THAT Report WD-76-91 be received; 2 . THAT the procedure set out in the Purchasing By-law 82-2, Section 5, Paragraph 06, be waived for this particular transaction; 3 . THAT the Treasurer issue a Purchase Order to Durham Region in the amount of $93, 137 .00 for the purchase and installation of the hardware to upgrade the traffic signals on King Street in Bowmanville, in accordance with the schedule (Attachment No. 1) attached to Report W-76-91; 4 . THAT the funds be obtained from Account No. 1110-157-X, Public Works Lot Levy Reserve Fund; 5 . THAT staff be authorized to make application to the Ministry of Transportation for subsidy in the amount of approximately $38,500; 6 . THAT upon receipt of the subsidy from the Ministry these funds be repaid to the Lot Levy Reserve Fund; and /2 REPORT WD-76-91 PAGE 2 7 . THAT Mr. David McMullen be advised of Council 's decision. ----------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Correspondence dated September 9, 1991, from Mr. David McMullen 2.0 BACKGROUND 2 . 1 Provision was made in the approved 1991 Capital Budget for the upgrading of traffic signals on King Street in Bowmanville. 2 .2 The original budgeted cost of the project was $95, 000 (as detailed on page 34 of the approved 1991 Capital Budget) . The financing for the project assumed that there would be a subsidy from the Ministry of Transportation of $61,000, with the remaining $34,000 to come from the Lot Levy Reserve Fund. 2 . 3 Based on the information provided by Mr. McMullen (Attachment No. 1) , the Ministry has advised that the subsidy available would be about $38,500 . The financing of the proposed project would now be as follows: Ministry of Transportation $ 38,500 . 00 Town of Newcastle 54,637 . 00* 93 , 137 . 00 * $20,000 .00 of this cost is for the supply and installation of Opticon hardware which will make it possible for emergency vehicles to operate the signals . 3.0 REVIEW AND COMMENT I 3 . 1 The Region of Durham maintains the traffic signals on King Street for the Town and bills us for labour and materials . . . . /3 REPORT WD-76-91 PAGE 3 3 .2 The most efficient method of completing this project is to have the Region perform the work and invoice the Town for their costs . It should be noted that the Region has already purchased the controllers and the modem and can invoice the Town for this equipment on receipt of a purchase order. 3 . 3 Since the amount of the purchase order exceeds $15,000 . 00, it will be necessary that the procedures set out in Purchasing By-law No. 82-2, Section 5, Paragraph 06, be waived for this particular transaction. Commissioner of Works RE: Traffic Signal Control System - Bowmanville Please quote our ref: In reference to our earlier correspondence dated December 7 , 1990 and recent telephone conversation TRA-NEW-SYS regarding the expansion of the Region's Traffic Signal Control System into the Town of Newcastle, I have attached a summary of estimated labour, equipment and material cost to complete the project. The Region is prepared to undertake this work upon confirmation from the Town and receipt of a purchase order. Based on our current construction program, it is anticipated that the majority of this work, with the exception of Bell services and loop work, can be completed this year. Invoicing of materials (traffic controllers, modems, etc . ) 'which were purchased earlier in the year can be billed in 1991. Those costs are estimated at $50,600 . 00 and do not include contingencies or the cost to install fire pre-emption which was estimated at $4,000 . 00 per intersection. Yours truly, i D.H.
