THAT Report WD-75-92 be received; and 2 . THAT funds be provided in the 1993 capital budget for 50% of the cost for the supply and installation of street lights at the intersection of Concession Road 5 and Regional Road 17; and 3 . THAT the Region of Durham be requested to design and install street lights and provide the necessary funds in the Region's 1993 capital budget for the Region's share of the costs and that the Region be provided with a copy of Report WD-75-92 . ---------------------------------------------------------------- REPORT 1.0 ATTACHMENTS No. 1: Key Map No. 2 : Correspondence dated August 10, 1992, from the Region of Durham. 2.0 BACKGROUND 2 . 1 At a regular meeting held on February 17, 1992, Council passed Resolution #GPA-162-92 : "THAT the Director of Public Works investigate the feasibility of having a street light /2 " ') REPORT NO. : WD-75-92 PAGE 2 installed at the intersection of Regional Road 17 (Main Street) and Concession Road 5, being the northbound entrance to Highway 115, Orono, and report back to the General Purpose and Administration Committee" . 3.0 REVIEW AND COMMENT 3. 1 Warrants This intersection does not meet the warrants of the Ministry of Transportation, the Region of Durham, and the Town for the installation of street lights . 3.2 Region Policy Section 7 (a) of the Region of Durham "Policy on Roadway Lighting" : "New Installations Cost shared lighting will be confined to intersections, or short sections where a specific problem may exist. Where an intersection does not qualify for illumination under Regional policy but the Region sees sufficient benefit in the form of improved safety and the area municipality requests illumination and is prepared to pay 50% of the cost of installation and 100% of energy, operating, and maintenance costs; partial illumination may be provided. " 3 .3 Costs The estimated cost for the installation of street lights at this intersection is $7,000 . 4.0 CONCLUSIONS 4 . 1 Based on the above, it is recommended that provision be made in the 1993 capital budget for the installation of street lights at the intersection of Concession Road 5 and Regional Road 17 and that the Region of Durham be requested to do likewise. . . . /3 I REPORT NO. : WD-75-92 PAGE 3 4 .2 That the Region of Durham be requested to design the intersection illumination. This location does not warrant the installation of illumination under Regional policy. However, the Region is prepared to cost share this installation under the terms of Section 7 of the attached Regional policy on illumination. POLICY ON ROADWAY LIGHTING 1. The Regional Municipality will maintain or will install and , maintain roadway lighting on roadways under Regional control at intersections or other isolated locations if any one of the following conditions is fulfilled. (a) Intersections where traffic is. channelized by means of physical islands and curbs - at least partial illumination. (b) Intersections where traffic is channelized by means of pavement markings only at least partial illumination along channelized leg(s) . (c) Signalized intersections - at least partial illumination. (d) Locations with high night time collision rates ( 3 per year over a 3 year period with no other obvious cause) - at least partial illumination. (e) Intersections of 4 lane undivided roadways where the warrants for traffic signals are fulfilled at least 80% - partial illumination. ( f) I Intersections adjacent to existing areas of high intensity illumination ( i.e. , shopping centres, service stations , plazas, etc . ) where the Region deems roadway illumination necessary for the safe operation of traffic - at least partial illumination. 2 . The Region will not maintain or install and maintain roadway lighting at locations within an u-rban lighting system or at a location which abuts a roadway on which the area municipality has provided illumination. 3 . Where the Region has installed illumination at an isolated location and the area municipality subsequently provides illumination on the abutting roadway(s) ; the Region' s fixtures will be turned over to the area municipality and the Region's responsibility in the matter shall cease. 4 . Where street construction or other considerations necessitate the removal or relocation of area municipality lighting fixtures, the Region will assume responsibility for a portion of the cost of relocation or removal as provided for in the Public Service Works on Highways Act. - . 2 18 2 - 5 . In order to avoid unnecessary duplication of facilities, it shall be the policy to promote, where practical, the joint use of poles, underground ducts, etc . This applies particularly . to signalized intersections. 6 . Lighting installed as of January 1, 1974, shall be considered as approved under this policy. 7. Illumination Cost Shared with Area Municipalities (a) New Installations Cost shared lighting will be confined to intersections, or short sections where a specific problem may exist. Where an intersection does not qualify for illumination under Regional . policy but the Region sees sufficient benefit in the form of improved safety and the area municipality requests illumination and is prepared to pay 50% of the cost of installation and 100% of energy, operating, and maintenance costs; partial illumination may be provided. (b) Existing Installations Where existing lighting, initially installed under a cost-sharing agreement, or installed entirely at the area municipal expense, is affected by reconstruction initiated by the Region, the following applies: (i) Where the lighting during the reconstruction now meets the warrants, the Region will relocate or update the existing lighting and absorb the cost of the entire installation and future maintenance costs. (ii) Where the lighting during the reconstruction still does not meet the warrants but is adequate for relocation, the Region will only assume responsibility to relocate the lighting system. The responsibility for maintenance will remain an area municipality obligation. (iii) Where the lighting during the reconstruction still does not meet the warrants and it is not adequate to relocate, or additional lighting is required to ensure a safe flow of traffic, then the Region will assume 100% of the cost of relocation and 50% of an additional installation, ; if the area municipality agrees to update the system by assuming the other 50$: The ` responsibility for maintenance will remain an . area municipality obligation. o 'J 3 - GENERAL ( 1) Each location examined for illumination shall be evaluated on its own particular needs; the mere fulfilment of the conditions outlined in this statement of policy should not be regarded as justification to install lighting in every instance. (2 ) In no case will private concerns be permitted to install a luminaire or luminaires within the Region's right-of- way. ( 3) When traffic operations of the highway has been affected by direct glare from the illumination of private or commercial establishments, the Region will eliminate the problem by negotiating with the establishment to relocate, adjust or remove the source of glare illumination at their expense.
