Subject: LEVELS OF SERVICE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-48-92 be received for information.

REPORT
1.0 BACKGROUND
1. 1 During Budget discussions Council was advised that the
proposed budget in the Public Works Department would result
in about a ten ( 10) per cent decrease in the level of service.
The purpose of this report is to advise Council of some of the
ways in which this level of service will be decreased.
2.0 REVIEW AND COMMENTS
2 . 1 The following are some of the impacts which the reduction in
the budget will have:
a. Snowplowing, Sanding and Salting
The practice in the Public Works Department has been to
commence snowplowing, sanding and salting, when
necessary, at 4:00 a.m. This practice will continue for
the main roads but the residential streets will be plowed

during normal working hours, unless the snowfall is more
than three (3) inches.
b. Signs
The replacement of signs will be slower than it has been
in the past.
C . Complaints
The response to complaints will be somewhat slower.
d. High Float (Surface Treating)
This item was cut back from 25 km, which was done in past
years, to 8 km in 1992 .
e. Resurfacing (Hot Mix)
This item was cut back from $403,000 in 1991 to $341,00
in 1992 .
f. Sidewalk Replacement
Replacement of sidewalks has virtually been cut out for
1992 .
g. Ditching
The amount of ditching carried out will be reduced.
h. Bridge Maintenance
The bridge maintenance has been reduced to only emergency
repairs .
i. Street Sweeping and Flushing and Litter Pick up in the
Downtown Areas
This activity has been reduced from three (3) times
per week to one ( 1) time per week.

j . Grass Cutting
Grass cutting along the roadsides will commence later in
the season and will be reduced from two (2) cuts to one
( 1) cut. However, an attempt will be made to do the main
roads twice.
k. Tree Planting
Reduced from $5,000 in previous years to none in 1992 .
1. Engineering
Overtime for the engineering staff was reduced by 50%.
The resulting effect being that we will be slower in
processing subdivision agreements, front ending
agreements and engineering drawings .
