Subject: PARTICIPATION IN THE ENVIRONMENTAL YOUTH CORP PROGRAM
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-62-92 be received;
2 . THAT Council pass the By-law attached to Report WD-62-92; and
3. THAT the By-law and the Agreement be forwarded to the Ministry
of Environment, Environmental Youth Corp, Human Resources
Branch and the Port Granby/Newcastle Environment Committee,
Attention: Helen MacDonald.

2.0 BACKGROUND
2 . 1 On May 11, 1992, Council passed a by-law authorizing the Mayor
and Clerk to execute an agreement with the Province for the
hiring of two students under the Environmental Youth Corp
Program.

3.0 REVIEW AND COMMENTS
3 . 1 Recently, correspondence was received for the Ministry of
Environment requesting additional applications for projects
under the Environmental Youth Corps Program. An application
was submitted and the Ministry of Environment has now approved
the hiring of two additional students under the Program.
3 .2 From the Ministry of Environment's view point this is a new
agreement and therefore a by-law is required to authorize the
execution of an additional agreement. The Appendices have not
been attached to the proposed by-law and are available in the
Clerk's Department.
4.0 RECOMMENDATIONS
4 . 1 It is therefore recommended that Council pass the by-law
attached to Report WD-62-92 .

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 92-
Being a By-law to authorize the entering into
of an agreement between Her Majesty The Queen
In Right of Ontario, as represented by the
Minister of the Environment and the
Corporation of the Town of Newcastle.
WHEREAS the Council of the Corporation of the Town of Newcastle has
agreed to participate in the Environmental Youth Corps Program.
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle hereby enacts as follows:
1. THAT the Mayor and Clerk be authorized to execute on behalf
of the Corporation of the Town of Newcastle and seal with the
Corporate Seal, an Agreement between Her Majesty the Queen In
Right of Ontario, as represented by the Minister of the
Environment, and the Corporation of the Town of Newcastle in
the form attached hereto as Schedule "A".
BY-LAW read a first and second time this 13th day of July, 1992.
BY-LAW read a third time and finally passed this 13th day of July,
1992.
