'CERTIFICATE OF ACCEPTANCE' ,
INITIAL STAGE ROADS AND STORM DRAINAGE SYSTEM
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-4-91 be received; and
2 . THAT the Director of Public Works be authorized to issue a
'Certificate of Acceptance' for the Initial Stage roads and storm
drainage system, constructed within Plan 1OM-804 .

2.0 BACKGROUND
2 . 1 On July 28, 1986, the Town entered into a subdivision agreement
with Penwest Development Corporation Limited, to develop lands by
plan of subdivision, located in Bowmanville, and described as Plan
1OM-804 (see Attachment No. l) . The agreement required the
developer to construct all roadworks including hot-mix paving, curb
and gutter, sidewalks, boulevard sodding and street trees, a storm
drainage system and street lights, hereinafter referred to as the
'Works ' .

2 .2 The subdivision agreement provides for the separation of the Works
into two (2) stages:
a) Initial Stage Works, (sewers and base roadworks) and,
b) Final Stage Works (boulevards, sidewalks and surface asphalt) .
2 .3 All of the Initial Stage Works were completed and a 'Certificate
of Completion' was issued dated June 1, 1988 . These Works were
placed on a two year maintenance period which expired on June 1,
1990. The Works were subsequently re-inspected and were found to
be satisfactory.
2 .4 It is now appropriate to issue a 'Certificate of Acceptance' for
the Initial Stage Works . The subdivision agreement provides for
this certificate to be issued by the Director of Public Works,
subject to the approval of Council.
