THAT Report WD-16-91 be received; 2 . THAT the intersection of Prospect Street and Second Street (Bowmanville) be made an All Way Stop; and 3 . THAT the By-law attached to Report WD-16-91 be passed by Council to implement the change. ---------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l: Key Map No.2 : By-law to Amend By-Law 75-23 2.0 BACKGROUND 2 . 1 During July of 1990, Mr. Fred Koning of 33 Second Street raised the matter of encroachment by eastbound traffic on Second Street over his property line. The property bar was located, and when repaving of the intersection occurred the roadway was realigned to reflect the true road allowance. The new alignment has now increased the potential of a motor vehicle accident. REPORT NO. : WD-16-91 PAGE 2 3.0 REVIEW AND COMMENT 3 . 1 For many years the stop condition at this intersection has been on Prospect Street with Second Street given the through road designation. Eastbound traffic on Second Street has continually encroached upon private property in order to negotiate the curve within the intersection. 3 .2 The new alignment of the intersection and construction of a fence at the south-west corner of the intersection prevents motorists from manoeuvring through the intersection as they had in previous years . 3 . 3 No serious motor vehicle accidents have occurred at this intersection in the past due to traffic being primarily local, low speed, and used by motorists who are familiar with the intersection. i 3.4 The new alignment of Second Street has created a hazardous condition. The potential now exists for a head on collision between westbound and eastbound traffic on Second Street. 3.5 A motorist, who is unfamiliar with this intersection, while travelling on Second Street approaching Prospect Street, can become momentarily confused as to whether this is a "T" intersection, a 90 degree curve or a curve through an intersection. KEY =MAPEJD-1G-91 CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 91- Being a by-law to amend By-Law 75-23 being a by-law to designate certain highways with the Corporation of the Town of Newcastle as "Through Highways" WHEREAS the Council of the Corporation of the Town of Newcastle deems it desirable to amend By-Law 75-23; NOW THEREFORE the Council of the Corporation of the Town of Newcastle enacts as follows: 1) Schedule 'H' to By-law 75-23 (former Town of Bowmanville) is amended by A) deleting the following reference: Item # Column 1 Column 2 Highway Between 33 Second Street The east limit of Scugog Street and the west limit of Elgin Street. AND B) Substituting the following therefor: Item # Column 1 Column 2 Highway Between 33 Second Street The east limit of Prospect Street and west limit of Elgin Street. 2) This By-law shall come into force upon receiving the approval of the Regional Municipality of Durham and when signs to the effect are erected.
