THAT Report Addendum to WD-43-91 be received; and 2 . No. 6 Plan showing details of spring outlet. 2.0 BACKGROUND 2 . 1 At a meeting held on May 27 , 1991, Council approved the following: Recommendation #GPA-345-91: "THAT Report WD-43-91 be tabled to a future meeting to allow Staff to request and receive from the Regional Department of Health Services, detailed written information on the condition of the water of the Tyrone Spring. " . . . /2 219 REPORT NO. : ADDENDUM TO WD-43-91 PAGE 2 Recommendation #GPA-346-91 : "THAT the foregoing Resolution #GPA-345-91 be amended by adding thereto: 'and that Mr. Brian Devitt, Regional Environmental Director, be requested to provide up-to-date information on the contents of the letter dated April 19, 1991, received from the Chief Public Health Inspector, Regional Municipality of Durham' . " And Recommendation #GPA-347-91 : "THAT the Director of Public Works investigate the cost of providing adequate drainage and erecting a permanent structure to protect the water source of the Tyrone Spring. " 2 .2 Also, at a meeting held on October 1, 1991, Council passed Resolution #C-592-91: "THAT the correspondence dated August 28, 1991, from R. J. Kyle, Medical Officer of Health, Region of Durham, regarding the Tyrone Spring Water for Public Use, be received and referred to the Director of Public Works to be considered in conjunction with his report on this matter. " 3.0 REVIEW & COMMENT 3. 1 The spring, which is sometimes referred to as the Tyrone Spring, is located on the north side of Concession Road 8 in the vicinity of Lot 5, former Township of Darlington. 3.2 The spring consists of a dug well with a 1.0 m (3. 3 feet) diameter steel culvert, 1.5 m (4 .9 feet) deep with a 19mm (0 .75 inches) diameter plastic line to the overflow location ( see Attachment No. 4) . In order to improve the reliability of the quality of the water it is proposed that the steel culvert be replaced with a 1 .0 m (3.3 feet) concrete pipe section 1.5 m (4 . 9 feet) deep with a sealed lid. i . . . /3 I 11220 i i REPORT NO. : ADDENDUM TO WD-43-91 PAGE 3 In order to make the outlet accessible it is proposed that some wooden steps and a headwall be built as illustrated on Attachment 6. Also, it is proposed that the shoulder of the road be widened to provide a parking area 40 m ( 131.2 feet) in length. The estimated cost for this work is $3,600. 3 .3 In view of the statements made by Dr. Kyle in his letter dated August 28, 1991, it is still my opinion that the Town should make the outlet of the spring inaccessible to the public. Cameron pertaining to a neglected water spring located on Part Lot 5, Concession 8, be acknowledged; THAT the Public Works Department review and report on appropriate measures to clean up this site; THAT the Department of Public Health be contacted and requested to monitor this site on a frequent basis; and THAT Mr. Robert W. Cameron be advised of Council 's decision. " 3.0 REVIEW AND COMMENT 3 . 1 Location of Spring The spring is located on the north side of Concession Road 8 in a low lying, poorly drained swampy area. i .3 . 2 Recommendation from the Durham Region Department of Health Services In his letter dated April 19 , 1991, Mr. Robinson states that "this spring cannot be considered safe as a source of drinking water and it should be made inaccessible to the public, thereby eliminating a potential health hazard" . DATE : MAY 1991 E � i ATTACHMENT NO. 2 KEY MAP WD-43-91 I TYPED AS WRITTEN April 17, 1991 To Planning Department and Councillors : I saw in the Oshawa Times on Saturday where one had talked about having the water spring opened again. .I presume it is the Tyrone Spring on the 8th Concession in the Town of Newcastle. Approximately three years ago (I am just not sure when) my husband, Richard Lott (Lott Well Cleaning) , cleaned the well out and for awhile they found it good for drinking but, after some time they closed it again. I wrote and told the Town of Newcastle that my husband said he was sure the problem was that there is a pocket beside the well which holds water and becomes stagnant and to his opinion they need to trench the area so it will drain away. He is sure the problem will be solved and be good for drinking. At the present time my husband is unable to work but, our son-in-law, Donald Steeves, is still working for us as he was on this job and my husband says if this could be trenched and drained away by your men who work for you -he will gladly clean the well and do what was done before, free of charge at no expense to the Town of Newcastle. We are more than glad to do it for the public. If you would like to try this, please give 'me a call. In addition the Spring is considered• to be an unprotected source as it is subject to contamination from many forms of run-off as well as possible tampering by any passerby. In summary, this Department is of the opinion that the water from the Spring has an unreliable bacteriological quality and also that the Spring is an unprotected source. In 1986, 10 of 11 samples were tested bacteriologically and found to be unsafe. As a result, our Department advised the Director of the Works Department of the Town of Newcastle to make the spring "inaccessible to the public". Since 1986, the spring has not been used by the public because the pipe is cut off very near to the ground making it very difficult or impossible to fill large containers with drinking water. In 1991, we began resampling the spring at the request of the Town of Newcastle officials and 15 of 16 samples were satisfactory. There appears to be a major improvement in the quality of the water since 1986. As a result, the spring could be made accessible to the public again and we would provide bi-weekly bacteriological sampling of the well to ensure its safety. In spite of the sampling, there is always the potential of the water being contaminated since it comes from an unprotected source. In the event that unsatisfactory bacteriological results on.the water are obtained during our routine monitoring, the spring should be fitted with a device to provide easy disconnection of the system. By providing such a device the water can be made inaccessible on-short notice, thus quickly eliminating a potential health hazard. Yours truly, R.J. In view of the foregoing it is becoming quite clear that the bacteriological quality of the water is unreliable and that the water is unsafe for human consumption.
