THAT Report WD-62-91 be received for information. ------------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l: By-law 90-178 No.2 : Durham Transfer Station Prices 2.0 BACKGROUND 2 . 1 At a regular meeting held on May 6, 1991, Council approved Recommendation #GPA-319-91: "THAT the Director of Public Works be requested to investigate and report on the most efficient manner of responding to requests made by residents pertaining to the disposal of brush. " 3.0 REVIEW AND COMMENT 3 . 1 Brush Collected for Curbside Garbage Collection Brush may be set out for pick-up weekly with the household refuse in bundles or in containers . The following restrictions apply: REPORT NO. : WD-62-91 PAGE 2 Restrictions for Bundles Brush must be securely tied in compact bundles or parcels, not exceeding 1.2 meters (4 ft) in length and 60 centimetres ( 2 ft. ) in diameter or weighing over 22 . 7 kilograms ( 50 lbs. ) . Restrictions for Containers Brush placed in containers for garbage collection must be: 1) in a returnable receptacle: * manufactured for the use of the collection of household refuse * of a height not more than 66 centimetres (2611 ) * of a diameter of not more than 46 centimetres (1811 ) * constructed of materials, which have an equivalent durability to number 28 gauge metal * having a tight fit waterproof lid and two (2) handles of adequate strength for lifting and weighing not more than 22 . 7 kilograms (50 lbs) with contents 2) in a non returnable plastic bag: * of a capacity of not more than 0 . 08 cubic meters (3 cu. ft. ) * composed of material of not less than 1-1/2 mil gauge material capable of carrying 22 .7 kilograms (50 lbs) of contents without tearing * weighing not more than 22 . 7 kilograms (50 lbs. ) with contents 3) a non returnable carton * of a capacity of not more than 0. 08 cubic meters (3 i cu. ft. ) * weighing not more than 22 .7 kilograms (50 lbs. ) with contents i i . . . 3 I 01 i REPORT NO. : WD-62-91 PAGE 3 3 .2 The garbage contract specifies that brush, along with garden wastes and grass clippings, are classified as "Household Refuse" and a limited of six (6) bags and/or containers of Household Refuse may be set out at the curbside for garbage collection. Effective July 2, 1991, the maximum number of bags will be reduced from six to five for garbage collection. This reduction will limit the amount of brush that can be discarded and other alternatives must be taken. 3 . 3 Other Alternatives 1) Brush from residential only may be taken to the Durham Region Transfer Stations located in Oshawa or in Blackstock. The Cost for brush to be discarded at Landfill sites is provided on Attachment No. l. 2) Brush may be set on fire in the rural areas subject to a written permit issued by the Fire Chief or his designate and subject to a competent person at all times in charge of the burning (Attachment No. 2) . 3 .4 Future Considerations i Brush being deposited at the Metro Landfill site will eventually be banned. Different alternatives for residential service for brush and such like materials are being considered at this time. Evans, . . ,PEng ALawreeKotseff, Director of Public Works Chief Administrative Officer GA*WAE*llv June 25, 1991 Attachments i i i THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 90- 178 being a By-law to regulate the setting of fires within the Town of Newcastle WHEREAS Section 2 . 6 . 3 .4 of The Fire Code prohibits open air burning without approval, cave and excepting a small , confined, supervised fire used for cooking food; AND WHEREAS Section 210 (28) of The Municipal Act empowers the municipality to prescribe time limits and precautions to be observed by persons setting out fires ; NOW THEREFORE the Council of the Corporation of the Town of Newcastle hereby enacts as follows : 1. No person shall light, ignite or start or allow or cause or permit to be lighted, ignited or started a fire of any kind whatsoever in the open air in the Town of Newcastle. 2 . Notwithstanding Paragraph 1 of this By-law, the following exceptions are permitted: (a) open fires used to cook on grills or barbecues ; (b) burning of leaves in the rural area subject to a written permit issued by the Fire Chief or his designate and subject to the presence of a competent person at all times in charge of the burning 3 . By-law 75-33 and all related amendments thereto are hereby repealed. 4 . Every person who contravenes an of the 4 Y provisions of this By-law is guilty of an offence and upon conviction is liable to a fine of not more than $2, 000 . 00 exclusive of, costs . 5 . This By-law shall come into force and effect on the day it is passed by Council . ATTACHMENT 116, 1 "SID-62-91 February 6, 1991 NOTICE TO WASTE DISPOSAL CUSTOMERS UTILIZING DURHAM REGION SOLID WASTE DISPOSAL FACILITIES Effective March 1, 1991, the rate for disposing of refuse at waste disposal facilities in the Region of Durham will increase as follows: a) Rates for passenger cars, pick-up trucks and vans with or without utility trailers: Under 100 kg (220 lb. ) NO CHARGE (Only one such free load will be allowed per day for each vehicle) b) Rate for clean fill material NO CHARGE (Landfill only) c) Where weigh scales are available and in service, the rate will be: 1) Mixed loads will be charged as waste ($150.00 per tonne) 2) Rate of $2.00 per 13.33 kg or fraction thereof ($150.00 per tonne) for waste disposal in all sites. 3) Rate of $2 .00 per 20.50 kg or fraction thereof ($97. 50 per tonne) for recyclable material disposal in all sites. d) Where weigh scales are not available or not in service, the rate will be: SEPARATED RECYCLABLE WASTE MATERIAL ,. 1) All vehicles (incl. pick-up $ 46.00 $ 30.00 trucks and vans but excluding passenger cars) of less than 3000 kg GVW (Gross Vehicle Weight) 2) Single-axle truck from 3000 kg $ 175.00 $ 105.00 up to 7500 kg GVW 3) Single-axle truck over 7500 kg $ 517.00 $ 336.00 GVW 4) Double-axle truck except $ 657.00 $ 427.00 compactor type 5) Double-axle truck compactor $1,517 .00 $ 986.00 type 6) Tri-axle truck and 75 cubic $3,009 .00 $1,956.00 yard tractor trailer compactor type i Yours truly ATTACHMENT N 0,2 A.F. n WD-62-91 Director of Operations
