RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-27-91 be received; and
2 . THAT no changes be made to the permitted parking areas on Prince
Street, Bowmanville

2 . 1 At a regular meeting of Council held on October 15, 1990, Council
passed Resolution #C-682-90:
"THAT the Public Works Department investigate and -
report to the General Purpose and Administration
Committee on the possibility of converting Prince
Street in the Town of Bowmanville to a No Parking
Area. "

3.0 REVIEW AND COMMENT
3. 1 Expansion of the Bowmanville Memorial Hospital
Construction of the expansion of the Bowmanville hospital, which
began in 1988, resulted in an increase in the number of vehicles
parked on Prince Street, which borders the south side of the
hospital. This has resulted in complaints from residents in the
area about parking on Prince Street.
3 .2 Expansion Includes a Parking Lot
The expansion of the hospital included the construction of a
parking lot with a capacity for 220 vehicles including 20 spaces
for the handicapped. The parking lot now operates with a vacancy
of about 25 percent. There is a charge of 50 cents for the use of
the parking lot (no time limit) . Hospital staff pay $10 .00 per
month for a parking permit.
3. 3 Survey of Residents Conducted
On February 6, 1990, the residents on Prince Street were contacted
to obtain their opinion of what should be done about parking on
Prince Street. Although some residents would support "no parking"
restrictions on Prince Street, others want on street parking
available on Prince Street for their use and for the use of their
visitors .
3 .4 Additional Signing
The matter of parking on Prince Street has been discussed with
Randy Fallis, Vice-President, Human Resources, Bowmanville
Hospital. Mr. Fallis has agreed to post "Parking Lot" signs at the
entrance to the parking lot and to post notices inside the hospital
to advise staff and visitors of the regulations with regard to
parking on Prince Street.

3 .5 Enforcement of Parking Regulations
The Town's by-law enforcement personnel have advised that they
patrol Prince Street once or twice a day to ensure that the parking
regulations are being adhered to.
3 . 6 Additional Signing on Prince Street
The north side of Prince Street from Liberty Street to a point just
west of #18 Prince Street is a "No Parking" Zone. However, there
are several violations of the no parking regulation and parking
tickets are issued on a fairly regular basis .
The Fire Department has advised of the need to keep this area clear
of parked vehicles to ensure that the Fire Department has access
to the water standpipes adjacent to the hospital at all times.
"Tow-Away" signs will be installed in this area to ensure that the
public is aware that it is important that this area be kept free
of parked vehicles at all times .
4.0 CONCLUSIONS
4 . 1 It is concluded that it is not necessary to make all of Prince
Street a "No Parking" area and that additional signing (Tow-Away
Zone) should be installed along the existing "No Parking" area on
Prince Street.
