REQUEST FOR TRAFFIC CONTROL SIGNALS AT THE INTERSECTION OF RINGS HIGHWAY #2 AND VARCOE ROAD/DARLINGTON BOULEVARD, COURTICE RECOMMENDATIONS: it. is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-56-91 be received for information; and 2 . THAT a copy of Report WD-56-91 be forwarded to Mr. Stu Jarvis . ------------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Key Map No.2 : Correspondence dated March 12, 1991, from Mr. Stu Jarvis No.3 : Correspondence dated April 2, 1991, from the Town of Newcastle No.4 : Correspondence dated May 7, 1991, from the Ministry of Transportation . . .2 REPORT NO. : WD-56-91 PAGE 2 2.0 BACKGROUND 2 . 1 At a regular meeting held on March 25, 1991, Council approved Resolution #C-180-91: "THAT the correspondence dated March 12, 1991, from Stu Jarvis, requesting installation of traffic lights at the intersection of Highway #2 and Varcoe Road be received; and THAT the correspondence be referred to the Director of Public Works for review and the preparation of a report to be submitted to the General Purpose and Administration Committee. " 3.0 REVIEW AND COMMENT 3 . 1 This is a Ministry of Transportation intersection and Council's concern was forwarded to Mr. Peter Howes, Highway Traffic Operations Supervisor, for review and response. Mr. P. L. Dorton, Traffic Analyst, advised that in light of the request the Ministry will update their counts in the near future to determine if traffic volumes meet the guidelines for traffic signals . 4.0 CONCLUSIONS 4 . 1 That Report WD-56-91 be received for information; 4 .2 THAT Mr. Stu Jarvis be forwarded a copy of Report WD-56-91. I refer to the intersection of King Street or Highway 2 and Varcoe Road within the Municipality of Courtice . If one is travelling eastbound on King Street and wishes to turn left onto Varcoe Road , there is an inordinate wait for traffic to clear and then one oftentimes has to take a chance to make the turn . Likewise, if one is travelling southbound on Varcoe Road and wishes to make a turn either way on King Street, one has to inch out into the traffic lanes to see and the same situation occurs . I have also seen children attempting to get across the highway on foot and sometimes they have to run between cars . Added to all this is a car placed on a ramp by Kingvar Motors which adds to the obstructed view. May I suggest that a traffic count and study be conducted at this intersection to determine if the installation of traffi, lights would be feasible at this intersection , as well as a pedestrian crosswalk . Re: Highway 2 at Varcoe Road/Darlington Blvd. Request for Traffic Signals This is in response to your April 2 , 1991 letter requesting information on the need for traffic signals at the above noted intersection. As you are no doubt aware, the ministry applies specific guidelines in determining the need for traffic signals . In general , if the combined 24 hour volume on the minor approaches of a 4 way intersection exceed 2 ,400• vehicles , we will conduct an 8 hour turning movement count. The results of the turning movement count ( factored to Average Annual Daily Traffic) are then applied to the ministry' s warrants for traffic signals . This information provides a good indication of the amount of delay being experienced at a given intersection. Our most recent sideroad count at Varcoe Road/Darlington Blvd. was taken in September 1988 . As it was below 2400 vehicles, we have not conducted an 8 hour TM; hence we are satisfied that signals are not required at this intersection. In light of your request, however, we will update our counts in the near future. You will be informed if further action is being considered, ie. if traffic signals are proposed.
