FRED KONING 33 SECOND STREET, BOWMANVILLE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-36-91 be received; 2 . THAT Mr. Koning's request for a culvert be denied; and 3 . THAT Mr. Koning be advised of Council's decision. ------------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l: Key Map No.2 : Correspondence dated October 9, 1990, from Mr. Koning to the Town of Newcastle No. 3 : Correspondence dated November 20, 1990,, from Mr. Koning to the Town of Newcastle No.4: Correspondence dated November 22, 1990, from the Town of Newcastle to Mr. Koning . . .2 REPORT NO. : WD-36-91 PAGE 2 2.0 BACKGROUND 2 . 1 At a regular meeting held on October 15, 1990, Council passed Resolution #C-667-90: "THAT the correspondence dated October 9, 1990, from Mr. Fred Koning, requesting installation of a culvert on his property be received; THAT the correspondence be referred to the Director of Public Works for review and a subsequent report be submitted to the General Purpose and Administration Committee. " 3.0 REVIEW AND COMMENT 3. 1 At the request of Mr. Koning, site meetings were arranged during July and November of 1990 to review drainage problems with his backyard bordering Prospect Street. During the inspection it was determined that water was being retained in Mr. Koning's backyard because it is ten to twelve inches below the level of the road and also lower than surrounding property. 3 .2 As a result of the inspections an asphalt curb was installed to direct surface water to the open ditch. This was installed to prevent any surface water from entering the Koning property north of the open ditch. 3. 3 It was determined that the installation of a thirty or forty foot long culvert to act as a storm sewer would not solve the drainage problem. If the open ditch were filled in it could make the flooding worse by allowing the surface water to flow directly through the hedge and onto Mr. Koning's property. 3 .4 Mr. Koning's backyard has a minor drainage problem largely because it is lower than surrounding property. Mr. Koning could improve his situation by raising and properly grading his backyard. . . . 3 047 REPORT NO. : WD-36-91 PAGE 3 3 .5 To completely eliminate the drainage problem, it will be necessary to install storm sewers on Prospect Street {265 metres ( 861 feet) } and Odell Street {105 metres (34 feet) } . The preliminary cost estimate for 370 metres ( 1202 feet) of storm sewers and road construction is $141,000 . 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that the installation of the asphalt curb has prevented the surface water from flowing directly onto Mr. Koning's property. 4 .2 The installation of a culvert will not eliminate the drainage problem at this location. F_71 sT w. r— ATTAUMFiff 110, 1 KEY MAP WD-36— gi i 04.7 i TYPED AS WRITTEN October 9, 1990 Dear Sir or Madam It is well known to the Public Works Department of the Town, that the area of Second Street and Prospect Street does not have storm sewers . This fact has given me enormous problems . The back corner of my property is much lower than the road surface. The result is dirty rainwater, from this whole area, is collecting in a ditch which runs on the east side adjacent to my property. It has happened several times in the past, my back yard was flooded with approximately six inches of water and on another occasion last year during a severe rain storm my basement was flooded. Furthermore, a hedge next to this ditch has died over the years from being exposed to salty water during the Spring runoff. However, this problem can easily be rectified if a 12 inch culvert, approximately 30-40 feet long is laid down in the mentioned ditch to deliver the water further down south past my property. I would certainly appreciate it if you could look into this problem and make a decision soon before the next winter freeze. The fact that no storm sewers are in evidence, and what I have mentioned in this letter according to my own experience in construction is the cheapest and best alternative to prevent more problems in the future. May I please hear from you as soon as possible, I am very concerned that even bigger problems will showing up next Spring. The Mayor of the Town j ATTACH IMEJT NO, 2 WD-36-91 TYPED AS WRITTEN November 20, 1990 Dear Sir/Madam On October 1, 1990, I received your letter concerning my request for the installation of a small culvert along the east side of my property. It stated that I would be advised of the decision made by Council. As of today, this has not been received by me. Therefore, I would like to inform you that I will no longer be duped by the Towns water to run freely into my back yard. My cedar hedge has already died from the salty Spring runoff during the past years . I will have no other alternative but to block up the existing culvert which runs into my property. Mr. Ellwood Hawes attended your residence following receipt of your letter and discussed the drainage problem with you. I attended at your residence on November 21 with Mr. Hawes and reviewed your concerns . A twelve inch storm sewer (thirty or fourty feet long) as suggested by yourself, in our opinion, is not the answer in solving this drainage problem. If a shallow storm sewer were installed along the west ditch in front of your hedge it would only worsen the flooding because the surface water would then flow directly through the hedge onto your lawn. Such a storm sewer would also create more hardship to your neighbour to the south. During resurfacing this year, Public Works representatives met with you and installed an asphalt curb along the west side of the pavement which will greatly reduce the amount of surface water running onto your property. We cannot guarantee that all of the water will be contained within the existing ditch and that you may still receive some runoff, however, it should be less than in the past. ATTACHMENT NO, 4 WD-36-91 . . . 2 r . . .2 The ultimate answer, as you mention in your letter, is storm sewers and this amount of money is not included in the budget. Prior to storm sewer being constructed on Prospect Street, it would be necessary to design and construct a complete storm sewer system right from the outfall and reconstruct the roads as well. The cost for this would be prohibitive due to budget restraints. I suggest that in the meantime, we monitor the flooding in your area prior to taking any further action. Sincerely D.
