SIJ&JECj: SAFETY CONCERNS AND PROPOSED PARKING PROHIBITION ON
HIGHWAY NO.2 AND SANDRINGHAM DRIVE, COURTICE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-39-91 be received; and
2 . THAT Council inform the Ministry of Transportation that the Town
of Newcastle endorses the proposed parking prohibition on the south
side of Highway No.2 from Sandringham Drive to a point 60 metres
( 195 feet) westerly, which includes the travelled portion of the
roadway and the boulevard in front of #1577 Highway No.2, Courtice.

2.0 BACKGROUND
2 . 1 On February 15, 1990, Council passed Resolution #GPA-108-90:
"THAT the Director of Public Works review and report
on the possibility of improving the Sandringham
Drive exit onto Highway No. 2 . "
3.0 REVIEW AND COMMENT
3. 1 Report WD-50-90 (Attachment No.2) responded to the above resolution
and included a letter from the Ministry of Transportation which
concluded that the visibility at this intersection met the
Ministry's Design Standards and that no improvements were scheduled
at this location.
3 .2 Citizens continued to express concern, this time specifically
regarding visibility problems created by vehicles parked at #1577
Highway No.2, which services a garage and restaurant just west of
Sandringham Drive. These concerns were expressed by the Town of
Newcastle to the Ministry of Transportation (Attachment No. 3) .
3 . 3 In a letter dated February 11, 1991 (Attachment No.4) , the Ministry
of Transportation agreed that parking on the road and boulevard
reduces visibility for the motorists exiting from Sandringham Drive
onto Highway No.2 and that the Ministry is prepared to post "No
Parking" signs in this location. As a matter of policy and
courtesy, the Ministry of Transportation has requested that Council
pass a resolution stating its agreement with the proposed parking
prohibition on the south side of Highway No.2 from Sandringham
Drive westerly for 60 metres ( 195 feet) .
3 .4 The Ministry has indicated that traffic signals are warranted at
the Prestonvale Road/Highway No.2 intersection located 200 metres
(650 feet) west of Sandringham Drive (Attachment No.5) . It is
expected that the existing traffic signals at Trulls Road combined

with the proposed traffic signals on Prestonvale Road will improve
safety at the Sandringham Drive intersection by creating safe gaps

for vehicles entering onto Highway No.2 .

3 .5 The Ministry of Transportation does not endorse traffic signals
within a distance of 450 metres ( 1476 feet) of other traffic
signals on Ministry roads . The proposed Prestonvale Road traffic
signals would be only 200 metres (656 feet) west of the Sandringham
Drive intersection and would not accommodate future signals at
Sandringham Drive.
3 . 6 If the proposed traffic signals at Prestonvale Road do not create
sufficient safe gaps for traffic, and the Ministry of
Transportation will not endorse traffic signals at Sandringham
Drive, the Town may review the Phair Avenue blockage at Sandringham
Drive. If Phair Avenue were improved and opened, it would allow
motorists on Sandringham Drive access westerly to Prestonvale Road
and then north to the traffic signals .
4.0 CONCLUSIONS
4 . 1 From the above, it is concluded that the Ministry of Transportation
is satisfied with the design of the Sandringham Drive/Highway No.2
intersection, but with Council 's approval the Ministry is prepared
to install No Parking signs and curbs to prevent visibility
problems created by vehicles parked on the boulevard and roadway.
4 .2 If problems exist at the Sandringham Drive intersection after
traffic signals have been installed at the Prestonvale Road
intersection, the Town should consider improving and opening Phair
Avenue to through traffic .

3.0 REVIEW AND COMMENT
3. 1 The intersection of Sandringham Drive and Highway No.2 is
under the jurisdiction of the Ministry of Transportation.
3 .2 The Ministry was advised of the concern raised about insufficient
visibility for northbound vehicles on Sandringham Drive turning
onto Highway No.2 .
3. 3 Attachment No.2 is a copy of the reply from the Ministry which is
self explanatory.
4.0 RECOMMENDATION
4 . 1 It is, therefore, recommended that this report be received for
information.

Re: Intersection of Sandringham Drive and Highway
No. 2, Courtice, Township of Darlington,
Concession 2, Lot 32
In response to your letter to Mr. C.R. Arbuckle, dated 90 03 01
concerning the possibility of improving the Sandringham Drive exit
onto Highway # 2 the Ministry has reviewed the sight line distances
and other geometric design features of this intersection. It was
found that northbound vehicles turning onto Highway 2 have adequate
visibility and the intersection meets our design standards. We also
have no records of accidents at this intersection since it was
opened in 1987 , however, our Traffic Section will be conducting a
traffic count at both Sandringham Drive and Prestonvale Road. At
this time the Ministry has no improvements scheduled for
Sandringham Drive.

Dear Mr. Dorton:
RE: INTERSECTION OF SANDRINGHAM DRIVE AND KINGS HIGHWAY #2,
COURTICE
In accordance with our phone conversation of December 4, 1990,
would you please review this intersection as soon as possible.
A sight distance problem exists for vehicles northbound on
Sandringham Drive attempting to enter Highway #2 . The garage and
restaurant on the south/west corner have paved parking areas
which are often filled. The customers are then parking in the
right-hand driving lane of Highway #2 and on the boulevard for
short periods of time making police enforcement difficult.
Would you please review this matter and advise if "No Stopping"
signs (or "No Parking" ) can be installed to deter motorists from
stopping on the travelled portion of the highway.
I
The Town is considering placing curbs on the boulevard to act as
a physical barrier to customer parking. Please advise if the
Ministry of Transportation has any authority or comments
regarding this boulevard area.

26, 1989 and 90-89683, July 10, 1990) on file which may have been
partially caused by visibility problems.

Parking Concerns
This is in response to your letter dated December 4 , 1990
concerning vehicles parking in the southwest quadrant of
the above noted intersection .
I agree that vehicles parking on the travelled portion of
Highway 2 would pose visibility problems for motorists
exiting from Sandringham Drive . Therefore , I am request-
ing that Council pass a resolution stating its agreement
with a proposed 60 metre parking prohibition on the south
side of Highway 2 extending westerly from Sandringham
Drive.
Concerning parking on the boulevard , the above noted
parking prohibition would cover any parking within the
ministry ' s right-of-way . However , as you indicate in your
letter , enforcement of same may be somewhat d i f f i c u l t ,
especially if it . is occuring for short periods only .
Placing curbs on the boulevard would prevent this from
occuring , however , the ministry would not likely allow
such a barrier to be placed on our right-of-way . If you
with to pursue this matter further , I suggest you contact
Mr . D . McCrory , Head , District Engineering Services at 1 -
416-885-6381 . There may be some questions as well as to
where in fact the property line is in this quadrant .
Again , Mr . McCrory may be able to clarify this for you .

Request for Traffic STgnats'
The ministry has been requested in the past by the Town of
Newcastle to review the warrants for traffic signals at
the above noted intersection .
Based on our most recent turning movement count and over-
all operational review, we recognize that traffic signals
may be of benefit at this intersection . This office is
currently undertaking to have the intersection placed on
the ministry ' s signal program. However, we are not in a
position to anticipate an installation date , as this
intersection will be competing with other locations for
limited available funding .
In the meantime , any measures that are available to the
Town of Newcastle that would facilitate the use of the new
signal at Trull ' s Road would be appreciated , ie . the open-
ing of connecting roads between subdivisions south of
Highway 2 may encourage motorists to enter Highway 2 at
Trull ' s Road , thereby reducing delays at the Highway 2/
Prestonvale Road intersection .
We are taking the necessary steps to have this intersec-
tion signalized , but request your patience in this regard .
