THAT Report WD-42-91 be received; 2 . THAT Council approve the reconstruction of Beaver Street from Edward Street to Highway 2 in 1991; and 3 . THAT the funding for the project be provided from $250,000 Supplementary Subsidy from the Ministry of Transportation and $250,000 from the Lot Levy Reserve Fund. ------------------------------------------------------------------- REPORT 1.0 ATTACHMENT No. l: Key Map No.2 : Announcement from Gord Mills, M.P.P. , that $250,000 Supplementary Subsidy is available for the reconstruction of Beaver Street. 2.0 BACKGROUND 2 . 1 Provision was made `in the approved 1991 Capital Budget for the reconstruction of Beaver Street from Edward Street southerly to Highway 401 and of Robert Street from Beaver Street to Mill Street, in the Village of Newcastle. . . .2 REPORT NO. : WD-42-91 PAGE 2 2 .2 The reconstruction of Beaver Street from Edward Street to Highway 2 was not provided for in the Capital Budget because at the time of preparation it was not known where the funding could come from. Subsequent to the preparation of the Budget the Province of Ontario announced the proposed Anti-Recession Program. Application was made for funding for the project under this program. However, the Province has advised that funding would not be available from this source. 2 . 3 Gord Mills, M.P.P. , has recently advised the Town that the Province will provide $250,000 Supplementary Subsidy for the reconstruction of Beaver Street from Edward Street to Highway 2 (Attachment No.2) . 2 .4 The projected Lot Levy Reserve Fund balance at the end of 1991 and reflected in the Capital Budget was $885,000. Therefore, the Town's share of the project, $250,000, can be obtained from the Lot Levy Reserve Fund leaving a projected year end balance of $635,000 . 3.0 RECOMMENDATIONS 3. 1 It is therefore recommended that Council approve the reconstruction of Beaver Street from Edward Street to Highway 2 and that the funding be provided by $250,000 from the Supplementary Subsidy from the Ministry of Transportation and $250,000 from the Lot Levy Reserve Fund. "This supplementary funding program will assist municipalities in our area with a wide range of road and street improvements. These include upgrading bridges and culverts, as well as providing safety features such as guardrails and traffio lights. I welcome these improvements because they will make roads safer for my constituents+l, said Mills. "Improving the municipal road system in Durham East plays an important part of strengthening Ontario's overall transportation system, " Philip said. "I am pleased the ministry is able to maintain supplementary funds at levels comparable to last yearts expenditures, " Philip said. "This will enable municipalities to maintain the soundness of their road and bridge infrastructures. safer roads mean safer transportation." The funding for Durham East is part of $87 . 6 million in supplementary funds allocated by the province to municipalities for such projects as building and repairing bridges, roads and culverts. The provincial government has already allocated $623 .6 million to municipalities for road work in 1991. This represents a 6 .8 per cent increase over the basic allocation for 1990. "These projects will create 100, 000 person-weeks of employment across the province, " said Philip. "That's a welcome boost to local economies during recession.
