Subject: PARTICIPATION IN THE ENVIRONMENTAL YOUTH CORPS PROGRAM
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-44-92 be received;
2 . THAT the estimated cost to the Town of $90 for participation
in the Environmental Youth Corps Program be obtained from
Account Number 7304-00002-0299, Port Granby/Newcastle
Environment Committee;
3 . THAT Council pass the By-law attached to Report WD-44-92; and
4 . THAT the By-law and the Agreement be forwarded to the Ministry
of the Environment, Environmental Youth Corps, Human Resources
Branch and the Port Granby/Newcastle Environment Committee,
Attention: Helen MacDonald.

2.0 BACKGROUND
2 . 1 During Budget discussions, I mentioned that Helen MacDonald
had applied to the Ministry of the Environment, on behalf of
the Port Granby-Newcastle Environmental Committee, for funding
for some environmental projects under the Environmental Youth
Corps Program.
3.0 REVIEW AND COMMENT
3 . 1 As noted in the application which is attached to the proposed
By-law, it was proposed to carry out the following projects:
3 . 1. 1 Waste Audit Facilitator:
Under Waste Reduction Office Guidelines, assist
local businesses in implementing guidelines from
Initiatives Paper No. 1. Review Waste Resource
Exchange established in 1989 and up-date, improve
and expand. Co-ordinate educational workshops for
local businesses to assist in their waste reduction
efforts . Liaise with Region of Durham initiatives.
3 . 1 .2 Intensification of Waste Reduction Initiatives in
the Town of Newcastle Workplaces:
Review environmental standards in Town-owned
facilities . Determine weak links and strengthen and
establish more intense waste reduction initiatives,
including alternative sources of product and less-
environmentally sensitive practices . Determine
means to conserve energy. Research other technical
options.

3 . 1. 3 Intensification of Backyard Composting:
Educate community. Ensure every household ( 14,500
+/-) is aware of composting technique and choices .
Establish links between householder, municipality

and compost sales centres . Produce simple
educational guide. The summer is a good time to
establish home composting.
3 . 1.4 Public Communication Awareness of Provincial
Guidelines, Initiatives and Legislation:
Awareness of municipal and provincial
infrastructure. Technical experience of community-
owned building operations . Increased awareness and
current waste reduction practices and introduction
to new techniques . Experience with local media and
business.
The Ministry did not approve 3 . 1.2 and reduced the number of
students requested from six to two.
In discussions with the Ministry of the Environment, I pointed
out that with only two students we would be hard pressed to
carry out the remaining three items . However, the Ministry
prefers that we work on all three and understands that some
preference may be given to the intensification of backyard
composting.
3 .2 The funding for the project is as follows:
Cost to the Town - Wages & Benefits $ 8,760 . 00
Add: Allowance for Mileage 399 . 36
9,159 .36
Funding from Ministry of the Environment 9 .069 .47
Cost to the Town $ 89 . 89
3 .3 The Ministry of the Environment requires that the employer
enter into an agreement with the Ministry in order to
participate in the program. Clause 5 . 6 requires the Town to
obtain and provide to the Ministry written proof of liability
insurance coverage for the participants of not less than One

Million Dollars per occurrence within one week after the
agreement comes into force and maintain the coverage in force.
After discussion, the Treasury Department has advised that
this will not be a problem.
3.4 Day-to-day supervision will be provided by the Public Works
Department with in-put provided by the Port Granby/Newcastle
Environment Committee from time-to-time.

Dear Sir/Madam:
The Environmental Youth Corps (EYC) project proposal submitted by
your organization has been approved by the Ministry of the
Environment.
Please review the project proposal form and attachments for
modifications made by the Ministry. For example, the approved
benefit percentage was calculated at a rate of 8. 55% (EHT 1. 95%, UI
4 .2% and CPP 2 . 4%) due to the January 1992 rate increase.
The contract should be authorized by at least one senior member
from your organization. Keep one copy of the contract for your own
reference and return the remaining signed contracts to myself as
quickly as possible.
As an EYC employer, you must obtain liability insurance coverage
for your participants (refer to section 5. 6 of your contract) .
Forward proof of liability insurance with your contracts.
The EYC Employee Data Forms and Exit Questionnaires noted in
section 2.4 (i) of the contract are presently not available but
will be forwarded to you shortly.

correspondence to the Ministry of the Environment should quote the
Host Ministry reference number located on the upper right hand
corner of the project proposal form.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 92-
Being a by-law to authorize the entering into
of an agreement between Her Majesty The Queen
In Right of Ontario, as represented by the
Minister of the Environment and the
Corporation of the Town of Newcastle
WHEREAS the Council of the Corporation of the Town of Newcastle
has agreed to participate in the Environmental Youth Corps Program.
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle hereby enacts as follows:
1. THAT the Mayor and Clerk be authorized to execute on behalf
of the Corporation of the Town of Newcastle and seal with the
Corporate Seal, an Agreement between Her Majesty The Queen In
Right 'Of Ontario, as represented by the Minister of the
Environment, and the Corporation of the Town of Newcastle in
the form attached hereto as Schedule "A".
BY-LAW read a first and second time this 11th day of May, 1992.
BY-LAW read a third time and finally passed this 11th day of May,
1992.
