THAT Report WD-58-91 be received; and 2 . THAT Council approve the Cattle Crossing Signing Policy and Procedure attached to Report WD-58-91. ------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l: We-9 Cattle Crossing Sign No.2 : Cattle Crossing Policy and Procedure No. 3 : Letter of Agreement 2.0 BACKGROUND 2 . 1 The Manual of Uniform Traffic Control Devices which is published by the Ministry of Transportation of Ontario recommends that the We-9 cattle crossing sign shall be erected only where a driver's view of cattle crossing a highway is restricted to 250 metres or less and where the farmer has agreed to hang the We-9 signs prior to the cattle crossing and to remove them after they have crossed. . . .2 REPORT NO. : WD-58-91 PAGE 2 3.0 REVIEW AND COMMENT 3 . 1 The existing cattle crossing signs posted on Town of Newcastle roadways are an older style with black lettering on a yellow background stating "Cattle Crossing" which is permanently installed to a post. The three locations which presently exist are: 1. Lakeshore Road (Clarke) 2 . Concession Road 6 (Clarke) 3. Concession Road 5 (Clarke) 3 .2 The older style signs do not comply with the newer We-9 recommended standard. The new We-9 uses a symbol instead of lettering and requires that the farmer display the sign only while the crossing is actually being used. This has a greater impact on drivers and is intended to improve safety. 3 . 3 The Town of Newcastle does not presently have a policy to regulate and control the erection and maintenance of cattle crossing signing. There is no agreement for farmers to sign if they wish to obtain this new signing. 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that a policy to regulate and control the erection and maintenance of cattle crossing signing is required. I ATTACHMENT NO, WD�53-91 TOWN OF NEWCASTLE POLICY AND PROCEDURE To regulate and control the erection and maintenance of cattle crossing signing on roads under the jurisdiction of the Town of Newcastle. 1. DEFINITION: We-9 Cattle Crossing Sign shall be of the size shape and colour recommended in the Manual of Uniform Traffic Control Devices . 2. PURPOSE: The purpose of the We-9 sign is to advise motorists of cattle crossing the roadway. The installation of the sign does not eliminate the need for the farmer to provide lights to flag persons when required. 3. COSTS: At locations which meet the warrants specified in the Manual of Uniform Traffic Control Devices the Town of Newcastle will absorb all costs from the traffic sign budget. At locations which do not meet the warrants specified in the Manual of Uniform Traffic Control Devices, the farmer will pay in advance for all costs if they wish to display a cattle crossing sign. 4. MAINTENANCE: At warranted locations the signs and posts will be replaced free of charge if the farmer has complied with the agreement. At unwarranted locations the farmer will pay all costs of sign or post replacement in advance. 5. INSTALLATION AND REMOVAL: The cattle crossing sign support will be installed by the Town of Newcastle. The farmer is responsible to display the sign while the crossing is actually in use and remove the sign after the cattle have crossed. If the farmer does not comply with the terms of the agreement the signs and posts will be removed by the Director of Public Works . The Director of Public Works will discuss placement of older style cattle crossing signs which do not comply with the Manual of Uniform Traffic Control Devices with the farmers. 6. REQUEST PROCEDURE: The farmer shall contact the Director of Public Works to sign a copy of the attached agreement and apply for a road occupancy permit.
