RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-35-91 be received; and
2 . THAT the reconstruction of Station Street from Main Street
westerly for 300 metres be included in the 1991 Capital Budget
and Four Year Forecast and scheduled for construction in 1995 .

2.0 BACKGROUND
2 . 1 At a regular meeting of the General Purpose and Administration
Committee held on January 8, 1990, Resolution #GPA-32-90 was
passed:
"THAT Staff review and report to a future General
Purpose and Administration Committee Meeting on
the possibility of widening Station Street, Orono,
on the west side of Durham Road 17 because of the
recent traffic accident which occurred at this
location" .
2 .2 The traffic accident referred to in Resolution #GPA-32-90
occurred when a vehicle travelling westbound on Station Street
left the road and travelled down the north side of a steep
embankment and collided with a tree (Attachment No. l) . Proof of
this accident was evident in the field, however, it appears that
this accident was not reported to the Durham Regional Police and
a traffic accident report was not prepared.
This road was originally constructed to a rural road cross-
section with a top width of 7 .2 metres (comprised of a 6 . 0 metre
driving surface and 0 . 6 metre shoulders) on an old railway bed.
In the area where the accident occurred there exists a deep fill
embankment over a tributary of the Wilmot Creek which is not
protected with guide rails. The road is illuminated and is
structurally in reasonable condition. There is insufficient
width for a comfortable separation between pedestrian and
vehicular traffic .
2 . 3 In order to provide additional safety for the public, it is
necessary to make improvements to Station Street such as:
a) install guide rails to protect the deep fill embankment.
b) construct a sidewalk and a boulevard on Station Street from
Main Street westerly to the Senior Citizen Complex.

3.0 REVIEW AND COMMENT
3 . 1 We have reviewed the various alternatives and found the only
reasonable solution is to design the reconstruction of Station
Street to an urban road standard. The use of an urban road
standard provides additional top width necessary to permit the
installation of sidewalk and guide rails (Attachment No.2) .
3 .2 The recommended design provides for the reconstruction of
approximately 300 metres (984 feet) of Station Street, from Main
Street westerly to the Senior Citizen Complex, to an urban road
standard including curb and gutter, storm sewers and a concrete
sidewalk. The proposed sidewalk is located on the north side of
Station Street and is separated from the proposed road by a 1.5
metre (5 feet) sodded boulevard. In addition, the design provides
for guide rails on both sides of the road.
3 .3 Estimated Construction Costs
The estimated cost of the reconstruction of Station Street, based
on the proposed urban design, is $340,000 . This project is
eligible for subsidy from the Ministry of Transportation.
