Subject: PROPOSED CLOSING OF REGIONAL ROAD 57 AND

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report Addendum No. 2 to WD-72-92 be received;
2 . THAT By-law 92-225 be passed for the closure of Martin Road
and become effective upon completion of the construction of
the internal road (West Side Drive) providing access to
Baseline Road; and
3. THAT Mr. Gavin M. Stephenson and Mrs. Linda Welsh be advised
of Council's decision and be provided with a copy of Report
Addendum No. 2 to WD-,72-92.

2.0 BACKGROUND
2 . 1 The subdivision agreement between the Town and Aspen Springs
states that the developer is responsible to close a portion of

the road allowance known as Martin Road where it intersects
with Regional Road 57 .
2 .2 At its meeting of September 21, 1992, the General Purpose and
Administration Committee passed Resolution GPA-610-92,
approving the recommendations in Report WD-72-92, as follows:
111. THAT Report WD-72-92 be received;
2 . THAT staff be authorized to advertise a public hearing
required by the Municipal Act for the closure to
vehicular traffic of the road allowance between Lots 14
and 15, Concession 1, former Bowmanville;
3 . THAT if, following such Hearing, Council decides to close
to vehicular traffic the subject road allowance, the
Mayor and Clerk be authorized to execute the necessary
documents to complete the closure;
4 . THAT the applicant execute, prior to the passing of the
necessary by-law, an Indemnity Agreement with the Town
satisfactory to the Town's solicitor;
5 . THAT the Town's solicitor be directed to take all actions
necessary to complete the closure;
6. THAT Council defer the passing of the necessary by-law
until the Town has received payment for all estimated
costs associated with the road closure; and
7 . THAT Mr. Kelvin Whalen, The Kaitlin Group, be advised of
Council's decision. $$
2 .3 The Public Hearing was held on December 14, 1992 . Mrs. Linda
Welsh appeared as a delegation and presented to Council a

petition against the closing of Martin Road due to the
following concerns:
111. Longer response times for fire and police vehicles;
2 . Possible funnelling of Aspen Springs vehicles down Martin
Road to Highway 401, especially during construction;
3. Difficulty in making double left-hand turns at Baseline
Road and Highway 57, when travelling into downtown area;
4 . Winter white-out conditions at Street 'H' and Highway 57
(blowing snow makes for difficult conditions in this
area;
5. High traffic volumes on Baseline due to construction
(eventual traffic into new buildings and when a problem
arises on Highway 401, Baseline is used as the detour
route) ;
6 . Busing routes create hazards for children crossing
streets and vehicles exiting homes; and
7 . Traffic volumes put onto Aspen Springs where there are a
lot of small children.
Mrs. Welsh requested that, if this road must be closed, the
by-law not take effect until the Aspen Springs Subdivision is
completed. "

2 .4 At its meeting on December 14, 1992, Council passed Resolution
C-816-92 :

2 .5 Correspondence was also received from Mr. Gavin Stephenson,
dated January 5, 1993, opposing the closure of Martin Road
(see Attachment No. 2 ) .
2 .6 Council, at its meeting of January 11, 1993, passed Resolution
C-32-93:
"THAT the correspondence dated January 5, 1993, from
Gavin M. Stephenson, pertaining to his Opposition to the
Proposed Closing of the Intersection of Regional Road 57
and Martin Road, be received;
THAT the correspondence be referred to the Public Works
Department for review in conjunction with their update on
this matter; and
THAT Mr. Gavin M. Stephenson be advised of Council's
decision. "
and Resolution C-37-93:
THAT By-law 92-225 remain tabled until the next Council
meeting scheduled to be held on January 25, 1993, to
allow for an effective date to be included in the by-
law. "
2 .7 Addendum to Report WD-72-92 (see Attachment No. 1) was
submitted for Council's consideration on March 1, 1993, and
Resolution GPA-114-93 was passed:
"THAT the Addendum to Report WD-72-92 be received;

THAT By-law 92-225 contain an effective date of July 4,
1994, conditional upon the completion of Phase I of Aspen
Springs, for the closure of Martin Road;
THAT Council lift from the table and pass By-law 92-225;
and
THAT Mr. Gavin M. Stephenson and Mrs. Linda Welsh be
advised of Council's decision and be provided with a copy
of the Addendum to Report WD-72-92 . "
2 . 8 Mr. Gavin Stephenson and Mrs. Linda Welsh appeared before
Council at its meeting of March 1, 1993, and expressed their
concerns regarding the closure of Martin Road as follows:
"Mr. Gavin Stephenson, 66 Penfound Drive, Bowmanville,
L1C 4C2, appeared before the Committee with respect to
the Addendum to Report WD-72-92. He indicated that he
still has concerns regarding the completion of the
subdivision roads and the closure of Martin Road if the
connecting roads are not completed. "

"Linda Welsh, 45 Alonna Street, Bowmanville, L1C 3P7,
addressed Committee with respect to the Addendum to
Report WD-72-92 . She raised several questions, namely:
What will happen to the closure of Martin Road if,
for some reason, the developer does not complete
Aspen Springs Drive and West Side Drive during the
1993/94 season?
Will Prestonway Drive be opened to Martin Road
before July 4, 1994?

Where does the development of the townhouses for
the corner of Martin Road and Highway 57 stand?
Will it be open before July 4, 1994?
Increased time for fire and police response time?
She raised concern with the lack of notification of the
closure of this intersection during the planning of the
subdivision and suggested that perhaps in future all area
residents using the existing road should be notified
directly through mailing of such changes. "
2 . 9 Council, at its meeting of March 8, 1993, passed Resolution C-
195-93:
"THAT By-law 92-225, being a by-law to stop-up and close
part of the road allowance to vehicular traffic between
Lots 14 and 15, Concession 1, former Township of
Darlington, Town of Newcastle, Part 1, Plan 40R-14465, be
referred back to staff for the preparation of a report
considering alternative routes to access Baseline from
Phase I of the Aspen Springs Subdivision. "
3.0 REVIEW AND COMMENT
3. 1 Alternative Routes to Access Baseline *from Phase I
Phase I of the Aspen Springs Subdivision provides access to
Regional Road 57 via Prestonway Drive. Phase I does not
provide direct access to Baseline Road. Future phases, when
constructed, will provide access to Regional Road 57 and
Baseline Road via West Side Drive.
3.2 Effective Date of By-law 92-225
Correspondence from K. Whalen, representative of Aspen Spring
(Attachment No. 3) outlines the proposed development schedule
for construction of the roads. The closure of Martin Road
will not be effected until the completion of West Side Drive

which provides access from Phase I to Baseline Road
(Attachment No. 3) .
4.0 CONCLUSION AND RECOMMENDATIONS
4 . 1 The By-law will be effective when West Side Drive in Aspen
Springs Subdivision is complete and connected to Baseline
Road. The subdivision agreement with Aspen Springs requires
closure of the road as a condition of approval.
The Region of Durham concurs with the proposed postponement of
the closure until the adjacent road network has been
completed.
In the opinion of our consultants, Totten Sims Hubicki,
closure of Martin Road would eliminate some existing and
future potential safety concerns in the area making pedestrian
travel safer between Martin Road and Prestonway Drive.
4 .2 It is, therefore, recommended that By-law 92-225 for the
closure of that portion of Martin Road be passed effective
upon the completion of West Side Drive which will provide
direct access to Baseline Road.

2.0 BACKGROUND
2 . 1 At a regular meeting held on December 14, 19921 Mrs .
Linda Welsh appeared as a delegation presenting a
petition against the closing of Martin Road. She
requested that if the road must be closed, the by-law
should not take effect until the Aspen Spring Subdivision
is completed. At this meeting Council passed Resolution
#C-816-92 •
"THAT By-law 92-225, being a by-law

3.0 CONCERNS
3. 1 The correspondence from Mr. Gavin Stephenson dated
January 5, 1993 (Attachment #2) , mentioned concerns with
emergency services response times and general public
safety. In addition Mr. Stephenson proposed two
alternatives to the closure of Martin Road:
a) Traffic signals at Martin Road/Regional Road 57
intersection
b) One way operation of the intersection, southbound
.traffic only
3 . 2 At a meeting of Council held on December 14 , 1992 , Mrs .
Welsh requested that if Martin Road was to be closed the
timing of the closure should be related to the
construction of the Aspen Springs Subdivision.
4.0 REVIEW AND COMMENT
4 . 1 Response Time - Fire Department
4 . 1. 1 The Town's Policy and Procedure for Road Closures
requires circulation of the proposed road closure to all
agencies including those responsible for emergency
services . Mr. Stephenson's concern regarding response
time for emergency services was reviewed by our Fire
Department.

They advised that "as a result of the road closure, some
response times to the Martin Road area could be increased
by a minimum amount of time, however the firefighting
equipment and operating personnel are available within
the municipality to provide an acceptable response to
citizens calls within a reasonable amount of time" .
4 . 2 Report from Totten Sims Hubicki
4 . 2 . 1 Our consultant, Totten Sims Hubicki and Associates,
prepared a report (Attachment No. 3) in consideration of
the correspondence from Gavin M. Stephenson regarding
general public safety and alternatives to the road
closure and Mrs . Linda Welsh's concern regarding the
timing for the road closure. The conclusion of the
report is that the closure of Martin Road is desirable
from an operational and safety perspective, and that the
remaining construction of the subdivision and the
resulting traffic, would not effect the traffic already
existing on Martin Road.
4 . 2 . 2 Totten Sims Hubicki stated the closure of Martin Road
would eliminate some existing and future potential safety
concerns in the area and make pedestrian travel between
Martin Road and Prestonway Drive safer. The provision of
sidewalks on Martin Road from Penfound Drive to
Prestonway Drive will be considered in the 1994 Budget
and Four Year Forecast.
4 . 2 . 3 Mr. Stephenson's proposed alternatives to the closure of
Martin Road where reviewed and it was concluded that the
installation of traffic signals at this intersection and
the one way trafftic alternative could not be supported
because of geometric constraints on Regional Road 57 and
on Martin Road.

4 .2 .4 The report proposed that the closure of Martin Road could
be implemented this summer after the end of the school
season provided that Hartwell Avenue, Bonnycastle Drive
and Prestonway Drive are fully completed.
4. 3 School Boards
4 .3 . 1 The Northumberland and Newcastle Board of Education and
Peterborough Victoria Northumberland Newcastle Roman
Catholic Separate School Board were contacted and
indicated no concerns regarding the timing of the road
closure provided that Hartwell Avenue, Bonnycastle Drive
and Prestonway Drive were fully constructed in order to
accommodate their bus routes .
4 . 4 The Developer
4 . 4 . 1 Mr. K. Whalen of the Kaitlin Group, has advised that the
completion of Hartwell Avenue, Bonnycastle Drive and
Prestonway Drive is scheduled for the summer of 1993 .
Accordingly the road closure could be scheduled as early
as summer of 1993 (Attachment #4) .
4 . 5 Mrs . Welsh's Concern
4 .5 . 1 In order to address Mrs . Welsh's concern regarding the
timing for construction of alternate accesses to Regional
Road 57 and Baseline Road, Mr. Whalen provided a phasing
schedule (Attachment No. 4) .The proposed phasing
schedules the construction of Phase IIa and IIb (which
include the accesses to both Regional Road 57 and
Baseline Road) for late 1993 and early 1994 respectively.

5.0 CONCLUSIONS AND RECOMMENDATIONS
5 . 1 In consideration of the above-mentioned, we concluded
that the most reasonable date for the closure of Martin
Road would be July 4, 1994 . The Region of Durham,
Traffic Division, have advised that they concur with
postponement of the closure and our proposed schedule for
the closure. (Attachment No. 5) .
We therefore recommend that By-law 92-225 include an
effective date of July 4, 1994 , for the closure of Martin
Road.

Dear Ms. Barrie
I wish to appear before council on January 11, 1993 to voice my
Opposition to the proposed closing of the intersection of Regional
Road 57 and Martin Road. I feel that a full closure of this
access route will severely affect the residents of the area with
regards to emergency services, and general public safety.
Currently there are approximately 335 residential units accessing
Martin Road to enter or leave the subdivision. The closure of
the intersection of Regional Road 57 and Martin Road will leave
only one exit from this area to a main thoroughfare. Agreed
northbound access to Regional Road 57 will be open through the new
Aspen Springs development; but this new access will funnel trafic
past the new homes in Aspen Springs increasing the risk of
accidents involving children.
Currently children residing in the area walk to school and the
increased traffic from the new Aspen Springs development will
increase accident risk for these children. As sidewalks are added
to the Aspen Springs development many of these children will also
be expected to walk to school . There are currently no sidewalks
from this intersection to the intersection with Pen found Drive,
thus forcing pedestrians to walk on the shoulder of the road.
Even without any changes to the current traffic pattern there will
be an increased use of this route by pedestrians as children use
the route to access the Base Line Community Centre and park:.

Since all fire services are now provided to this area from the
central fire station on Church Street these emergency vehicles

will also be required to enter the area through Aspen Springs.
This access will involve three new corners slowing response times
and increasing accident risk:. The alternate access from Base line
Road would also increase response time.
As an alternative to closing this intersection I would like to
propose two alternatives. The first alternative is to install
traffic signals at the intersection. This would maintain access
to the area much as it is now and help to reduce any traffic
problems that currently exist at the intersection. The second
alternative is to close access to Regional Road 57 from northbound
Martin Road, while straightening the corner from southbound
Regional Raod to Martin Road for either general use or for the use
of emergency vehicles only.
I hope that this input will help to indicate the level of concern
of the residents of this area.

Dear Mr. Cannella:
This is further to our January 4th, 1993 meeting and your request for a review of.a proposed road
closure of Old Martin Road at Regional Road 57 in the Town of Newcastle. I have the following
comments for your review.
Our review of the proposed closure was undertaken from the following perspectives:
• Safety-,
• Traffic volumes and internal circulation in the community; and
• Emergency vehicle access/school bus circulation.
Please note that we have not undertaken or updated traffic counts within the area- We have,
however, reviewed the closure in the context of the Aspen Springs Development and the road network
associated with this development.
SAFETY
We have reviewed the operation of the existing Old Martin Road/Regional Road 57 intersection from
a safety perspective and although the configuration is not totally desirable given the angle of
intersection with Regional Road 57 and the fact that the intersection is located on both a vertical and
horizontal curve, we find that this intersection is not considered an accident prone location, i.e. a
significant number of accidents have not been reported at this location. This is possibly because
motorists are aware of the undesirable operating conditions noted above and vehicle speeds on
Regional Road 57. Through field investigation only, we have also assessed the prevailing driver sight
distances which appear to be satisfactory.

One issue which should be taken into consideration when considering the safety aspects of the
proposed closure includes the prevail ing,speeds on Martin Road. Spot speed studies undertaken
previously indicate that vehicles on Martin Road and in particular, shortcutting vehicles travelling
from Regional Road 57 to Baseline Road, are travelling in excess of the posted speed limit.
With the implementation of the Aspen Springs subdivision, I do have some concerns with respect to
operational problems which may occur between the intersections of Hartwell Avenue/Regional Road
57 and Old Martin Road/Regional Road 57, should Old Martin Road remain open. There may also
be some operational issues should Old Martin Road remain open when the existing barriers are
removed on Prestonway Drive which is located just south of the intersection of Regional Road 57 and
Old Martin Road. My concerns generally relate to the spacing of these intersections. I do not
believe that these volumes will exceed accepted guidelines (approximately 1,500 vel0day).
It should be noted that the installation of traffic signals could not be supported at this location because
of the vertical and horizontal curves on Regional Road 57. Modification of the intersection to provide
, right-in/right-tut configuration is also not recommended as a result of the inability to make such
configurations work in a completely safe fashion. The proposed townhouse complex to be located on
the south-east corner of (lie intersection stay furthcr impact operations at this intersection. Access to
this complex is proposed to/from Old Martin Road just south of Regional Road 57_

Tile proposed road closure will result in "()file changes to internal circulation within the evisllw,
subdivision and within the new Aspen Springs subdivision. There will also be a change in the type of
motorists using Old Martin Road, i.e. local versus non-local. As previously mentioned, there are
currently sonic, mittori"ts who arc shortcutting between Regional Road 57 and Baseline Road.
Although we have not undertaken surveys to determine amount of shortcutting flat IC, from visual
inspection it appears to be a relatively SwIlificant number during the a.nt, and p.nt, peak periods.
This type of through traffic does result in undesirable conditions.and is likely part of the reason the
existing speeds on Old Marlin Road are slightly in excess of the posted speed limit. As previously
discussed, closure of Old Nlartin Road will eliminate this through traffic component. Based upon our
observations, it is expected that removal of the through traffic from Old Marlin Road, will likely
result in a net reduction or no change to overall traffic volumes on Old Martin Road even \vItdt the
connection to Prestonway Drive in place..
With the proposed closure of Old Marlin Road, residents in the. existing community adjacent to Old
Martin Road who currently use the Regional Road 57 intersection, will now be required to access
Regional Road 57 via Baseline Road. Given the volumes on Old Martin Road, this should not result
in any significant impact on operations at either the intersection of Old Martin Road and Baseline
Road or Baseline Road and Regional Road 57. With the road closure, internal traffic circulation
within the community will change, however, residents will still have an opportunity to proceed nordt
to Regional Road 57 using Prestonway Drive, Bonnycastle Drive and Hartwell Avenue. This will be
a slightly longer trip for local residents but the circuitous nature of the route will likely preclude use
of this route by shortcutting traffic_ Sonic traffic from the Aspen Springs community will utilize Old
Marlin Road to obtain access to Baseline Road and Regional Road 57, however, given the availabilit}'
of Hartwell Avenue and the existing intersection with Regional Road 57, it is likely that few residents
will use Old Martin Road. Tbese residents may come from Prestonway Drive and part of
Bonnycastle Drive. It is my estimatation that, should Old Mart in Road remain open in any fashion at
Regional Road 57, that traffic volumes on Prestonway Drive will�ex the volumes which may be I
realized with the closure in place. ��

Based on my experience, and with the proposed closure in place, I would estimate that approximately
15-25 residences may use Old Martin Road to access and egress the Aspen Springs community on a
regular basis which translates into approximately 150-250 vehicle trips per day. It should be
recognized that the construction of the second and third phases of Aspen Springs and the provision of
additional'access to Baseline Road on Went Side Street, will likely have little or no impact on traffic
conditions or volumes on Old Martin Road as more attractive and convenient access exists to the
Aspen Springs area at several other locations both from Regional Road 57 and Baseline Road.
The provision of access to the Aspen Springs area via Prestonway Drive will permit residents, on and
adjacent to Old Martin Road in the existing community, to access the proposed commercial areas to
the north and the future GO Station.

that this issue has been discussed with the agencies providing emergency services and the appropriate

SUNUNIARY AND CONCI,USIONS
Based upon our 1-ev10v of conditions at the intersection of Old Martin Road and Regional Road 57 in
the 'Down of Newcastle and given recent and future development in the Aspen Sprints subdivision
area, I would suggest that the proposed closure of Old Martin Road at Regional Road 57 ��ould he
desirable from an operational and safety perspective. In general, the closure would eliminate sonic
existing and future potential safety concerns in the area. The closure will also make pedestrian travel
hetween Old Martin Road and Prestonway Drivc safer. In terms, of an implementation timetable, I
would suW,,cst that the closure should be implemented following suhstantial completion of roadway
construction on Ilartwell Avenue, Bonnycastle Drive and Prestonway Drive and removal of all
construction dehr is from these roadways.
I would also suggest that consideration be given to not implementing the closure until at least the end
of' the 1992/1993 school season so rliat the School Boards have an opportunity to adjust their routes
and schmules to this change.

Phase I consisted of 211 units of which 155 have now been sold and
the purchasers have taken occupancy. It is anticipated that the
:majority of the remaining units, which are primarily the larger 40'
.and 50' lots fronting onto Bonnycastle Drive, will be sold over the
Spring and summer of this year. Consequently, wo wo-sld be in a
jPOGition to undertake the finishing asphalt works by lato summer of
L993 on Hartwell Avenue, Bonnycastle Drive, Vail Meadows Crescent,
and Prestonway Drive.
i l Phase IIA - ' Stage I and II
:It had been intended to originally service this portion of the
subdivision in the Fall of 1992 , however due to a sharp decline in
market forces, as well as the extremely wet weather of this last
oummer and fall, it was decided to not proceed until at least the
Spring Of 1993 .
Depending upon the degree of renewal of the market over the course
of this winter, we will likely service at least Stage I of Phase
11A during the spring and summer of this year. In addition, if
other issues become clarified, in particular the re-lotting of
Bonnycastle Drive and the abutting Local Commercial Pla:;a, Stage II
of Phase IIA may also proceed at that same time. As yott are aware,
in the event Stage I and II are developed, Aspen Spring.; Drive will
k,e built from its western limit out to Martin Road.

Our . consulting engineers, G.M. Sernas and Associates Ltd. , are
Presently preparing the Third Engineering Submission for phase I1B
which covers most of the remainder of the subdivision. It is
presently our intention to also service this phase later in 1993 or
early 1994 which would result in the construction of a portion of
Street 'B' (West Side Drive) from Baseline Road to Bonnycastle
.Drive by spring of 1994 at the latest.
Again depending on the strength and specifics of the market in
1993 , it may be possible to look at staging ie. . sub-phasing Phase
'11B as indicated on the attached plan.

The remainder of the subdivision, ie. those lands not enveloped by
Phases I, ITA, or IIB are either frozen due to the indeterminacy of

development, the Region reserves the right to review the
timing of the closure .

Dear Ms. Barrie
I wish to appear before council on January 11, 1993 to voice my
opposition to the proposed closing of the intersection of Regional
Road 57 and Martin Road. I feel that a full closure of this
access route will severely affect the residents of the area with
regards to emergency services, and general public safety.
Currently there are approximately 335 residential units accessing
Martin Road to enter or leave the subdivision. The closure of
the intersection of Regional Road 57 and Martin Road will leave
only one exit from this area to a main thoroughfare. Agreed
northbound access to Regional Road 57 will be open through the new
Aspen Springs development; but this new access will funnel trafic
past the new homes in Aspen Springs increasing the risk of
accidents involving children.
Currently children residing in the area walk to school and the
increased traffic from the new Aspen Springs development will
increase accident risk for these children. As sidewalks are added
to the Aspen Springs development many of these children will also
be expected to walk to school . There are currently no sidewalks
from this intersection to the intersection with Fenfound Drive,
thus forcing pedestrians to walk on the shoulder of the road.
Even without any changes to the current traffic pattern there will
be an increased use of this route by pedestrians as children use
the route to access the Base Line Community Centre and park.
Since all fire services are now provided to this area from the
central fire station on Church Street these emergency vehicles

will also be required to enter the area through Aspen Springs.
This access will involve three new corners slowing response times
and increasing accident risk:. The alternate access from Base Line
Road would also increase response time.
As an alternative to closing this intersection I would like to
propose two alternatives. The first alternative is to install
traffic signals at the intersection. This would maintain access
to the area much as it is now and help to reduce any traffic_
problems that currently exist at the intersection. The second
alternative is to close access to Regional Road 57 from northbound
Martin Road, while straightening the corner from southbound
Regional Raod to Martin Road for either general use or for the use
of emergency vehicles only.
I hope that this input will help to indicate the level of concern
of the residents of this area.

Further to my earlier letter to you of January 19, 1993 and our
recent telephone conversation, we are pleased to provide with the
following summary of the development status of our present and
future development intentions in the above-noted development;
i) Phase I (40M-1686)
The first phase of the subdivision is now almost entirely built.
Only a few inventory lots remain and it is hoped that these will be
completed over the winter of this year so that in the Spring of
1994 we will be commencing with the various finishing works.
ii) Phase IIA
The second phase was serviced and registered this past summer and
building operations commenced by late September. An attached plan
illustrates the envelope of this phase. Because of the nature of
the servicing for the area, all remaining lots on Landerville Lane
as well as the balance of Aspen Springs Drive were pre-serviced.
Only the actual road construction was deferred in this area.
iii) Phase III
The next phase in terms of registration and market release has not
yet been finalized. The reaction of the market over this Fall and
winter will largely determine exactly which areas will be brought
in. Based upon the continuing demand for townhouse and link units,
the next phase of registration will likely consist of the balance
of the units on Landerville Lane, which as mentioned above, have
already been serviced. A condominium plan may also be considered in
the next phase of registration.

iv) Phase IIB
Because the market absorption was not as strong as we f irst thought
for 1993, it is unlikely that we would consider servicing Phase IIB
down to Baseline Road, during 1994 . During our last conversation
with the Northumberland Newcastle Board of Education, it was
explained that there was still no funding available for the school
site in Phase IIB, prior to a 1996 opening. Therefore, the
servicing would not be triggered by the school site in 1994 .
We trust the foregoing has served to explain our present
development intentions over the coming year, however if further
discussion is required, please do not hesitate to contact the
undersigned.
