Report#:__WD_-_6_-92_ File #: _D__Q4_.3J__0 4 By-Law# Subject: PROPOSED SPEED REDUCTION, TRULLS ROAD, MITCHELL CORNERS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report WD-6-92 be received; 2 . THAT the posted speed on Trulls Road from Regional Road 4 (Taunton Road) to 1200 metres (3/4 mile) southerly be reduced from 60 km/hr to 50 km/hr; and 3. THAT the by-laws attached to Report WD-6-92 be passed by Council. ------------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. l : Key Map No.2 : By-law to amend By-law 91-58 Schedule XX "Maximum Rate of Speed - 60 km/hr" No. 3 : By-law to amend By-law 91-58 Schedule XIX "Maximum Rate of Speed - 50 km/hr" 2.0 BACKGROUND 2 . 1 During February, 1991, a resident of Mitchell Corners and Paul Brace of the Northumberland and Newcastle Board of Education requested that the Town of Newcastle consider lowering the speed limit on Trulls road through the built up area south of Taunton Road. 050 ,P9 ,2 REPORT NO. : WD-6-92 PAGE 2 3.0 REVIEW AND COMMENT 3 . 1 The requests were prompted by concerns about speeding vehicles and a prior motor vehicle accident which occurred November 13, 1990, on Trulls Road involving a 10 year old boy leaving Mitchell Corners Public School. 3 .2 The section of Trulls Road from Regional Road 4 (Taunton Road) southerly 1200 metres (3/4 of a mile) has residential development on both sides, built to rural standards with open ditches, no side- walks and no street lighting. There are three residential streets which intersect Trulls Road within this community. 3.3 Mitchell Corners Public School and play ground area is located on the west side of Trulls Road 150 metres south of Regional Road 4 (Taunton Road) . 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that a reduction in the posted speed from 60 km/hr to 50 km/hr would be consistent with other Hamlets within the Town of Newcastle and reasonable within this built up area. DATE AUG. 1991 ATTACHMENT NQ, 1 KEY MAP I WA-,6.x.92 CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 92- Being a By-law to amend By-law 91-58 being a By-law to Regulate Traffic on Highways, Municipal and Private Property in the Town of Newcastle WHEREAS the Council of the Corporation of the Town of Newcastle deems it desirable to amend By-law 91-58; NOW THEREFORE the Council of the Corporation of the Town of Newcastle enacts as follows: 1) Schedule XX "Maximum Rate of Speed - 60 km/hr" of By-law 91-58 is amended by: A) deleting the following reference: Column 1 Column 2 Column 3 Highway From To Trulls Road Durham Regional Road 4 1200 m South of (Darlington) Durham Regional Road 4 2) This By-law shall come into force on the date that it is approved by the Council of the Regional Municipality of Durham and when signs to the effect are erected. BY-LAW read a first and second time this day of 1991. BY-LAW read a third time and finally passed this day of 1991.
