Subject: PUBLIC INFORMATION CENTRE FOR THE RECONSTRUCTION
OF PRESTONVALE ROAD FROM PHAIR AVENUE SOUTHERLY TO
CLARET ROAD (COURTICE)
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-50-92 be received;
2 . THAT a copy of Report WD-50-92 be forwarded to all of the
residents who attended the Information Centre held on May 9,
1992 .

2.0 BACKGROUND
2 . 1 Provision was made in the 1992 Capital Budget and Four Year
Forecast for the reconstruction in 1992 of Prestonvale Road
from Phair Avenue southerly to Claret Road in Courtice.
2 .2 Information Centres were held at Courtice Secondary School
between the hours of 4:00 p.m. and 7 :00 p.m. on February 5,
1992, and May 19, 1992 .

2 . 3 The purpose of the public meetings was to advise the residents
of the reconstruction of Prestonvale Road. This project
consists of the reconstruction of Prestonvale Road to a
complete 10 .0 metre urban collector road standard, including
grading, granular base and sub-base, curb and gutter, hot mix
asphalt, sidewalks (both sides) and storm sewers .
2 .4 The residents' comments at the meeting were recorded and
reviewed and summarized as follows:
a) Prestonvale Road Standard:
A concern was raised regarding the use of a 10 .0 metre
urban road standard for Prestonvale Road. The existing
and future traffic volumes projected, warrant the
construction of Prestonvale Road to a 10 . 0 metre
standard, in accordance with the Ministry of
Transportation's "Geometric Design Guidelines" . The
Ministry of Transportation requires municipalities to
meet their standards for eligibility for road
reconstruction subsidy.
b) Sidewalks:
The need for sidewalks on both sides of Prestonvale Road
was raised and the residents were advised that sidewalks
are proposed on both sides of Prestonvale Road to
accommodate the high pedestrian activity from the
neighbouring subdivisions .
c) Existing Drainage:
Concerns were raised by residents on the east side of
Prestonvale Road regarding existing drainage from Phair
Avenue and the rear lots of Lyndale Crescent. This
matter will be reviewed in detail by our Engineering

Consultants and any channelization or installation of
catchbasins will be provided to deal with this matter.
d) Access and Through Traffic:
The residents were advised that, generally, local traffic
and access to homes on Prestonvale Road shall be
maintained at all times, with the exception of when
services are being constructed directly abutting the
driveway to a residence. During construction through
traffic will be detoured via Claret and Sandringham
Drives .

The Corporation of the Town of Newcastle has tentatively scheduled the reconstruction of
Prestonvale Road. The proposed reconstruction of Prestonvale Road is scheduled as fol-
lows: Phair Avenue to Claret Road in 1992; and Phair Avenue to Glenabbey Drive in
1993.
The proposed work will include road excavation, placing granular road base, curb and gut-
ter, storm sewers and sidewalks.
You are cordially invited to attend an Information Centre between the hours of 4:00 and
7:00 p.m.,on Wednesday, February 5, 1992 at the Courtice High School, in the Library.
Preliminary plans for the proposed reconstruction will be available.'for your review and
staff will be on hand to answer questions. Input from the Public is respectfully solicited.

PRESTONVALE ROAD
IN COURTICE
The Corporation of the Town of Newcastle has
tentatively scheduled the reconstruction of Pres-
tonvale Road. The proposed reconstruction of
Prestonvale Road is scheduled as follows: Phair
Avenue to Claret Road in 1992;and Phair Ave-
riue to Glenabbey Drive in 1993.
The proposed work will include road excavation,
placing granular road base, curb and gutter,
storm sewers,sanitary sewers and sidewalks on
both sides of Prestonvale Road.
You are cordially invited to attend an Information
Centre between the hours of 4:00 and 7:00
p.m., on Tuesday, May 19, 1992, at the Cour-
tice High School,in the Library.
Preliminary plans for the proposed reconstruc-
tion will be available for your review and staff will
be on hand to answer question. Input from the
Public is respectfully solicited.
