THAT Report WD-60-91 be received; 2 . THAT Council approve the Service Club Signing Policy and Procedure attached to Report WD-60-91; 3. THAT the Director of Public Works forward a copy of the Service Club Signing Policy and Procedure to all service clubs within the Town of Newcastle; and 4 . THAT the Director of Public Works contact the Bowmanville service clubs to implement replacement of the existing service club sign supports on King Street, Bowmanville, in 1992 . ------------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l: Key Map - Existing Sign Supports (Bowmanville) No.2 : Correspondence dated September 28, 1990 from Great Pine Ridge Kinsmen Club Incorporated No. 3: G-5 Service Club Sign Support Recommended by the Ministry of Transportation REPORT NO. : WD-60-91 PAGE 2 No.4: Sign Support Installation No.5: Service Club Sign Policy, Procedure and Agreement 2.0 BACKGROUND 2 . 1 A letter dated September 28, 1990 was received from the Great Pine Ridge Kinsmen Club Incorporated enquiring about possible installation of service club signs at Orono and Newcastle Village. The Town does not have a policy established for handling such requests . 3.0 REVIEW AND COMMENT 3 . 1 In 1975 the Ministry of Transportation developed a standard for service club sign supports to achieve uniformity across the Province. This standard is illustrated in the Manual of Uniform Traffic Control Devices as a G-5 information sign (attachment #3) . These supports are not subsidized by the Ministry of Transportation. The cost of these signs and supports is usually shared among the local service clubs represented. 3.2 The Great Pine Ridge Kinsmen Club requested seven new sign support locations . Four are located on Regional Roads, two are on Ministry of Transportation Roads. The last location is on Mill Street, Orono, which is under the jurisdiction of the Town of Newcastle. 3 .3 The Town of Newcastle currently has service club sign supports within the Bowmanville Highway #2 connecting link (Attachment No. 1) . These signs were installed during 1984 and have been poorly maintained and supervised. Over the years groups have not obtained proper approval and have taken it upon themselves to install their service club shield onto the support. The result is a poorly organized display which does not reflect well upon the Town or the service clubs . The following groups are displayed on the existing support: Lions Club Lioness Club Kinsmen Jaycees Optimists International Rotary International Royal Canadian Legion St. John Ambulance . . .3 REPORT NO. : WD-60-91 PAGE 3 3 .4 Additional groups have asked to be represented including; Knights of Columbus, Odd Fellows, Foresters, Masons, Orange Lodge, and The Bowmanville Business and Professional Womens Club. These groups were informed that they could not be included on the existing service club sign support, but that the matter would be reviewed. 3 .5 It is impossible to display a logo for every organization which benefits the community. The Service Club Sign support is limited to a maximum of twelve. To assist both the displayed and non- displayed groups an improved sign support would provide the phone number of the Tourist Information Centre. The Tourist Information Centre would provide both residents and tourists with information about all groups within the municipality including services provided, local contacts, locations and dates of meetings . 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that a policy to regulate service club signing is required. 4 .2 The existing service club sign supports on King Street, Bowmanville should be replaced in 1992 . For the last 18 months, our club has been looking into erecting community. service boards at the entrances of Newcastle and Orono Villaqes(see page 2) . Before we can continue with this project, we have a number of questions which need addressing; (1) . The type and size( thickness) of materials required for the signs. (2) . Who will be responsible for erecting the signs. (3) . In the future, if other service groups who didn ' t share in the costs of the sign project, would like to display their logo, would they have financial obligations. Your advice on these matters would be greatly appreciated. DEFINITIONS: SERVICE CLUB is a non profit, Provincial or National organization who's purpose is to provide community service and welfare and is registered as a non profit and/or a charitable organization. SERVICE CLUB SIGN SUPPORT is a sign support of the dimensions, colour and materials illustrated in the manual of uniform traffic control devices. The tab indicating the municipalities name may be excluded. SERVICE CLUB SHIELD is a logo with a maximum size of 60 cm x 60 cm (24" x 2411 ) which has been approved by a service clubs national board of directors . Additional shield tabs will not be permitted. 2 . PURPOSE: The sign support shall be used for displaying municipal service club shields to inform travelling members of clubs of existing local branches . 3 . LOCATION: The service club sign support shall, if possible, be erected within the boundary of the municipality where the service clubs are located. 4 . COSTS: All installation and maintenance costs will be charged to the service clubs. The service clubs shall purchase and supply the shields through their national offices . Clubs will pay an initiation fee of $150 per sign plus an annual maintenace fee of $50 per sign. These amounts are payable in advance. 5 . INSTALLATION: The sign support and the service club shields shall be installed by the Town of Newcastle or an approved contractor. . . .2 � i . . .2 6 . MAINTENANCE: The Town of Newcastle will maintain the sign support. The Director of Public Works may remove any service club shield after thirty days notice which does not meet acceptable standards of maintenance or when maintenance fees are past due. 7 . SELECTION OF SERVICE CLUBS: The Director of Public Works will decide which service clubs are to be displayed on the support. A service club shield which has been displayed in the past may be replaced by a newer or larger group. The maximum number of service clubs that may be identified on the sign is 12 (twelve) and any service club involved shall be identified on all the sign supports installed. Groups will be selected on the following basis: 1) Must meet the definition of a service club. 2) International membership. 3) Paid and active membership of the local branch. 4) Assessment of services to the community. 8 . REQUEST PROCEDURE: 8 . 1 A service club requesting either installation of a sign support or a service club shield on a road under the jurisdiction of the Town of Newcastle including a connecting link shall: 1) Complete and sign the attached letter of agreement. 2) Attach a letter of approval from its provincial or national board of directors. 3) Attach an international manifest or information pamphlet detailing the purpose of the club and information of local activities, charitable events, charity registration number, local and international membership figures . 4) Request a road occupancy permit from the Public Works Department and apply for a sign permit from the Planning Department. I . . .3 i . . . 3 8 .2 Service clubs requesting either installation of a sign support or a service club shield on a road under the jurisdiction of the Region of Durham shall: 1) Submit the request in writing to the Region of Durham, Manager of Traffic Operations . 2) Comply with regional guidelines and policies 8 . 3 A service club requesting either installation of a sign support or a service club shield on a road under the jurisdiction of the Ministry of Transportation shall: 1) Complete and sign the attached letter of agreement and request the Town of Newcastle act as a liaison with the Ministry of Transportation. 2) Provide a cheque payable to the Treasurer of Ontario to cover the initial cost of the encroachment permit application. 3) Comply with Ministry guidelines and policies.
