Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-49-93 be received;
2 . THAT the regulatory speeds on Pebblestone Road between Durham
Regional Road 34 and Durham Regional Road 55, and Tooley Road
from Pebblestone Road northerly be reduced from 80 km/hr to 60
km/hr; and
3. THAT the proposed By-law attached to Report WD-49-93
(Attachment No. 3) be forwarded to Council for approval to
implement the change.

2.0 BACKGROUND
2 . 1 At a meeting held on September 27, 1993, Council passed the
following Resolution #C-659-93:

"THAT the Director of Public Works review and
report back to the General Purpose and
Administration Committee on remedial actions
to be taken to alleviate the unsafe traffic
conditions at the intersection of Pebblestone
Road and Trulls Road. "
3.0 REVIEW AND COMMENTS
3 . 1 Record of Accidents
The Pebblestone and Trulls Roads intersection has been the
scene of one or two accidents over each of the past five (5)
years as shown in Attachment No. 2. Of the seven (7)
accidents, two (2 ) involved alcohol with another resulting
from fog conditions. The other four (4) accidents appear to
have resulted from judgement errors. Three (3) of these four
(4 ) accidents involved westbound vehicles on Pebblestone Road
which may have been hidden from the Trulls Road intersection
by vegetation on the northeast and southeast corners.
3.2 Improvement Made In 1993
The following improvements have been made to this intersection
during 1993:
Speed Reduction:
During May the speed on Trulls Road from Pebblestone Road
northerly 850 m (2 ,790 feet) was reduced from 80 km/hr to
60 km/hr to match the speed south of the intersection in
accordance with By-law 93-51 which amended By-law 91-58.
Pavement Markings:
During July a yellow centreline was added to Trulls Road
for a distance of 180 m (590 feet) south and 1,090 m
(3,580 feet) north of the Pebblestone intersection.

Additional Signing:
During October larger STOP signs were introduced and a
STOP AHEAD sign was placed on Trulls Road for southbound
traffic. Northbound traffic has had a STOP AHEAD sign
for the past several years due to limited visibility of
the stop sign around a curve.
Sightlines Cleared:
During October the vegetation growing on the property
lines on the northeast and southeast corners was removed
to improve visibility at the intersection.
3.3 Speed Reduction on Pebblestone Road
To further improve safety, a speed reduction from 80 km/hr to
60 km/hr is proposed for Pebblestone Road between Courtice
Road (Regional Road 34) and Townline Road North (Regional Road
55) . This speed reduction should improve safety along the
entire length of the roadway, including the intersections at
Timberlane Court and Tooley Road. Both Regional Roads are
posted at 60 km/hr.

3.4 Speed Reduction on Tooley Road

A speed reduction from 80 km/hr to 60 km/hr is also proposed
for Tooley Road north of Pebblestone Road to match other
posted speeds in the area.
3 .5 Warrants for an All-way Stop j
The Provincial Guidelines and Warrants for installation of
all-way stop signs listed in the Manual of Uniform Traffic
Control Devices were reviewed to determine if all-way stop
signs were warranted. The all-way stop evaluation, which is
based on traffic volumes and motor vehicle collisions,
indicates that the warrants are not met. j

4.0 CONCLUSIONS
4 . 1 From the above, it is concluded that, in addition to the
actions already taken, safety at the Pebblestone Road/Trulls
Road intersection can be improved by reducing the regulatory
speed on Pebblestone Road from 80 km/hr to 60 km/hr from
Townline Road (Regional Road 55) to Courtice Road (Regional
Road 34 ) . Also it is considered timely to reduce the
regulatory speed on Tooley Road from Pebblestone Road
northerly to provide for consistency in regulatory speeds in
the area.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW 93-
Being a By-law to amend By-law 91-58 being a
By-law to Regulate Traffic on Highways,
Municipal and Private Property in the
Municipality of Clarington
WHEREAS the Council of The Corporation of the Municipality of
Clarington deems it desirable to amend By-law 91-58;
NOW THEREFORE the Council of the Municipality of Clarington enacts
as follows:
1) Schedule XX "MAXIMUM RATE OF SPEED - 60 KILOMETRES PER HOUR"
of By-law 91-58 is amended by:
A) adding the following references:
