THAT Report WD-15-91 be received; 2 . THAT the speed limit on Prestonvale Road from Kings Highway No.2 southerly for 1300 M (4,265 feet) be reduced from 60 km/hr to 50 km/hr; and 3 . THAT the By-laws attached to Report WD-15-91 be passed by Council to implement the change. ---------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l: Key Map No.2 : By-law to Amend By-law 79-75, Schedule B No.3: By-law to Amend By-law 79-75, Schedule E . . .2 REPORT NO. : WD-15-91 PAGE 2 2.0 BACKGROUND 2 . 1 The speed limit zone on Prestonvale Road was set at 60 km/hr from Kings Highway #2 to Regional Road 22 (Bloor Street) in 1979 . During the past year, numerous citizens have expressed concern that this speed limit of 60 km/hr is too fast for a residential area. 3.0 REVIEW AND COMMENT 3 . 1 There has been a large amount of residential development in the Courtice area over the past few years . 3 .2 Prestonvale Road has three distinct road sections. The section of Prestonvale Road from Kings Highway #2 southerly to Robert Adams Drive is built to urban standards and has a sidewalk on the west side. The section from Robert Adams Drive to Claret Road has been resurfaced, but has no curbs or sidewalks at the present time. The section from Claret Road southerly to Glenabbey Drive is narrower in width than the northerly portion with no sidewalks, some gentle curves and many trees just off the edge of the roadway. 3 . 3 An adult Crossing Guard was placed on Prestonvale Road at Claret Road on September 17, 1990, to assist children attending the Dr. Emily Stowe School on Sandringham Drive {located on the east side of Sandringham Drive 165 m (541 feet) north of Claret Road and 460 m ( 1509 feet) south of Highway No.2 1 . 3 .4 Prestonvale Road from Kings Highway #2 to Glenabbey Drive is within the urban boundary of Courtice. This section of roadway is posted at 60 km/hr, and as such is inconsistent with other roads within the urban boundary which are posted at 50 km/hr. i . . . 3 REPORT NO. : WD-15-91 PAGE 3 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that to improve safety for motorists and pedestrians and to be consistent with other urban areas, the speed limit should be reduced from 60 km/hr to 50 km/hr from Kings Highway No.2 southerly for 1300 m (4,265 feet) . FDATE : JAN. 1991 s O� w ATTACHMENT INO, 1 j aTE KEY MAP W»-15-91 I !,) Io CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 91- Being a By-law to amend By-law 79-75 "Being a By-law to authorize Speed Limits on highways under the jurisdiction of the Town of Newcastle" as amended The Council of the Corporation of the Town of Newcastle hereby enacts as follows: 1 THAT Schedule "B", Part 1 (Maximum Rate of Speed 60) to By-law 79-75 as amended, is further amended by deleting the following reference: ITEM HIGHWAY From TO COLUMN 1 COLUMN 2 COLUMN 3 8 (a) Road allowance Regional Road 22 Kings Highway #2 between Lots 32 and 33 (Concession 2) AND SUBSTITUTING the following new section therefore: ITEM HIGHWAY From TO COLUMN 1 COLUMN 2 COLUMN 3 8 (a) Prestonvale Road Regional Road 22 A point 550 metres road allowance north of Regional between Lots 32 and 33 Road 22 (Concession 2) THIS By-law shall come into force on the date it is approved by the Council of the Regional Municipality of Durham and when signs to the effect ar erected. I % CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 91- Being a By-law to amend By-law 79-75 "Being a By-law to authorize Speed Limits on highways under the jurisdiction of. the Town of Newcastle" as amended The Council of the Corporation of the Town of Newcastle hereby enacts as follows: 1 THAT Schedule "E", Part 1 to By-law 79-75 *as amended, is further amended by adding the following reference: SCHEDULE "E" PART 1 GEOGRAPHIC TOWNSHIP OF DARLINGTON MAXIMUM RATE OF SPEED 50 KM/HR ITEM HIGHWAY From TO COLUMN 1 COLUMN 2 COLUMN 3 2 Prestonvale Road Kings Highway #2 1300 m south of Kings Highway #2 THIS By-law shall come into force on the date it is approved by the Council of the Regional Municipality of Durham and when signs to the effect are erected.
