THAT Report WD-47-91 be received for information; -------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l: Key Map No. 2: Correspondence dated February 8, 1991, from the Town of Newcastle to the Ministry of Transportation No. 3: Correspondence dated April 4, 1991, from the Ministry of Transportation . . .2 7 REPORT NO. : WD-47-91 PAGE 2 2.0 BACKGROUND 2 . 1 At a regular meeting held on January 14, 1991, Council approved Resolution #C-34-91: "THAT the Director of Public Works contact the Ministry of Transportation of Ontario regarding the installation of traffic lights at the intersection of Holt Road and Highway #2 and report back to the General Purpose and Administrative Committee on his findings . " 3.0 REVIEW AND COMMENT 3 . 1 A letter expressing Council's concern was forwarded to Mr. Peter Howes, Highway Traffic Operations Supervisor, Ministry of Transportation for review and response (Attachment No. l) . 3 .2 Mr. Peter Dorton, Traffic Analyst, for the Ministry of Transportation advised the Town in a letter dated April 4, 1991, (Attachment No.2 ) that the Holt Road and Highway 2 intersection is currently operating to their satisfaction with the existing j stop condition. A new traffic count will be conducted on Holt Road during 1991 . However, they do not anticipate any required changes . 4.0 CONCLUSIONS I 4 . 1 That Report WD-47-91 be received for information. Evans, Director of Public Works, The Town of Newcastle, 4EWCAS.0 40 Temperance Street, n Bowmanville, Ontario, L1C 3A6 APR 1 g 4 Dear Sir: ; `v l Re: Highway 2 at Holt Road u Request for Traffic Signals This is in response to your letter of February. 8, 1991, requesting information concerning requirements for traffic signals at the above noted intersection. Based on sideroad counts conducted on Holt Road in 1987, there would not appear to be a need for traffic signals at this intersection. For four-way intersections the ministry generally _ requires a 24 hour sideroad volume of 2400 vehicles or greater to justify doing an 8 hour turning movement count. Our 1987 sideroad count resulted in an Average Annual Daily Traffic (AADT) of 1443 for Holt Road. As we are not aware of any additional major traffic generators having appeared on Holt Road since 1987, we do not feel there is a need to conduct a turning movement count at this time. In conclusion, the Highway 2 and Holt Road intersection is currently operating to our satisfaction under the existing stop condition. We will update our counts on Holt Road this year, however, and notify you if further action is being contemplated. I trust this is satisfactory.
