Subject: BLUE BOX CONTAINERS TO RESIDENTIAL HOUSEHOLDS
NOT SERVED BY THE URBAN BLUE BOX PROGRAM
Recommendations: m
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-22-92 be received;
2 . THAT the Town of Newcastle request the Region of Durham to
make available blue recycling boxes for distribution by the
Town to rural residents in the Town of Newcastle on a request
basis only; and
3. THAT the Region of Durham be provided with a copy P of Report
WD-22-92 .

2 . 1 At a meeting held on September 30, 1991, Council approved
recommendation #GPA-616-91:

convey recycling materials to the igloos
servicing the area outside the urban blue box
area. "
3.0 REVIEW AND COMMENT
3. 1 The blue box recycling program is a Region of Durham program
which is funded by the Region and the Ministry of the
Environment. The Town of Newcastle and other area
municipalities contract with a contractor who collects the
recyclables from the blue boxes and the Region of Durham has
resolved to pay the costs of the contract until September of
1992 . From January 1, 1991, to January 31, 1992, the
contractor was Muscillo Transport Limited. Starting in
February, 1992, Miller Waste Systems has a five (5) year
contract with the area municipalities for the collection of
the blue boxes and for other recycling programs . The Town
pays the tipping fees for the recyclables which were $97 .50
per tonne in 1991 and are $105 per tonne effective January 1,
1992 .
3 .2 The blue box program is provided to the urban areas of
Courtice, Bowmanville, Newcastle Village and Orono. The rural
areas, apartment dwellers and shoppers in the Town are
serviced with igloos located at the following locations:
Public Works Depot - Bowmanville
Public Works Depot - Hampton
Public Works Depot - Orono
East end of Tyler Street - Mitchell Corners
Fire Hall - Enniskillen

Water Street & Regional Road 18 - Kendal
Fire Hall - Newcastle Village
Parking Lot Near Highway 401 - Newtonville
Bowmanville Mall - Bowmanville
Also, igloos are located at the Wilmot Creek development for
the use of the residents in the development.
Effective January 1, 1992, the Town will pay the tipping fee
of $105 per tonne for the recyclables collected by the Igloo
Program.
3 . 3 The cost of a blue box is about $6 and a subsidy is available
from the Ministry of the Environment of $2 per box for rural
areas, leaving a net cost per blue box to Durham Region of $4 .
There are about 7,000 homes in the rural area of the Town of
Newcastle. If the supply of blue boxes to the residents of
the rural area is done on a request basis only, it could be
assumed that not more than 3,500 homeowners would request the
blue box; _therefore, the cost to Durham Region would probably
be about $14,000.
Based on the above assumptions, the estimated cost to the Town
for delivery of the blue boxes is $2,500 .
3 .4 The Town of Whitby distributed blue boxes to the rural areas
of the Town in 1991 on a request basis only. The Region of
Durham provided the boxes and the Town delivered them.
4.0 RECOEMNDATIONS

It is recommended that the Town of Newcastle request the
Region of Durham to make available blue box recycling boxes
for distribution by the Town to rural residents on a request

basis only. If the Region agrees to provide the blue boxes,
the Notice (Attachment No. 1) will be placed in the local
newspapers to advise the residents of the program.

RURAL RECYCLING NOTICE
In 1991, as part of the Durham Region recycling program, sets of
IGLOO RECYCLING CONTAINERS were placed at:
East End of Tyler Street Mitchell Corners
Public Works Depot - Bowmanville
Public Works Depot - Hampton
Public Works Depot - Orono
Fire Station - Newcastle Village
Water Street and Regional Road 18 - Kendal
Parking Lot near Highway 401 - Newtonville
Bowmanville Mall - Bowmanville
The purpose of the Igloos is to provide a means for those residents
who do not have curbside blue box collection to participate in the
recycling program.
Several residents from the rural areas have requested a blue box
to use to store the recyclables prior to taking them to an igloo
recycling station.
In response to these requests, Council has decided to make blue
boxes available to rural residents on a request basis .
Only the following materials may be placed in the igloos:
1. Newspapers and newspaper inserts;
2 . Clean glass bottles and jars;
3 . Clean metal food and beverage cans; and
4 . Plastic pop bottles .
