Subject: CONSTRUCTION OF SIDEWALKS ON HIGHWAY 2
ROUGH NEWTONVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1 . THAT Report WD-91-92 be received;
2 . THAT $80,000 for the construction of sidewalks on Highway 2
through Newtonville be approved in advance of the Town's 1993
Capital Budget;
3 . THAT the funding for this project be included in the 1993
Budget either from the tax levy and/or the existing lot levy
reserve fund as determined to be appropriate through the
budget exercise; and
4 . THAT Ms . Ann Cataford, Ministry of Transportation, be advised
of Council 's decision and be provided with a copy of Report
WD-91-92 .

2.0 BACKGROUND
2 . 1 The Ministry of Transportation is preparing a tender for the
reconstruction of Highway 2 through Newtonville in 1993 .
2 .2 Staff have asked the Ministry of Transportation to include the
construction of sidewalks in their tender. The proposed
sidewalks, which are illustrated on Attachment No. 1, are
estimated to cost $80,000 . There is no subsidy from the
Ministry on the construction of sidewalks .
2 . 3 The Ministry of Transportation has requested that Council make
a commitment now for the cost of the construction of the
sidewalks in 1993 because the timing of the road construction
by the Ministry will occur prior to the approval of the 1993
budget by Council. It should be noted that this project has
been included in the 1993 draft budget prepared by staff.
2 .4 The Ministry has advised us that, for the sidewalk work to be
included in their tender, they require a resolution of our
Town Council at this time.
3.0 REVIEW AND COMMENT
3 . 1 The sidewalk work proposed consists of the installation of
approximately 1370 metres of sidewalks on Highway 2 from Oven
Road easterly to Payne Crescent and 100 metres on Regional
Road 18 from Highway 2 southerly for 100 metres (Attachment
No. 1) .
3 .2 It is recommended that an expenditure of $80, 000 for the cost
of the sidewalk work be considered at this time and that Ms .
Ann Cataford, Ministry of Transportation, be advised of
Council's decision and be provided with a copy of Report WD-
91-92 .

3 . 3 The 1993 draft budget presents the project as part of the
overall considerations for 1993 construction. The tax levy
component will be determined in conjunction with the overall
requirements and tax impact considerations of the Town for
1993 .
3 .4 The estimated cost provided above is inclusive of all
engineering, design, and supervisory costs related to the
project.
