No. 2 : Copy of Letter Report from Totten Sims Hubicki Associates dated February 3, 1992 . 2.0 BACKGROUND 2 . 1 At a meeting held on November 25, 1991, Council passed Resolution #C-704-91: "THAT Report WD-80-91 be received and referred back to staff for review and report addressing the Urban Standards for Streets, Sidewalks and Streetlighting on Sunset Boulevard and Lakeview Road" . /2 00 ,1 if 1.5 ISI "I' "11'All 1i REPORT NO. : WD-23-92 PAGE 2 3.0 REVIEW AND COMMENT 3 . 1 The issue of the provision of sidewalks on Sunset Boulevard and Lakeview Road was one of thirty-two outstanding items which had been referred to the Director of Public Works for review and report when I joined the Town in December of 1987 . Two attempts to deal with the issue have been unsuccessful; therefore, I asked our Consultants, Totten Sims Hubicki Associates, to review the matter and prepare a Letter Report (Attachment No. 2) . The report confirms the following: i 1. In order to construct sidewalks on Sunset Boulevard and Lakeview Road, it would be necessary to reconstruct the road and provide storm sewers and curbs and gutters . 2 . The cost is prohibitive. 3 .2 The Town has several miles of roads which have open ditch drainage and no sidewalks . Generally, in order to build sidewalks on these other streets, it would also be necessary to reconstruct the roads, provide storm sewers and curbs and gutters . 3 .3 The residents of streets such as Sunset Boulevard and Lakeview Road have the option of petitioning Council to carry out the necessary reconstruction to provide for sidewalks under the Local Improvement Act. The Act provides that, if sufficient property owners are willing to pay the cost of the reconstruction, the project could proceed. The local improvement legislation gislation also provides that, if a certain number of property owners object to the construction of the works under the Local Improvement Act, the matter could be referred to the Ontario Municipal Board for a decision. . . . /3 002 REPORT NO. : WD-23-92 PAGE 3 3 .4 The street lights on Sunset Boulevard and Lakeview Road are incandescent and are inadequate by today's standards. The replacement of these lights will be dealt with in a subsequent report dealing with the upgrading of all of the street lights in the Town of Newcastle utilizing the Ontario Hydro Street Smart Program. 4.0 RECOMMENDATIONS 4 . 1 Based on the above, it is recommended that Report WD-23-92 be received for information. THAT Report WD-80-91 be received; and 2 . THAT no further action be taken with regard to sidewalk construction on Sunset Boulevard easterly to Robert Street. REPORT 1.0 ATTACHMENT No. l: Rey Map 2.0 BACKGROUND 2 .1 At a _regular meeting of 'Council held on December 10, 1990, Resolution #C-824-90 was passed as follows: "THAT the Director of Public Works review and report on the status of sidewalk construction along the entrance to Sunset Boulevard in Newcastle Village. " I 3.0 REVIEW AND COMMENT 3 . 1 The Problem A resident from Sunset Boulevard has asked that the sidewalk be extended from the walkway westerly on Sunset Boulevard. with the sidewalk on Hart Boule rd. ATTACHMENT N0. 1 w U O WD-23-92 T REPORT NO. : WD-80-91 PAGE 2 3 . 2 Existing Facilities A 1.5 meter (5 feet) sidewalk exists on the north side of Robert Street/Sunset Boulevard from Mill Street to the walkway on the north side of Sunset Boulevard (Attachment No. 1) . There are no -- sidewalks on Sunset Boulevard or Lakeview Road Also, drainage on both streets is by means of open ditches There are no storm sewers. 3 . 3 Review As noted above, drainage on Sunset Boulevard and Lakeview Road is by means of open ditches . Because of the depth and location of the ditches, the numerous hydro poles and existing trees and bushes there is no room on the road allowance for the installation of sidewalks . In order to build sidewalks , it would be necessary to reconstruct the road and install storm sewers . The cost to reconstruct the road from the existing walkway westerly to the Lakeview Road/Sunset Boulevard intersection is about $300,000 (approximately $1, 000 per metre) . 3 . 4 The only other alternative that would permit room for the placement of sidewalk would be to obtain easements from the residents . Resistance from the affected residents, the costs of the easements and tree and shrub removals make this alternative impractical. 3 . 5 Pedestrian/Vehicle Counts Following are the results of pedestrian and vehicle counts which were taken on Friday, May 9 , 1991: Time Pedestrians Vehicles 8: 00 a.m. - 9 :30 a.m. 23 61 11: 30 a.m. - 1:30 p.m. 11 83 3 : 00 p.m. - 4 : 00 p.m. 24 110 3 . 6 In our opinion, the pedestrian and vehicle counts noted above do not warrant expenditure of $300, 000 to provide sidewalks . . . /3 REPORT NO. : WD-80-91 PAGE 3 3 . 7 The bridge on Edward Street is completed. It is anticipated that the number of vehicles and pedestrians using Robert Street/Sunset Boulevard will be less. than those counted on May 9, 1991. The traffic at this location will be monitored in 1992 . It is anticipated that this additional connection to Mill Street will reduce the number of vehicles using Sunset Boulevard. 4.0 CONCLUSIONS 4 . 1 From the above, it is concluded that the number of vehicles and pedestrians using Sunset Boulevard do not warrant the expenditure of rebuilding Sunset Boulevard in order- to construct sidewalks. Figure I shows the existing road network, and the proposed and existing sidewalks in the subject area. The following information was reviewed in order to assess the need and feasibility of constructing the above noted sidewalks. 1. Corporation of the Town of Newcastle "Design Criteria and Standard Drawings". 3. Corporation of the Town of Newcastle "Roads Needs Study Summary Report 1990 Major Update". 4. Accident data supplied by the Town of Newcastle. In addition to the above reports, field investigations were carried out to identify typical existing road cross-sections, obtain traffic and pedestrian volumes and photographs of existing conditions. Evans, P.Eng. 2 February 3, 1992 The results of our investigation confirm the conclusion of Report #WD-80-91 that sidewalks can only be constructed by urbanizing the roads in question. To construct a sidewalk within the existing semi-urban road sections would cause unacceptable damage to the local landscape. Several existing sections have been plotted to illustrate this point and they are attached for your reference as Figures 3 - 5. Their location in plan is shown on Figure 2. The sidewalk incorporated into the existing semi-urban section has been shown in accordance with Town of Newcastle standards (1.5 metres wide, offset .75 m from the property line). The proposed sidewalk conflicts with the existing ditch, utility poles, fire hydrants and a substantial number of trees and hedges. It may be possible to construct a narrower sidewalk closer to the property line and avoid conflict with the existing open ditch drainage, however, the impact on existing utilities and landscape would be devastating and costly. Photographs of the area in question are attached for your review to illustrate the above point. The photograph locations are shown on Figure 2. The hydro poles in the photographs are approximately 2.13 m from the property line. Using the hydro poles as a reference you will note that there are a substantial number of hedges and trees that encroach into the right-of-way. If the road is urbanized the existing open ditches would be replaced by storm sewers and curb and gutter. The required sidewalk could then be placed where the ditch now exists, minimizing disturbance of existing landscaping and utilities. This alternative is shown on the Typical Sections. With regard to the need for a sidewalk, a review of accident data indicates that over the past 5 years there has been only one reportable accident. The accident involved a single vehicle and- no pedestrians. A traffic count on Tuesday, January 21, revealed that the number of vehicles and pedestrians using the roadway has dropped substantially since the installation of the culvert which has allowed for the opening of Edward Street across Foster Creek. Table 1 illustrates the pedestrian and vehicular traffic on Sunset Boulevard before and after the completion of Edward Street. Evans, P.Eng. 3 February 3, 1992 The seasonal variation in the count dates and the fact that area Secondary Schools were writing exams at the time of the second count may account for some of the difference in volume. It is more likely however, that the decrease is attributable to the completion of Edward Street across Foster Creek. Another traffic count should be taken in May of this year to confirm this. The pedestrian and vehicle volumes shown on Table 1 and the accident history of Sunset Boulevard do not justify the expenditures required to construct a sidewalk. If however, the streets in question were to be reconstructed for other reasons it would be in conformance with current Town of Newcastle standards to reconstruct them- to urban standards with a sidewalk on one side of the subject roads. We have reviewed the Town of Newcastle "Roads Needs Study" to ascertain the current condition of the existing roads. The Roads Needs Study divides Sunset Boulevard into two separate sections. The first segment is from the western intersection of Sunset Boulevard and Lakeview Road to the western limit of Robert Street. This segment of Sunset Boulevard is identified as being structurally deficient and currently in need of reconstruction. The second section of Sunset Boulevard runs from the westerly intersection of Lakeview Road to Rudell Road. It is also structurally deficient and identified as requiring reconstruction in the 1 - 5 year time frame. Lakeview Road is similarly classified. The above indicates that both Sunset Boulevard and Lakeview Road will be due for reconstruction in a 1 to 5 year time frame and the Municipality will be eligible for subsidy dollars from MTO for the work. Should the Municipality decide; to proceed with reconstruction of these streets including the construction of sidewalk, they should also include the extension of sidewalk on Rudell Road from Hart Boulevard to Sunset Boulevard and the reconstruc- tion of Robert Street to an urban standard from Sunset Boulevard to Mill Street. These projects would complete the urban environment in the subject area. A typical section of the sidewalk proposed for Rudell Road is shown on Figure 6. For your information, we have attached preliminary cost estimates for the works described in this Report. The estimates are based on benchmark costs and should be considered "ball park" figures only. Should you require a more detailed estimate it would be necessary to proceed with field surveys in order to generate base plans and a preliminary design. The estimates cost of the proposed works is as follows: Reconstruction of Sunset Blvd. from Rudell $900,000.00 Rd. to Robert St. Village of Newcastle 01 Cotten sims hubicki associates Mr. W.A. Cost for the road reconstructions are based on Town of Newcastle Standard N-403 and includes storm sewer and sidewalk with the exception of Robert Street which does not require storm sewer.
