Subject: UPGRADING OF STREET LIGHTS — NEWTONVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-70-92 be received;
2 . THAT the Treasurer be authorized to issue a Purchase Order to
the Ministry of Transportation for the Town's share for the
supply and installation of twenty-six (26) 400 watt high
pressure sodium luminaires and associated works at an
estimated cost to the Town of $57,500;
3 . THAT the funds for this work be obtained from the capital
accounts for street lights, Account Number 7230-210-X in 1992
and be collected as an underlevy through the 1993 mill rate;
and
4. THAT Ms Ann Cataford, Ministry of Transportation, be advised
of Council's decision and be provided with a copy of Report
WD-70-92 .

2.0 BACKGROUND
2 . 1 The Ministry of Transportation will be reconstructing Highway
2 through Newtonville in 1993 . As part of the project the
Ministry has agreed to upgrade the street lights through
Newtonville and has agreed to pay fifty per cent (50%) of the
associated costs.
3.0 REVIEW AND C0101ENT
3 . 1 Provision was made in the 1993 forecast for the Town's share
of the cost of upgrading the street lights through
Newtonville. However, the Ministry has decided to proceed in
1992 with the relocation of the hydro poles and the upgrading
of the street lights . The reconstruction of the road is still
scheduled for 1993.
3 .2 The work to be done this year consists of removal of the
existing seventeen ( 17) 250 watt mercury vapour luminaires,
removal of the existing hydro pole line, the installation of
forty-two (42) new poles and the supply and installation of
twenty-six (26) 400 watt high pressure sodium luminaires .
The total cost of this work is estimated to be $115, 000 and
the Town's share of the cost is $57,500 .
3 . 3 The upgrading of these street lights was not included in the
Street Smart Program because of the involvement in the
relocation of the hydro pole line and the timing of doing this
work.
3.4 It is only recently that the Ministry of Transportation has
advised us of their intention to proceed with the relocation
of the poles and the installation of the street lights this
year. It is, therefore, recommended that the Town issue a
purchase order to the Ministry for the necessary work and that

the funds be obtained from Account Number 7230-210-X. The
street light charges are collected under a separate mill rate
for urban and rural areas . It is recommended that the funds
be expended from the 1992 general surplus and collected as an
underlevy when the 1993 street lighting mill rates are set.
3.5 This report has been reviewed with the Treasurer who concurs
with the recommendations .
