Stjbject: PROVISION OF AN ALL-WAY STOP AT THE INTERSECTION OF
FOURTH STREET/VANSTONE COURT/HIGH STREET, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-47-92 be received; and 1
2 . THAT Council pass the proposed By-laws attached to Report WD-
47-92 .

2.0 BACKGROUND
2 . 1 Over the past four years there have been several requests made
to install an all-way stop at the intersection of Fourth
Street/Vanstone Court and High Street.
3.0 REVIEW AND COMMENT
3 . 1 This intersection does not meet the warrants from the Manual
of Uniform Traffic Control Devices for the installation of an
all-way stop. However, because of the relatively large number

of concerned people requesting the installation of the all-
way stop, it is recommended that the appropriate by-laws be
passed to provide for the all-way stop.
3 .2 The proposed by-laws (Attachment No. 2) will implement this
change.

BY-LAW 92-
Being a By-law to amend By-law 91-58 being a
By-law to Regulate Traffic on Highways,
Municipal and Private Property in the Town of
Newcastle
WHEREAS the Council of the Corporation of the Town of Newcastle
deems it desirable to amend By-law 91-58; and
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle enacts as follows:
1) Schedule XV "THROUGH HIGHWAYS" of By-law 91-58 is amended by:
A) Deleting the following reference:
Column 1 Column 2 Column 3
Highway From To
First Street, East limit of West limit of
High Street and Elgin Street Durham Regional
Meadowview Blvd. Road No. 14
(in combination) (Liberty Street)
Bowmanville
and
B) Adding the following reference:

2) This By-law shall come into force on the date that it is
approved by the Council of the Regional Municipality of Durham
and when signs to the effect are erected.

Being a By-law to amend By-law 91-58 being a
By-law to Regulate Traffic on Highways,
Municipal and Private Property in the Town of
Newcastle
WHEREAS the Council of the Corporation of the Town of Newcastle

Newcastle enacts as follows:

A) Adding the following reference:

Intersection Facing Traffic
High Street and Fourth Northbound on High Street
Street (Bowmanville)
High Street and Fourth Southbound on High Street
Street (Bowmanville)
2) This By-law shall come into force on the date that it is
approved by the Council of the Regional Municipality of Durham
and when signs to the effect are erected.
