Subject: PARKING CONCERNS AT MEMORIAL HOSPITAL, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-1-92 be received;
2 . THAT a copy of Report WD-1-92 be forwarded to Memorial Hospital
with a request that they consider designating an emergency parking
area on hospital property; and
3. THAT a copy of Report WD-1-92 be forwarded to Rox Y Barnes,
Community Care.

2.0 BACKGROUND
2 . 1 At a regular meeting held on June 10, 1991, Council approved
Resolution #C-376-91 :
"THAT the concerns raised by Community Care regarding the
lack of parking facilities at Memorial Hospital for the
Meals on Wheels volunteers and the matter of an
appropriate loading zone at that same location be
referred to the Director of Public Works to be considered
in conjunction with all other related matters;
THAT a report addressing the parking issue at Memorial
Hospital be forwarded to the General Purpose and
Administration Committee FORTHWITH; and
THAT Roxy Barnes, Community Care, be advised of Council's
decision. "
3.0 REVIEW AND COMMENT
3. 1 A parking ticket was issued to a Meals on Wheels driver parked on
the south side of Prince Street shortly after it had been approved
as a "No Parking" area by Council. Roxy Barnes, Administrator of
Community Care, expressed her concerns about limited parking for
her staff to the Town of Newcastle and the Directors of Memorial
Hospital.
3.2 To assist Community Care, Len Creamer, Senior Municipal By-Law
Enforcement Officer, requested his parking enforcement officers to
use discretion in this matter. Enforcement personnel were
requested not to ticket vehicles which displayed the official blue
plasticized permit bearing the words "Town of Newcastle Community
Care MEALS ON WHEELS ON DELIVERY" until this matter could be
resolved.

3 . 3 The volunteer drivers for Meals on Wheels were able to obtain
tokens to park in the hospital parking lot at no charge. However,
some drivers preferred a location closer to the main entrance to
pick up the food coolers. The hospital Board of Directors
considered this matter on July 15, 1991, and decided to allocate
a parking area on hospital property (Attachment No. 2 ) . The
approved location is north of the buildings main entrance and must
be reached by using the Queen Street receiving entrance directly
south of Lambert Street (Attachment No. 1) . The Area is posted as
"No Parking Fire Route" to keep visitors out, but an understanding
was established that the Meals on Wheels delivery cars would not
be ticketed if they stopped there for 15-30 minutes for their pick-
ups.
3 .4 Town Staff have spoken with Memorial Hospital staff and recommended
that the hospital post signs in the designated area indicating
permitted parking for 30 minutes for Meals on Wheels only. This
will indicate the hospitals intention and will comply with the Town
of Newcastle Traffic By-law 91-58 as it relates to private
property.
7 (A) (ii) Where an owner or occupant of property has posted
one or more signs stating conditions on which a
motor vehicle may be parked or left on the property,
a motor vehicle parked or left on the property
contrary to such conditions or prohibition shall be
deemed to have been parked or left without consent.
3 .5 The existing Town of Newcastle no parking regulations on the north
side of Prince Street adjacent to the hospital should be enforced
as this area is required for Fire Department access to the water
stand pipes. If the Meals on Wheels Drivers park in this area even
for short periods of time other hospital visitors will be
encouraged to disobey the no parking regulations and further hamper
enforcement efforts. A 15 minute parking, 15 minute parking meter
or loading zone is difficult to enforce with present staff levels.

Time limited parking or loading zones would be abused by regular
visitors, and therefore be of no benefit to the Meals on Wheels
drivers or emergency vehicles.
3.6 Inspections of parking on the north side of Prince Street adjacent
to the hospital indicated that the vast majority of drivers were
not entering the hospital under emergency conditions and could park
in the parking lot.
3 .7 Oshawa General Hospital has an emergency loading zone on their
property for patients. Every vehicle parked is recorded and timed
and the driver is reminded the area is for emergency use only with
a 20 minute limit. If the driver has not returned within the 20
minute time period they are paged over the loud speakers. This
strict security system works very well with few problems.
This 20 minute parking system would not function at Memorial
Hospital's smaller main entrance circular driveway which should be
kept clear for pick-up and drop-off only. Except for the location
of the water stand pipes this type of loading zone may have worked
on, the north side of Prince Street at Memorial Hospital if a highly
visible hospital security person was on duty. Hospital security
could have monitored the vehicles to ensure that the persons using
the area were there for emergency reasons or redirect them to the
proper parking area.
3 .8 Emergency parking areas could be considered on hospital property
at a number of locations:
1) In the front row of the new lot directly east of the main
entrance turning circle which would also include disabled
parking.
2 ) Create an additional parking area just north of the main
entrance circle drive.
3) Create an additional parking area near the corner of Liberty
Street and Prince Street.

4.0 CONCLUSIONS
4 . 1 From the above, it is concluded that a loading zone area for the
Meals on Wheels drivers is now in place on hospital property.
4 .2 A loading zone on the north side of Prince Street adjacent to the
hospital would interfere with the Fire Departments access to the
water stand pipes and if considered, could not function effectively
without constant security supervision.
4 .3 Memorial Hospital be requested to consider designating emergency
parking on hospital property.

Dear Roxie:
The purpose of this letter is to follow-up our meeting of July 15,
1991 and your letter of July 8, 1991.
The problem referred to in your letter appears to have started
earlier this year when Meals on Wheels increased their program.
Another contributing factor is that Prince Street is now designated
as "NO PARKING" . Unfortunately, we did not foresee the impact this
would have on our parking situation with your volunteers.
This being the case a meeting was held on July 15, 1991 with Sally
Berry, Mel Green, Edward Cunnington, yourself and myself to review
the situation.
Alternate plan arrangements were finalized during our meeting as
listed below. These arrangements will be effective September 1,
1991.
I. Parking space will be provided just east of the receiving area
by the storage shed.
2. This parking space is only to be used for Meals on Wheels
volunteers, therefore clear identification is necessary on the
dashboard.
3. Access to the Hospital can be gained through the staff
entrance on the east side of the hospital.
4 . Exit from the Hospital can be made through Rehabilitation
Services exit door.
5. Time allotted for parking in this area will be a maximum of 30
minutes for the purpose of picking up the meals from the
Dietary Department.

6 . Parking spaces cannot be designated due to the area being a
fire route.

parking spaces, entry and exit from the hospital.
