CHRIS OSTLER WITH RESPECT TO CONDITIONS ON PRESTONVALE ROAD, COURTICE Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-83-91 be received for information; and 2 . THAT a copy of Report WD-83-91 be forwarded to Mr. Chris Ostler. ---------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Correspondence dated February 7, 1991, from Chris Ostler No. 2 : Key Map 2.0 BACKGROUND 2 . 1 At a regular meeting held on February 25, 1991, Council passed Resolution #C-122-91: "THAT the correspondence dated February 7, 1991, from Chris Ostler, 2589 Prestonvale Road, Bowmanville, regarding conditions of Prestonvale Road be received; and /2 REPORT NO. : WD-83-91 PAGE 2 THAT the correspondence be referred to the Director of Public Works for review and the preparation of a report to be submitted to the General Purpose and Administration Committee. " 3.0 REVIEW AND COM2MNT 3 . 1 Mr. Ostler raised several concerns in his letter. He has summarized the action he would like to see on Page 2 of his letter. 3 .2 Prestonvale Road Surface be Repaired and Widened Including Storm Sewers and Curbs The sections of Prestonvale Road on which there were several potholes were resurfaced during the summer of 1991. The road surface of Prestonvale Road is now in good condition from Highway #2 to Bloor Street (Regional Road 22) . Prestonvale Road has been reconstructed with curbs, gutters and storm sewers from Highway #2 southerly to Phair Avenue, a distance of 150 m (490 feet) . From Phair Avenue southerly to Bloor Street, a distance of 1,680 m (5,500 feet) , the surface of the road has been surface treated. The pavement width is 6 .4 m (21 feet) with very narrow shoulders . Drainage is by open ditches with culverts at the entrances to the homes . There is a 1 .5 m (5 feet) wide sidewalk on the west side of Prestonvale Road from Highway #2 southerly for 150 m (490 feet) . There are no other sidewalks on Prestonvale Road. The S-curve referred to in Mr. Ostler's letter is located from Claret Road southerly to 2472 Prestonvale Road, a distance of 150 m (490 feet) . A speed study was conducted at this curve with the . . . /3 I i REPORT NO. : WD-83-91 PAGE 3 use of a Ballbank Indicator Measuring Device. The study which involved making test drives through the S-curve indicated that the curve could be safely negotiated at 50 kilometres per hour. A traffic count taken on September 4, 1991 indicates an annual average daily traffic of about 2,600 vehicles . Provision was made in the 1991 approved budget for the design of Prestonvale Road from Highway #2 to Bloor Street. The reconstruction of Prestonvale Road from Phair Avenue southerly to Claret Road will be considered during the preparation of the 1992 Capital Budget and Four Year Forecast. 3. 3 Speed Limit The posted speed on this stretch of Prestonvale Road is 50 kilometres per hour and therefore, no curve sign or advisory speed tab is required at this location. The regulatory posted speed limit was reduced from 60 kilometres per hour to 50 kilometres per hour by the passing of By-law No. 91-29 . This By-law was approved by the Region on April 3, 1991. The letter is written under the assumption that the Township is not aware of this problem. My complaint/observation begins in September, 1988 when we purchased and moved into a new D'Angela Brother's home on Prestonvale Road. We not only endured problems with the builder, but also had to put up with the bad road condition. Its condition has deteriorated rapidly since we moved in. The road is full of deep pot holes and deep depressions which is completely across the road, making them impossible to avoid. The paved portion of the road is also very narrow at some points. At its worst points, motorists are swerving around the pot holes, nearly side swiping opposing traffic. This is especially true where the road appears to be the most narrow , just south of Robert Adams Drive. The above problems combined with the fact that Prestonvale is a posted 60 km/hr zone, makes for a dangerous situation for both motorists and pedestrians. Our family purchased a home in the Courtice area for several reasons. One of the main factors was that both my wife and I have family and friends in the east end of Oshawa and the Courtice area. We purchased our home on Prestonvale Road because we like the area and also we had knowledge of a Public school, Dr. Emily Stowe that was to be built one block to our east. The school, as you are aware, is now complete. Our daughter is a student at the school. We had concerns that there were no sidewalks on Prestonvale Road to join up with the sidewalk on Claret Road. The builder showed us a diagram of the area which showed future plans for sidewalks in front of our house. I called the Township and they con- firmed their intentions to renovate the road (including sidewalks, storm sewers, curbs) . With this information, we purchased and moved into the house. We now have been there for over two years and have seen none of the reno- vations. The school is an easy three to four minute walk, but we cannot allow our daughter to walk on Prestonvale Road, due to the danger element and so we are forced to drive her to school, which defeats one of our reasons for buying where we did. Prestonvale Road, in the area of Claret Road, has a rather sharp and sudden S-bend. In this area there is a school crossing to allow students from the White Cliff subdivision safe passage across Prestonvale Road. Also in the area of the S bend, just north of Claret, there is a super mail box on the east side of Pres- tonvale Road, Residents must walk on Prestonvale Road to retrieve their mail. Bad road conditions, moderate to heavy traffic, high speed traffic and an S-bend, combined with a school crossing and pedestrian traffic makes for a very dangerous situation. I personally have seen motor vehicles travelling at high rates of speed, failing to negotiate the S-bend and skid into the east ditch of Prestonvale Road (in the same area as the school crossing and mailbox) . My neighbour on the west side of Prestonvale Road has experiences on two occassions, vehicles losing con- trol and crashing into his mailbox. I feel very strongly, that the following suggestions should be implemented as soon as possible to avoid any further property damage or worse, a personal in- jury accident. i AITACi-lTUF 'NO, 1 WD-83-9J i i 1. Prestonvale Road surface be repaired and widened including storm sewers and curbs. 2. The speed limit to be reduced from 60 km/hr to a more appropriate residential speed limit of 50 km/hr and further a 40 km/hr should be imposed in the area of the S-bend, which has within it the school crossing and mail box. This speed limit should then be strictly enforced for a period of time by the Durham Regional Police Service, t 3. Sidewalks installed along the east side of Prestonvale Road, extending from Claret Road to Highway #2. This would allow students to walk safely to school and residents to walk safely to the newly constructed plaza or Highway #2. I would like to close by saying that I am writing this letter as a concerned resident/taxpayer of the Town of Newcastle. I am confident that the Town will take quick and appropriate action to disperse my grave concerns.
