MEETING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE

SECT: PARKING ON QUEEN ,STREET AND ON THE SITE OF THE
FORMER BOWMANVILLE ARENA
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-52-91 be received;
2 . THAT Council approve the by-law attached to Report WD-52-91 to
permit parking on the north side of Queen Street from Temperance
Street westerly for 100 m (328 feet) ;
3 . THAT the members of the Bowmanville Lawn Bowling Club be permitted
to park on the site of the former Bowmanville Arena in the manner
illustrated on Attachment No. 1 to Report WD-52-91 during the
special events listed on Attachment No.5 to Report WD-52-91; and
4 . THAT Ms . Shirley Sylvester, Mr. Wayne Einhorn and Ms . Monica
Wardley be advised of Council's decision and provided with a copy
of Report WD-52-91.

2.0 BACKGROUND
2 . 1 At a regular meeting held on April 15, 1991, Council passed
Resolution #C-241-91:
"THAT the delegation of Shirley Sylvester be
received and referred to the Directors of Planning
and Public Works for review and preparation of a
recommendation to the General Purpose and
Administration Committee" .
2 .2 At a regular meeting held on April 29, 1991, Council passed
Resolution #C-264-91:
"THAT the correspondence dated April 18, 1991, from
Monica Wardley, Secretary, Bowmanville Lawn Bowling
Club, regarding parking on Queen Street be received;
THAT the correspondence be referred to the Director
of Public Works to be considered in conjunction with
his review of this matter" .

2 . 3 Following the delegation, Ms . Sylvester gave the Clerk a letter
from Mr. Wayne Einhorn (Attachment No.2) .
3.0 REVIEW AND COMMENT
3 . 1 The by-law to prohibit parking on the north side of Queen Street
was passed in 1979 . Since then Queen Street has been reconstructed
with curb and gutter and storm sewers and is about 32 feet wide.
3 .2 Until recently, the parking prohibition on the north side of Queen
Street from Temperance Street westerly has not been signed and
therefore has not be enforced.
3 . 3 During the consolidation of the traffic by-laws, my staff noted
that this section of Queen Street was not signed in accordance with
the by-laws . They therefore proceeded to erect the signs.
3 .4 Following the delegation by Ms . Sylvester, the No Parking signs
were removed on the north side of Queen Street from Temperance
Street westerly for 100 m (328 feet) . The street has been
monitored and no problems have been created by the parking on this
section of Queen Street.
3 .5 The ossible

3 . 6 It should be noted that prior to the arena being demolished, the
public was permitted to park in the locations shown on Attachment
No. l.
4.0 CONCLUSIONS
4 . 1 From the above it is concluded that:
1 . Parking on the north side of
Queen Street from Temperance
Street westerly for 100 m (328 feet) does not create a
problem.
2 . There is room for parking approximately 35 vehicles on the
site of the former Bowmanville Arena.

TO WHOM IT MAY CONCERN:
I would like to take this opportunity to bring your
attention to a situation that ha.s arisen which has caused
much inconvenience and may result in lost revenue to our
firm.
For the past 7 years , our firm has operated successfully in
the Town of Bowmanville . Although parking has been somewhat
of a problem, the ability to park on Queen Street reduced
any parking problems which we had. Suddenly, without
notice , "No Parking" signs were erected on Queen Street .
Upon inquiring about the reasoning behind this sudden
change , we were informed that Queen Street was designated
for no parking since 1979 and it had been decided to begin
enforcement only several weeks ago . This has created many
insurmountable problems which has interrupted the operation
of our business .
The nature of our business requires that sales representatives
routinely attend the office for more than two hours ( the
maximum limit on Liberty Street) . Much of the time spent in
the office is in meetings . It is therefore now necessary to
either continually interrupt meetings or face the prospect
of continuous parking tickets .
The next problem is that the number of parking places on
Liberty Street does not facilitate our 26 employees and
customers . The result is customers and sales representatives
alike are having to park a considerable distance from the
office and walk.
We would like to propose to this Council that until an
acceptable compromise is reached , the enforcement of the "No
Parking" by—law for Queen Street , Bowmanville , not be
enforced .

Last fall I requested that you consider allowing our club
parking facilities on the spare ground, opposite the Bowling
Club, on Queen Street.
You mentioned in your answer that at that time it was not
clear what was planned for that area but you would keep our
request in mind.
Last night when we had a _general meeting we found not only
that area off bounds but new "No parking signs" right outside the
club. This will destroy our club if seniors have to park at great
distances and carrying heavy bowls. Particularly on Tournament
days when we hope to have 50-60 bowlers attending. Our Crub has
been going for 85 years. Many of the bowlers are seniors although
we are trying to interest the young.
Please, I urge you to remedy this situation before our
opening on May 19th. 1991 and especially for our first tournament
at the beginning of June.

On behalf of the Bowmanville Lawn Bowling Club, I request that you
consider allowing a parking lot on Queen Street opposite the
bowling club. The arena has been torn down and is now being
grassed over. We do not ask for all of it, just a part. It is
important that this club, which has been going for 85 years, should
be allowed to grow and parking is very important.
Please give this request your careful consideration.

BOWMANVILLE LAWN BOWLING CLUB
NEWS --------- ----------Spring 1991
The Spring meeting of the Club was held on April 17 at the clubhouse. There was a
good discussion'of matters affecting our organization with the following result:
• A clean-up day has been scheduled for Wednesday, May 1st. It is hoped that a
good many volunteers will be on hand to help tidy up the grounds and make the
clubhouse ship-shape for the opening of the season. Work begins at 9:00 am.
• Opening Day will be Sunday, May 19th at 2:00 pm
o Regularly scheduled Tuesday bowling has been moved from the evening to the
afternoon. The draw will close at 1 :30 pm
o Regular club bowling will continue on Thursday evening at 7:00 pm
• No entry fee will be charged for regular club bowling on Tuesdays and Thursdays.
• A Jitney will be held at 1:30 pm each Sunday afternoon. An entry fee of fifty
cents will be charged.

In addition to these tournaments, the OLB District 14 Ladies' Fours playdown will be
held at the club on Tuesday, June 4th, beginning at 9:00 am.

The latest draft of our new club constitution is now ready for review and comment.
During the summer, it is hoped that each member will review it and make suggestions
for changes. It will be presented at the fall meeting for approval and adoption.

The health of the club depends on our attracting new members. Manv clubs have found
that the best way to attract new people is for present members to bring friends and
acquaintances out to try the Game. Beth Woods has offered to give instruction to
new bowlers, please let her kncv. when you are brinoing someone to the club and she
will be on hand to show them wh�4. the oame is all about.

BY-LAW 91-
Being a by-law to amend By-Law 91-58 being a by-
law to Regulate Traffic on Highways, Municipal and
Private Property in the Town of Newcastle
WHEREAS the Council of the Corporation of the Town of Newcastle deems
it desirable to amend By-Law 91-58;
NOW THEREFORE the Council of the Corporation of the Town of Newcastle
enacts as follows:
1) Schedule II "No Parking" to By-law 91-58 is amended by;
(A) deleting the following reference:
Column 1 Column 2 Column 3 Column 4
Prohibited
Highway Side Between Times or Days
Queen Street North Scugog Street and Anytime
(Bowmanville) Durham Regional
Road 14
AND
(B) substituting the following reference:
