service has three (3) properly equipped fully accessible
vehicles owned by the Municipality which require no
modifications to meet the Provincial Guidelines . Demand has
been steady with no immediate expansion required.
The 1993 Operating Grant Account 7216-00001-0000 has a budget
of $99,700 .
2 . Community Care - Transportation and Snow Shovelling:
Community Care, a public non-profit organization, has operated
in the Clarington area since 1977 and provides low cost trips
to elderly or functionally dependant residents.

Standard vehicles are used with volunteer drivers to transport
primarily the elderly ambulatory riders. Wheelchair
passengers are taken if they can move themselves in and out of
the chair.
Low cost snow shovelling of private walkways and driveways is
also available as one of the many services provided.
3. Victoria Equipment (Privatel:
Victoria Equipment operates eight (8) wheel chair busettes for
the transportation of school children.
4 . Accessible Taxi Program:
The Municipality has continued discussions with local taxi
operators encouraging them to take advantage of the Province's
$10,000 grant program and Federal program to purchase fully
accessible taxis . Although local taxi firms have not made a
firm commitment to pursue such equipment purchases, Access
Taxi of Oshawa, which has operated accessible taxis for three
(3) years, is considering expansion into the Clarington area
if the local firms do not wish to participate. The
Municipality is reviewing other incentives which may be
incorporated into the Taxi By-law when it is amended.
5 . Conventional Transit:
Communication links with GO Transit are encouraging a sharing
of responsibilities to better serve the public (see Bus Stop
Policy) .
6 . Community Bus:
The Municipality does not operate a community bus and has not
received any formal proposals. Although various groups have
considered the feasibility of introducing a municipal
transportation system, the possibility of such a municipal
wide transit system is very preliminary.
PART B: PUBLIC WORKS, PLANNING AND BY-LAW CO-ORDINATION
1. PlannincT:
The Municipality of Clarington is currently undertaking a
comprehensive review of its Official Plan. Some concepts and

philosophies of the "Transit Supportive Land Use Planning
Guidelines" will be incorporated in the policies of the new
plan. A Council resolution related to Official Plan Amendment
Application OPA 92-001/N was directed at the Ministry of
Transportation relative to permitting development in
conformity with the "Transit Supportive Land Use Planning
Guidelines" . The existing Ministry Rural Highway Standards
are in conflict with the intent of the "Transit Supportive
Land Use Planning Guidelines " .
The Planning Department is reviewing designated parking
concerns and may initiate a Zoning By-law amendment to
incorporate policies regulating minimum disabled parking
requirements. Presently, disabled parking varies because it
is negotiated during site plan agreements . Furthermore,
policies on designated parking may be incorporated into the
Municipality's new Official Plan and changes may be made to
the Landscape Design Guidelines.
2 . Special Parking Exemptions for the Disabled:
In addition to the reserved parking benefits obtained by the
Provincial Parking Tag Program, the Municipality passed By-
laws during 1992 which provide several exemptions, including
free parking to assist the disabled.
3. Bus Shelters:
Proposed Bus Stop Policy, developed during 1993, provides for
proper maintenance, housekeeping and snow clearing. The 1993
Budget of $4,400 is set in Account 7212-00504-0000 .
4 . Bus Stops:
Proposed Bus Stop Policy, developed during 1993, provides for
co-ordination between GO Transit and the Municipality on site
selection and enhancement. By-laws to regulate parking and
standing at bus stops have been in place since 1979 .
5 . Snow Clearing of Sidewalks and Windrows for Elderly and
Disabled:
A Program was implemented in 1992 in larger urban areas for
eligible recipients. Council has approved a proposal to
expand the Program to all surrounding hamlets for the 1993/94
season. The 1993 Budget of $47,000 is set in Account 7212-
92004-0261.

6 . Snow Clearing By-law:
The Snow Clearing By-law, requiring residents to clear ice and
snow, was considered ineffective and was thoroughly reviewed.
A new more streamlined piece of legislation was prepared and
approved by Council during September 1993 .
7 . Taxi By-law:
The Taxi By-law is under review. The fee structure needs to
be addressed and a section on minimum standards for accessible
taxis will be included.
