Subject: AMENDMENTS TO CONSOLIDATED TRAFFIC BY-LAW 91-58
TWO-WAY STREET SYSTEM ON BEAVER STREET, NEWCASTLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-68-92 be received;
2 . THAT Beaver Street South be changed from a one-way to a two-
way traffic system as requested by Mr. Jack Crago and the
residents of Beaver Street;
3. THAT Council pass the By-law attached to Report WD-68-92; and
4 . THAT Mr. Jack Crago be advised of Council 's decision.

2.0 BACKGROUND
2 . 1 At a regular meeting held on June .8, 1992, Council passed
Resolution #C-385-92 :

"THAT the petition received from Mr. Jack
Crago, 188 Beaver Street South, Newcastle,
requesting that Beaver Street be made a two-
way street, be received;
THAT the petition be , referred to the Director
of Public Works for the preparation of a
report to be submitted to the General Purpose
and Administration Committee; and
THAT Mr. Jack Crago be advised of Council's decision. "
3.0 REVIEW AND COMMENT
3 . 1 At an information centre held on November 2, 1988, residents
very strongly indicated that they considered the proposal to
reconstruct Beaver Street unacceptable if it meant the removal
of twenty-eight (28) trees on the street. The residents were
advised that we would go back to the drawing board and a
second information centre was held on September 13, 1989 , at
which time it was proposed that the pavement width be narrowed
from twenty-eight feet (281 ) to twenty-two feet (221 ) , thereby
reducing the number of trees which had to be removed from
twenty-eight (28) to twenty-two (22) . Because the pavement
width would be only twenty-two feet (221 ) , it was agreed that
Beaver Street would be made one-way northbound from Robert
Street to Emily Street.

3 .2 After further refinements of the design, the street was
constructed with a pavement width of twenty-six feet (261 )
with no change in the number of trees which had to be removed
with the proposed twenty-two foot (221 ) wide pavement. Since
a commitment had been made to designate Beaver Street as a
one-way street from Robert Street to Emily Street, the j
necessary amendments were made to the Traffic By-law and the

necessary signs were installed. Since the pavement width had
been reduced from twenty-eight feet (281 ) to twenty-six feet
(261 ) , rather than twenty-two feet (221 ) which prompted the
suggestion that Beaver Street be made a one-way street, we had
some concerns and a notice was delivered to the residents
inviting their comments on the one-way street system
(Attachment No. 2) . The petition from Mr. Crago has provided
the necessary comments from the residents that they now wish
to have Beaver Street as a two-way street.
3 . 3 There is sufficient space to accommodate two-way traffic on
Beaver Street provided that there is no parking on the west
side as illustrated on the Key Map (Attachment No. 1) . The
change to a two-way street will eliminate concerns of parents
and crossing guards that children are in danger from people
deliberately driving the wrong way down the street. It will
also eliminate the need for students to walk their bicycles
or cycle along Regional Road 17 (Mill Street) to reach the
Newcastle Public School.
4.0 CONCLUSIONS
4 . 1 From the above, it is concluded that Beaver Street South
should become a two-way street system.

NOTICE
March 30, 1992
Dear Sir/Madame:
RE: - ONE-WAY STREET SYSTEM ON BEAVER STREET SOUTH FROM
ROBERT STREET TO EMILY STREET, NEWCASTLE VILLAGE
Public meetings held during late 1990 and early 1991 indicated that
residents on Beaver Street South preferred to have the one-way
street system expanded after road construction was completed.
It was decided that the one-way system which ran from Robert Street
to James Street would be expanded northerly to Doily Street and the
amending by-laws were passed by the Councils for the Town of Newcastle
and the Region of Durham during March 1992. The one-way system will be
signed and officially enforceable as of April 1, 1992.
On July 1, 1992 a Questionnaire will be sent to residents to receive
feedback on whether the residents are still in favour of the new
traffic control devices.

BY-LAW 92-
Being a By-law to amend By-law 9158 as
amended, being a By-law to Regulate Traffic on
Highways, Municipal and Private Property in
the Town of Newcastle
WHEREAS the Council of the Corporation of the Town of Newcastle
deems it desirable to amend By-law 91-58;
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle enacts as follows:
I
1) Schedule XII "One-way Highways" of By-law 91-58 is hereby
amended by deleting the Schedule in its entirety and
substituting thereto a revised Schedule XII "One-way
Highways" as follows:
